P. KENNEDY, Chairman. REPORT OF THE LIQUOR CONTROL BOARD. INTRODUCTION. The Liquor Control Board presents the Twentieth Annual Report covering operations from April 1st, 1940, to March 31st, 1941. The accounts of the Board, certified to by the Comptroller-General as required by section 120 of the " Government Liquor Act," and the statistical data as required by section 115 are shown in the Appendices as follows:— APPENDIX A.—ACCOUNTS. Chart illustrating by Electoral Districts the Sale of Liquor and the Administration of the " Government Liquor Act." ADMINISTRATIVE OFFICES, WAREHOUSES, AND GOVERNMENT LIQUOR STORES. The Board purchased from the City of Victoria Lots 10, 11, and 12, Block 74, Plan 219, situated immediately adjoining the Government Liquor Warehouse on Wharf Street, Victoria. Due to the closing of the mines at Coalmont, the Government Liquor Store at that point was closed on June 30th, 1940. During 1930 premises were designed and erected for use as a Government Liquor Store in the town of Golden, and since that date have been rented. In March, 1941, the Board completed arrangements for the purchase of the building at an advantageous price. STAFF. The number of employees on the permanent staff of the Liquor Control Board as at March 31st, 1941, is 295, being 280 males and 15 females. The Board wishes to take this opportunity of recording its appreciation of the co-operation and loyalty of all members of the staff. During the period under review twenty employees were retired and placed on superannuation in accordance with the provisions of the Superannuation Scheme. STOCKS. The value of the stocks of liquor on hand as at March 31st, 1941, amounted to $1,264,030.14, being a decrease of $421,025.92. Due to war conditions the importation of liquor from many European countries ceased. Due to the restricted shipping space between Great Britain and Pacific Coast ports shipments of liquor have been delayed, but, notwithstanding this difficulty and rationing in certain lines, the Board has been able to maintain its stocks satisfactorily to meet public demand. K 6 BRITISH COLUMBIA. SALES. The total sales of $17,590,252.75 show an increase over the previous period of $2,630,019.11. The duty, excise, and sales tax paid to the Federal Government for the period under review amounted to $3,114,437.72, the details of which are as follows, and for convenience a comparison is shown with the duty, excise, and sales tax paid to the Federal Government during the fiscal year immediately preceding the period under review:— Fiscal Year Fiscal Year 1941. 1940. Duty $1,854,272.84 $1,455,193.52 Excise 826,243.50 967,181.60 Sales tax . 433,921.38 383,329.42 $3,114,437.72 $2,805,704.54 The figures quoted do not represent the duty, excise, and sales tax on merchandise sold during the period under review, but only that paid by the Liquor Control Board on goods that were cleared through the Customs and Excise Departments during the said period. REPORT OF LIQUOR CONTROL BOARD, 1940-41. K 7 The above total does not include taxes paid direct to the Federal Government by brewers in connection with beer manufactured in Canada, and also liquor purchased by the Board duty paid. INSURANCE. Fire. No loss of any of the Board's property was occasioned by fire. Burglaries. The following Government Liquor Stores were subject to burglaries or attempted burglaries during the period under review:— 1940. June 7. Oct. 23. Store. Terrace Cranbrook (attempted) Value, including Cash, Goods stolen, and Equipment damaged. .. $80.97 .. Nil The above claim was settled in full by the insurance company without loss to the Board. War Risk. In September, 1940, 226 puncheons of rum, the property of the Board, stored in London, England, for future delivery, were destroyed by enemy action. The above quantity of rum was covered for all risks and full settlement has been made without monetary loss to the Board, although it was impossible to replace this block of aged rum. A very large proportion of the goods sold by the Board is imported from Great Britain and points within the British Empire, and it is recorded with great satisfaction that there has been no marine loss of goods so imported for the period under review. With the great volume of goods in transit and the tremendous enemy activity in the North Atlantic, the Board