THK BUDGET SPEECH.
The Minister of Finance made his
Budget speech in the House yesterday, says the Vancouver Province,
and we present a full report of it
this morning. Captain Tatlow
makes his points so clearly and succinctly that it is needless to attempt
a surnmury of them, and therefore,
for particulars of what he said, we
refer our readers to the speech itseli
8peaking of it generally, it must be
pronounced highly satisfactory. He
was able to congratulate tbe province upon its expanding revenue and
to show that this is likely to be permanent. He was in a position to
draw a very interesting picture of
tbe conditions of provincial industries and business generally and to
mention matters which are full of
promise for the future.
In Captain Tatlow tbe province is
very fortunate in possessing n minister who aims at results, and is
able tu accomplish them. As the
years go on his duties become more
onerous because the problems to be
dealt with become more serious and
the sums involved larger, but he dis*
plays an aptitude for his tusk that
has rarely been equalled and never
been surpassed by nuy one who has
held his portfolio. He exhibits n
devotion to his work that is worthy
of the highest praise. His industry,
his fairness, and his grasp of the de
tails of tlie provincial li nances are
readily conceded by all, und by mine
more so than by his political opponents,
The province is very much to be
congratulated upon the showing
which the Finance Minister was able
to make. It spoke volumes for tin1
capable manner in which the affairs
of the country have been curried on.
The contrast between conditions us
they were when the present administration took ollice is remarkable,
Then the province was financially
embarrassed and the banks were
pressing it. Now it. has an ovor
(lowing treasury and is able uot only
to payoff its debts as they mature
but to retire loans in advance of
maturity, aud yet there is plenty of
money for necessnry public works.
Captain Tetlow's remarks in regard
to business conditions und the progress of the province generally make
interesting reading nt a time when
in so many parts of the continent
doubt and uncertainty prevail. The
budget speech ought to have an excellent effect in a business way. It
will undoubtedly greatly straighten
tbe government in the confidence of
tbe country.

The Dominion elections ure in

It is stated that Duneun Boss, tin-
Liberal standard bearer for Yale-

being re-elected, as does F. J. Deane
of being appointed ambassador to

EDITORIAL COMMENT.
Finance Minister Tat low's budget,
speech will be received with general
gratification. Reduction of the public debt out of surplus revenue must.
have tho effect of improving tho
credit of the province, und the almost certain prospect or continued
surpluses amply justifies the under
taking of new public Works for dev
elopmont which in turn will cause
turthor increase in the revenue. The
era of continuous deficits, with new
loans to pay maturing debts, which
was tbo lot of British Columbia for
many years before tbe advent of the
McBride government, Is a thing of
the pant. Under Conservative ndmin
Politicians concede that nearly the
entire west will go Conservative tu

The Liberals can send their campaign literature through the mulls

The
Smiflt Premier
Typewriter
lias widened its market until it includes the whole civilized world; has become the
typewriter of over 300,000
operators and has, during
1906, broken every previous
record of sales, because it
has from the beginning best
met every typewriter need.
THE tri-color feature of
the Smith Premier
Typewriter is recognized as the greatest improvement in modern typewriter construction—yet in
providing it, none of the
strong fundamental features, for which the Smith
Premier has always been
noted, have been sacrificed.

Ho wn** mie nf Boveral citizens who
visited tin- city Jail in the town In
whicli his papor wns published. Paa
siim along tho corridor, lie was hnl
ted hy a volco from ono *»f the cells,
exclaiming "Hay fully" tlmt wns a
guixl artlclo mi lead, which yon pub
lishcil in Inst, week's issue 1 used tn
write ns good as thnt myself.
"Why"exelalmod tho editor, "wore
ynn ever an odltor?" Well I bad a
good Job once ns city editor nn a
daily paper till boozo unl hold of
uie and I went from bud tn worse,
when I landed here."
Aftor llstonlng tn ibe story of the
man's downfall, the sympathetic
editor drew closer to the burs across
tbe door nf the cell and delivered n
few words of guml advice, und with
which the cell inmate seemed to be
greatly Impressed. As he was about
to depart, the prisoner exclaimed:
"Don't uo yet, I'ard! Just give me
u lew more tips, will yuu?"
'I'lie editor, pleased with the reception of his little lecture, und with
the thought that his advice might
be of some comfort tn an ex-brother
editor, followed it up with oddltion-
al counsel. To this the man with
an intent expression on his face,
pressed against the bars and oaly a
lew inches from thut uf the editor,
listened attentively.
When the hitter made another
movement as if to join his friends
who were about to depart, the pris-
oner, with tear tilled eyes, begged
him tn stay u moment longer and
give nt least a few more words of
good advice.
"I can only repeal what I've already suid, "replied the editor, deeply tint tered und honestly thankful
thnt uny words of liis might do
some little good.
"Tell it over again" oxclalmed the
the prisoner pleadingly,"Come noarer
thnt I may nut mis>- a word."
After talking for a minute nr two
longer he noted that the mun gave
a sigh of apparent contentment and
satisfaction.
"And now," he continued, "I've
gut to go, hut I'm awfully glad thut
uny words of mine havo done you
any good, my friend, and "Twnsn't
youi- words that did me guud" Interrupted the prisoner, Twus' your
breath." I haven't hud a drink
since I was pinched, two months
