W.C.Cameron, president of the Board, was electee chairman, and G.C.Andrew, sec retary of the Board, acted secretary of the meeting. Mr Cameron explained that the business of the evening was to discuss the question of incor- l orating the town of Stewart under the Village Municipalities Act; that tha Board of Trade had appointed a committee to investigate the matter, the results of which would be given the meeting. He then called upon the committee, composed of G. W, Smith, W. R. Tooth and H.W.M. Rolston, for their report The committee stated that the meeting had not been called to decide whether the town should be incorporated or not, but simply to hear the results of the investigation, spread over a period ef nearly a year. The committee expressed a wish for questions, to ensure that any points they had overlooked would be brought out Extracts from the Village Municipalities Act were read, regarding proceedure for applying for incorporation, a d qualifications of voters etc., after which the committee introduce! a motion to the effect that no decisive action should be taken at this meeting, but that a further meeting be held Oct. 26 in the same hall for the purpose of going further into the question. In support of this motion it was explained that its object was to give ample time for discussion of the subject The motion carried. It wrs then explained that there are five towns in B. C. incorporated under this Act, to all of which the committee sent the following circular letter: Questions Sent Other Towns Stewart B.C., Dec. 23d, '26. Dear Sir: The Stewart Foard of Trade are investigating the subject of Incorporation under the Village Act, and for this purpose have appointed a committee of which the writer is chairman and acting in this case as secretary. 1 therefore address you (Municipal Clerk) and the Commission- on, of your town, in the hope that we will be able to get the ���������formation necessary to our in- any further information that you may think of intereat to us, at as early a date as possible. 1 Has incorporation in the case of your town been satisfactory? 2 Has it improved conditions in your town, and to what extent? 3 Has it increased taxation; if so to what extent? 14 What is the population of I your town? 5 What, approximately, is the area of your town? 6 What taxes, if any. does the retains the school tax. We regret very much bothering you with such exhaustive questions, but you will understand that we wish full information as to how incorporation under this Act has worked out in other towns, before we jump intu it ourselves. Answers to the above will be fof the greatest possible assistance to us in arriving at a decision, and therefore greatly appre- cated. Reply From Abbotsford To this the following letter from Abbotsford. with a population similar to that of Stewart, is a typical reply: Abbotsford. B.C., Feb. 6th '26. Dear Sir: I delayed answering your letter of Dec. 23d until our financial statement had been issued, as a comparison of the statements for 1924 and 1925 will give you more information than j I could in a letter. I append answers to your list of questions:��� 1 The opinion of the rate payers is unanimous that incorporation has been a success. 2 It has improved conditions by allowing the greater portion of the revenue to be earned and spent in the village, by enabling the village to be supplied with street electric arc lighting, greater expenditure on street and sidewalk construction and main tenance, and the ability -"" two years of operation, gage in a water supply taking. 3 It has not increased taxation our rate being 13 mills on dollar. after to en- under- the out indemnity and the Clerk worked for $25 a month.) Mr and Mrs W .J. Crawford, and daughters Muriel and Helen, left for Vancouver on the Cardena. Muriel will enter the B.C. University, and Helen will attend Columbia College at New Westminister. Rosikovitch of B.C.Silver who guessed 8000. get $9.25 each for their 25 cent investment. ALICE ARM HAS IMPORTANT DEAL DEAL MADE ON INDEPENDENCE JACK FERGUSON CROSSES DIVIDE J. F. Tener, who will be well remembered in Stewart through his having made a most interesting address here in the spring of 1924 in the interests of the Provincial Party, passed through on the Cardena Monday night on his way south from Alice Arm, where he has just completed an important amalgamation of mining interests. Asked for details as to this deal, Mr Tener produced a copy of the Alice Arm Herald, which he said covered the subject very efficiently. The Herald report follows: The biggest mining deal in the history of Alice Arm was transacted during the week, when four properties were bonded. The properties were bonded by Col. Victor Spencer and associates of Vancouver and development work is starting immediately. The properties involved are the Vanguard, Homestake, Red Point and Copper Cliff. They lie in what is known among local prospectors as the copper formation, which extends from the Red Point en Evindson Creek to the Kitsault Glacier. The chief minerals are copper and gold, and the ore on some of the properties also carries lead, zinc and silver. The bonding price is in the neighborhood of $400,000 with terms running over three years. Col. Spencer is prepared to spend at least $100,000 on development work. Preparations have been made to commence driving a tunnel at once on the Vanguard. Durrwachter, mining engineer who with his son, E.W., has spent the past week examining the Independence, in company with S. P. Fitzgerald, managing director of the company. Mr Durrwachter Sr. said that the news given out from Victoria is fundamentally true, although