wishes to record its deep appreciation of and gratitude to the Merchant Marine, the Royal Navy, Royal Canadian Navy, Royal Air Force, and Royal Canadian Air Force in the hazardous work of convov. PERMITS. A detailed statement showing the sale of each variety of permit sold is shown in Appendix C. Pursuant to the provisions of section 119 of the " Government Liquor Act," the revenue derived from the sale of permits was transmitted to the Honourable the Minister of Finance, to be accounted for as part of the general revenue of the Province, and amounted to $60,017.25, being an increase of $7,032.75 over the previous period. The total number of permits of all varieties issued by the Board during the period was 231,635. One hundred and thirty-two Club Pool Permits were issued, pursuant to the provisions of Regulation No. 22 of the Liquor Control Board, to the holders of Club Licences issued under section 26 of the " Government Liquor Act." The Provincial Government has determined a policy of not holding any plebiscites under the " Liquor-control Plebiscites Act " during the War period, in consequence of which there were no plebiscites under this Statute during the period under review. CANCELLATION OF INDIVIDUAL LIQUOR PERMITS. (Section 18.) Seventy-three Individual Liquor Permits were cancelled under section 18 of the " Government Liquor Act " during the period. TAXATION PROVISIONS. The amount of tax collected under section 68 of the " Government Liquor Act" during the period amounted to $20.90. INTERDICTION. One hundred and sixty-four orders of interdiction were made pursuant to the provisions of section 70 of the " Government Liquor Act," being a decrease of four under the previous period. Ninety-five orders of revocation of orders of interdiction were made pursuant to the provisions of section 72 of " Government Liquor Act." PENALTIES AND PROCEDURE. Appendix B, Law Enforcement, shows in detail all prosecutions reported to the Board under section 125 of the " Government Liquor Act." Destruction of liquor forfeited to the Crown and held by the Liquor Control Board was authorized by the following Orders in Council:— Order in Council. Approved. No. 677 June 14th, 1940. No. 1240 September 24th, 1940. No. 34 January 10th, 1941. No. 121 February 4th, 1941. No. 250 March 6th, 1941. REPORT OF LIQUOR CONTROL BOARD, 1940-41. K 9 INSPECTION DEPARTMENT. ACCOUNTING. Appendix A contains the financial statements for the six-monthly periods ended September 30th, 1940, and March 31st, 1941, as required by the Statute. (B.C. Gazette reference, December 12th, 1940.) Resolution No. 9937.—Resolved, That Regulation No. 6 of the Liquor Control Board be cancelled, effective as of the 31st December, 1940. And be it further Resolved, That the draft regulation attached be made a regulation of the Liquor Control Board, and shall be known as " Regulation No. 6 " and shall become effective as of the 1st January, 1941. LIQUOR CONTROL BOARD. Regulation No. 6. For the purpose of carrying into effect the provisions of sections 21 and 64 of the " Government Liquor Act," being chapter 160 of the " Revised Statutes of British Columbia, 1936," the records of purchases and sales of liquor by druggists and the reports to be made thereon to the Board shall be as follows:— (1.) Every druggist shall keep a record of all liquor purchased or received by him, showing the date and the address of the Government Liquor Store at which same was purchased. (2.) Every druggist shall keep a record of every sale or disposal of liquor by him under prescription, and shall retain in his possession the prescriptions covering the liquor dispensed as aforesaid. (3.) Every druggist shall keep a record of all liquor used in manufacture; the said record shall include the quantity of liquor used, the date, and the medicinal preparation manufactured. (4.) All records mentioned in clauses (1), (2), and (3) shall be open at all times for inspection by any Inspector or Police Officer. (5.) Every druggist shall, on the first Monday in each calendar month, forward to the Secretary of the Liquor Control Board, Victoria, B.C., a report showing the kind and quantity of liquor sold and dispensed under prescription and used in manufacture during the month immediately preceding, and such report shall be in the following form:— " GOVERNMENT LIQUOR ACT."
