Besantian's Road. Re-formed 80 yards, and ditched, gravelled 8 feet wide, 6 inches deep; made one new culvert. Goldstream Cross Road. Made 1868 yards of new road, 10 feet wide; built 1 bridge, 51 feet long, 13 feet wide, covered with split cedar; 3 new cedar culverts, 12 feet wide. Florence Street. Gravelled 44 yards, 10 feet wide, 6 inches deep; formed and graded 120 yards, 18 feet wide, crowned 1 foot; put in 1 pipe culvert. Hospital Road. Gravelled 77 yards, 10 feet wide, 6 inches deep ; filled up ruts and holes with broken rock and gravel; put in 1 pipe culvert. Millstream Road. Made 1136 yards new road, 8 feet wide; built two bridges, one 40 feet long and 12 feet wide, and one 42 feet long and 12 feet wide, covered with split cedar covering ; put in one new cedar culvert, 4 feet by 10 feet; made 271 yards new road, 12 feet wide, to avoid hill near school-house; re-formed 72 yards road, 16 feet wide; graded and formed 76 yards, broken rock, 8 inches deep, 10 feet wide, covered with 6 inches of gravel. L 332 Public; Works Report. 1894 August. Sooke Road. Gravelled 145 yards, 10 feet wide, 6 inches deep, near Murray's ; filled up holes and ruts with gravel. Phillips' Road (west side of Sooke River). Built 1 solid crib, filled with rock ; put in 2 new bents, and 3 new stringers ; repaired hand-rail on bridge across the De Manuel River; repaired road between Phillips' and Sooke Road. Otter Point Road. Made 641 yards new road, 14 feet wide, crowned 8 inches; cut down 2 hills and made some filling ; put in 6 new cedar culverts, 4 feet by 18 feet ; gravelled 75 yards, 6 inches deep, 10 feet wide ; filled up ruts and holes ; repaired road between Sooke Road and Gordon's. Muir Creek. Made 2 solid cribs, filled with rock ; rebuilt span, 60 feet long, re-planked ; put a footbridge across Tugwell Creek ; made some repairs to road. GOLDSTREAM ROAD. Gravelled 212 yards, 9 feet wide, 6 inches deep; cut down 2 hills, 3 feet deep; made fillings at bottom of hills. John Muir's Road. Gravelled 101 yards, 9 feet wide, 6 inches deep; repaired bridges. Milne Road. Made 138 yards, crowned 1 foot and ditched on both sides; filled up holes and ruts with gravel. Belmont Road. Gravelled 197 yards, 9 feet wide, 6 inches deep; re-formed 421 yards, 12 feet wide; made 1 new plank culvert; filled up ruts and holes with broken rock and gravel. Leech River Trail. Cut out logs and brush ; repaired bridges, and made several alterations to the trail between Cowichan waggon road and Leech River. September. Sooke Road. Put in 2 new stringers ; repaired bridges and hand-railing on 3 bridges at Naylor's Hill; repaired cribbing; re-formed 333 yards, 16 feet wide; filled up ruts and holes with broken rock for about a mile ; made 1 new cedar culvert. John Stewart's Road (Highland District). Filled up 66 feet at bottom of hill with broken rock, 2 feet deep; re-formed and graded 50 yards of road. Scaife's Road. Graded 273 yards; repaired culverts ; and made some repairs to road. Maltraver's Road. Made ^-mile of road, 10 feet wide. r 58 Vict. Public Works Report. 333 September. Beecher Bay Road. Schmidt's Road. Made 333 yards new road, 8 feet wide. October. Sooke Road. Put in new stringer and 2 sills in bridge ; partly covered with new covering; repaired 2 culverts ; filled up holes and ruts with rock and gravel ; dressed in gravel on the Rocky Point, Metchosin, Sooke, Happy Valley and Craigflower Roads; put up finger boards ; laid out trail for about 3 miles beyond Cole Creek. Cowichan—AIbemi District. -o- Cowichan Division. Victoria-Nanaimo Trunk Road. James Menzies, Contractor, $115. Cut down hill near Duncan Station, on the east side, 80 yards long, 18 feet wide, 3 feet deep. Filled in at base of hill 45 yards, 4 feet deep. Re-graded and rounded-up 300 yards, 18 feet wide. Ditched 300 yards, 2 feet wide, 9 inches deep. Gravelled 300 yards, 9 feet wide, 6 inches deep. Made general repairs with gravel over one mile of road. Bridge Party, W. J. Shearing, Foreman. January and February.—Kept Duncan Bridge clear of logs and drift during freshets. Cowichan Wharf. August.