he was not responsible for its publication. "We are very well pleased with the property," he said. "With the judicious expenditure of money it will make a big mine. We have the money and will go through with our end of the deal. Victoria���Reorganization and sale of control of the Independence Gold Mines, operating on the Premier hill near Stewart, was announced here from the head office. At the same time a meeting of the shareholders of the company was called for Oct. 28 to pass on the deal and this is to be followed by the formal meeting on Nov. 12 to give formal ratification to it. Under the terms of the deal 51 per cent of the ownership of the mine will pass to an American mining group, while 49 per cent will be retained by the present Fitzgerald company. The entry of the new control will be covered by a new stock issue. Just what position the present stock, which is traded in on the Vancouver and Victoria stock exchanges, will have under the arrangement, has not been made known here yet The American company taking over the Independence will carry on development work all winter and put in the mill in the spring, it was announced. S. P. Fitzgerald, president of the Independence, after concluding the legal end of the deal here left with the two engineers of the new operating organization for Stewart, where they will complete arrangements for the transfer of the mine, pending the formal approval of the shareholders. Ha Advertising Accepted for Pint Pace INCORPORATION At the well attended meeting held in the Moose Hal) on Tuesday evening last for the purpose of discussing incorporation of Stewart under the Village Incorporation Act, a great deal of interesting information was brought out. Experience of others is always a good teacher, and in considering the question Stewart has been afforded an opportunity of benefitting by the experience of five other towns in B. C. incorporated under this same Act during the past three to four years. All five appear to have prospered, progressed, and improved conditions in their own immediate individual communities, without increasing taxation, and to have good credit balances in the banks. The Village Municipalities Act was added to the Statutes of this Province in 1920 and is especially designed far the gress and increased population. The town of Stewart is face ta face with three increasingly serious problems, the first being fire protection. While we have, ander the circumstances, very good protection, still this cannot be indefinitely maintained, for the reason that this protection is and has been kept up by voluntary labor and donations of cash. The situation now is that tha approximately 1100 feet of hose which we have, which is barely enough, and is 16 years old, should beat once replaced. This alone would eoat $1500. Then again there are other items that are and will be needed, such as ladders etc, and tha question is, where is this money coming from under our present voluntary system. Under incorporation the Fire Department could be greatly improved and gradually built up without inflicting any additional burdens. Sanitation is another item that will soon have to be seriously taken hold of, and is certainly one of those questions that cannot be dealt with by voluntary labor and subscription, whereas under incorporation a policy could be laid down, and gradually worked out in such a way as to meet the needs of the town in an efficient manner, taking only a few hundred dollars a year of the monies that we now pay the Government in taxation. The Cemetery is another necessity to the community that could properly be taken care of without increasing taxation. In the third he not only struck water, but he also struck a vein of high grade silver ore. i At that time an abundance of j water would not permit further sinking. This year, however. owing to a protracted dry period : it waa possible to sink 30 feet. The result of this work showed ! the existence of a 2-foot vein of high-grade silver ore, values of which are chiefly in brittle silver with native and ruby silver, and identical to the ore now being mined at the LaRose. The location of the strike is 100 feet from the LaRose boundary, and prospecting has proven that it is the same ore body now being mined on the LaRose with such phenomenal success. The point of discovery is in a southerly direction from the La- Rose workings, the vein having a north and south strike. The Bunker Hill group, joining the Speculator on the south and owned by J.O.Trethewey and J. Calvin, has also been developed by the latter this year by surface cuts driven across an ore ledge 2 feet wide. Samples of this ore were recently brought to town and is a phenomenal high grade massive galena ore, of extraordinary weight. WILL SHIP ORE FROMjABINES To bring out a shipment of ore from several of the amalgamated properties in the Babine district, Ben Nelson left on Thursday with a pack train. The ore to be brought down to Smithers for shipment represents the product mined in the course of development work carried out on the Babine Silver King and Little Joe properties during the summer and the ore is being shipped as a smelter test of the values, which run strong in silver on both properties. On the Little Joe Martin Cain and Tommy King have been working during the summer on a tunnel contract and they have taken out some fine ore in the course of the work. On the Silver King operations have been continued during the summer on a small scale, while some work is also being done on the Victoria Basin holdings of the company recently effecting an amalgamation of mining interests in that whole district H.
