Total. $25,000.00 $26,000.00 6,425.78 $38,000.00 $89,000.00 6,425.78 Totals . $25,000.00 $32,425.78 $38,000.00 $95,425.78 Refunding debentures were approved as undernoted:— City of North Vancouver $2,515,865.65 All money by-laws before being approved for submission to the electors were carefully examined as to the necessity, the estimated cost, the financial ability of the municipality to repay the loan, and the relation of the life of the works to the maturity dates of the debentures. Wherever possible debentures issued were in serial form. M 6 BRITISH COLUMBIA. This Department has continued to advocate that tax rates be maintained at previous levels and any surplus funds be set aside for post-war expenditures. During the year under review many municipalities took advantage of the statutory powers to create and set aside reserve funds. Funds of this nature at the end of the year amounted to over $700,000. I am glad to report that there have been no further defaults. No new incorporations took place during the year. During the last five-year period additions to debenture debt as represented by Certificates of Approval issued on money by-laws amounted to $4,811,281, but included in this were refundings of $3,346,546. However, after giving effect to any increase therefrom the over-all debenture debt was reduced during the same period by the net amount of $16,513,202. While individual comparison of the condition of sinking funds cannot be accurately made for the reasons set out in the note to Schedule VII. there has been an improvement in the condition of these funds over a period of years. Those municipalities reporting a shortage in sinking funds are:— Cities.—Kaslo, Merritt, New Westminster, Salmon Arm, and Vancouver. Districts.—North Vancouver. The fact should not be lost sight of that adjustments due to refundings have assisted in the improvement as reported. Two municipalities were able, after making arrangements with their bondholders, to have their agreements ratified by the Legislature at the 1943 Session:— City of Kaslo reduced the rate of interest on its debentures from 6 to 4 per centum per annum. (See chapter 31, 1943 Statutes.) City of North Vancouver refunded its outstanding debentures by issuing thirty-year bonds bearing interest at 2-/2 per cent, for the first eight years, 3 per cent, for the next seven years, S1/^ per cent, for the following seven years, and 4 per cent, for the final eight years. (See chapter 47, 1943 Statutes.) Provision was made in the " City of North Vancouver Debt Refunding Act " for the submission to the electors of a referendum as to continuing the administration of the city by Commissioner. As a result of such submission preliminary arrangements have been made for the reinstatement of a Council and other administrative Boards in that city. The policy of holding an annual conference of municipal officials is being continued and well attended gatherings have been held. These are proving beneficial to all concerned and of particular value to the participants. For the maintaining of the steady general improvement in the municipal financial situation in this Province the Councils and officials responsible are deserving of commendation. This Department has continued to receive the support and co-operation of the various Councils, Commissioners, and staffs. I feel this report cannot be closed without reference to the passing of the former Minister, the late Hon. A. Wells Gray, who as Minister of the Department from its inception in 1934 did so much to firmly establish it as an integral part of the municipal life of this Province. This was achieved very largely as a result of his understanding attitude toward municipal problems, based upon the wealth of municipal experience gained from the year 1907 to the time of his death. As we had been friends for over fifty years his passing was a distinct personal loss. In the selection of yourself as Minister the municipalities are fortunate as you have been in close touch with their affairs for a number of years—latterly as Acting- Minister and formerly as Reeve of Oak Bay and Mayor of Victoria. Bridgman, Esq., Deputy Minister of Municipal Affairs. Sir,—The report of the Department for- the year ended December 31st, 1943, is attached hereto. No additional schedules have been inserted neither any omitted. The note on Schedule VII. relative to sinking fund valuations and computations remains unchanged. This Department has been advised by the Deputy Minister of Finance for the Dominion that all half-yearly payments in respect of projects for which loans were approved by the Dominion under " The Municipal Improvements Assistance Act, 1938," due the Dominion December 31st, 1943, and June 30th and July 1st, 1944, have been received by him. Figures for the City of Vancouver, when comparable, have been shown separately; the required information either having been supplied by the Comptroller on request or taken from the 1943 annual report of that city and sources noted. As formerly, the source for the Condensed Statement of Assets and Liabilities was the audited annual balance-sheet of each municipality. In preparing figures for comparative purposes from returns submitted by the various municipalities adjustments when necessary were made. However, it is apparent that some municipalities are still not convinced of the desirability for the preparation of the financial report on or before the 1st day of March each year. Owing to travel restrictions it has not been found possible to visit all municipalities, but visits were paid a number of municipalities and suggestions offered in connection with accounting and other administrative details. The aim of this Department in its efforts towards improving general administration and standardizing municipal accounting is to assist municipalities in every way possible. B. C.
