The Liquor Control Board presents the Seventeenth Annual Report covering the operations from April 1st, 1937, to March 31st, 1938. The accounts of the Board, certified to by the Comptroller-General as required by section . 120 of the " Government Liquor Act," and the statistical data as required by section 115 are shown in the Appendices as follows:— APPENDIX A.—ACCOUNTS. Chart illustrating by Electoral Districts the Sale of Liquor and the Administration of the " Government Liquor Act." GOVERNMENT LIQUOR STORES AND WAREHOUSES. On June 10th, 1937, a Government Liquor Store was established in the Town of Vanderhoof, which town has developed into a distributing-point for a large territory. As mentioned in the previous Annual Report, the Government Liquor Store at Parksville was destroyed by fire on January 15th, 1937, and a new store was erected on the old site and reopened for business on May 7th, 1937. Premises were erected by the Liquor Control Board for use as a Government Liquor Store at Ocean Falls, and same were opened for business on December 18th, 1937. The volume of business at this point clearly indicates the necessity for the establishment of this store. The Government Liquor Store at Terrace, together with the entire stock of liquor therein, was destroyed by fire on February 9th, 1938, and a store at this point has not been re-established. The Mail Order Department, which was previously in charge of the Manager of the Government Liquor Warehouse in Vancouver, was transferred on May 1st, 1937, to the Government Liquor Store, 871 Beatty Street, Vancouver, and the Vendor at this point was placed in charge of the work. Arrangements were made to occupy new premises for use as a Government Liquor Store at 433-437 Columbia Street, New Westminster, on October 1st, 1937. New premises were erected on George Street, in the City of Prince George, for use as a Government Liquor Store, and occupancy was obtained October 1st, 1937. STAFF. The number of employees on the permanent staff of the Liquor Control Board as at March 31st, 1938, is 305, being 290 males and 15 females. The Board takes this opportunity of expressing its appreciation of the co-operation and loyalty of the staff throughout the Province. W 6 BRITISH COLUMBIA. STOCKS. The value of the stocks of liquor on hand as at March 31st, 1938, amounted to $1,176,100.18, being an increase of $311,061.04 over the inventory figure at the end of the year immediately preceding. SALES. The total sales of $14,110,158.81 show an increase over the previous period of $1,363,375.46. During the first nine months of the year under review an increase in sales was recorded each month, but in each of the last three months of the period a slight decrease was shown. DUTY, EXCISE, AND SALES TAX. The duty, excise, and sales tax paid to the Federal Government for the period under review amounted to $2,202,183.46, the details of which are as follows, and for convenience a comparison is shown with the duty, excise, and sales tax paid to the Federal Government during the fiscal year immediately preceding the period under review:— Fiscal Year Fiscal Year 1938. 1937. W 7 The figures quoted do not represent the entire duty, excise, and sales tax on merchandise sold during the period under review, but only that paid by the Liquor Control Board on goods that were cleared through the Customs and Excise Departments during the said period. The above total does not include taxes paid direct to the Federal Government by brewers in connection with beer manufactured in Canada, and also liquor purchased by the Board duty paid. INSURANCE. Fire. On February 9th, 1938, the premises occupied by the Board as a Government Liquor Store at Terrace caught fire, and although every effort was made to save the building same was completely destroyed and the entire stock of liquor was a total loss. So far as the Board is concerned no loss was sustained, as same was fully covered by insurance. Burglaries and Hold-ups. Pursuant to the provisions of section 119 of the " Government Liquor Act," the revenue derived from the sale of permits was transmitted to the Honourable the Minister of Finance, to be accounted for as part of the general revenue of the Province, and amounted to $52,537.50, being an increase of $633.50 over the previous period. The total number of permits of all varieties issued by the Board during the period was 202.030. LICENCES. Summary. Appendix B, Law Enforcement, shows in detail all prosecutions reported to the Board under section 125 of the " Government Liquor Act." The total number of prosecutions for all offences is 2,973; 1,080 persons were sent to gaol. CANCELLATION OF INDIVIDUAL LIQUOR PERMITS. (Section 18.) Nineteen Individual Liquor Permits were cancelled under section 18 of the " Govern- ment Liquor Act." TAXATI0N PROVISIONS. No tax was collected under section 68 of the " Government Liquor Act." INTERDICTION. Interdiction orders made pursuant to the provisions of section 70 of the " Government Liquor Act " numbered 202, being an increase of forty over the previous period. Ninety-eight orders of revocation of orders of interdiction were made by interdiction officials, pursuant to the provisions of section 72 of the " Government Liquor Act." PENALTIES AND PROCEDURE.