—Got out 400 running feet of flatted timber for repairing wharf. Victobia-Nanaimo Trunk Road (Clem-clem-a-lutz Bridge to Pimbury's Bridge). June—Filled in 40 yards, 12 feet wide, 16 inches deep. Macadamized 96 yards, 12 feet wide and 5 inches deep. Filled in 6 yards, 10 feet wide, 4 feet 6 inches deep, to replace culvert. Repaired with rock several large holes caused by floodwater. July—Filled in with rock, 40 yards, 16 feet wide and 18 inches deep. Macadamized 75 yards, 12 feet wide and 6 inches deep. Gravelled 280 yards, 12 feet wide and 6 inches deep. Made a culvert, 18 feet by 18 feet, by 7 feet deep. 334 Public Works Report. 1894 August—Gravelled 600 yards, 12 feet wide, 6 inches deep. Raised bents (2) of bridge near Flats, Koksilah Road, 18 inches, and filled behind sills with rock. Filled approaches to bridge with brush, rock and gravel. Filled in 30 loads of rock at north end of Corfield's Bridge, to prevent cutting. Took out several snags from under bridges. Drove piles to hang sheer boom at Pimbury's Bridge. September—Hung sheer boom at Pimbury's Bridge. Old Koksilah Road. September—Constructed a pile bent at McPherson's Bridge. Drove one pile at main western abutment, to make V breast up stream, and planked same with 2-inch plank. Put in about 20 loads large rocks around abutment. Flats (Koksilah Road). Straightened and bolted a pile bent in bridge over Koksilah River, Duncan Bridge. October—Filled in rock at wing-dam on the north bank above bridge. "A" Road Party. Ford, Contractor, Repaired Howe's Bridge. Made 1 culvert. 58 Vict. Public Works Report. 367 New Westminster District. New Laundry Building at the Asylum. J. C. Allen, Contractor, $4,907. To supply all plant, labour and materials for the erection of a brick building on stone foundation, in conformity with plans, specifications, and details. The building consists of a Laundry Room, 26 feet 8 inches by 40 feet, with a concrete floor and open framed roof carrying a lantern light. Wash tubs, ironing tables, jacketted copper, iron heaters, and steam boiler and steam heater, are arranged on approved labour-saving principles. A drying-chamber, with racks, drawers and shutters, is heated by steam coils connected with the steam heater. A mending and sorting room, 12 feet by 14 feet, is also provided. The windows are protected by iron guards ; the steam boiler and heater are designed to automatically shut down steam and quench the fires if pressure exceeds a certain limit. The bricks used were of local manufacture, the timber is Douglas fir, and the roof covered with " Countess" slates from Jervis Inlet. The machinery, of every description, was manufactured in New Westminster. Court House, Chilliwhack. A. C. Henderson, Contractor. $2,985. The principal feature of the new Court House is the Court Room, which is 30 feet by 30 feet, and 20 feet high. This is a handsome room, well lighted and ventilated, and together with the rest of the building is heated with hot air. The walls of the Court room are panelled 8 feet high with British Columbia cedar, left clean from the plane, to preserve the beautiful lustre characteristic of this wood. The ceiling is deeply coffered and panelled in cedar, whilst a deep plaster cove unites it with the walls. The acoustic properties of the room are very good. At one end of the hall a large recess, with a semi-circular arch over, holds the bench, the public gallery being directly opposite, and the jury gallery to the right; behind the bench are the Judge's and jury retiring rooms, large and pleasant rooms, about 14 feet by 17 feet each. In the base ment, a waiting-room for constables, 3 cells and heating chamber, and large storage accommodation, is provided. The entrance to the Court is by means of a broad direct flight of steps, through a spacious vestibule. This entrance is made the most prominent feature in the exterior design ; the doors and transoms are of solid oak set in a large, semi-circular headed arched opening, supporting a balcony over, and flanked by two circular turrets, one on either side of the central gable. The exterior walls are entirely covered with shingles, stained a brick red, the trimmings being painted green with white window sashes; the building generally having a solid and attractive appearance. The workmanship throughout is the best, and the construction is of the most durable character, one special feature in which is the use of expanded metal lathing for all the internal plastering; the use of this renders the building fire-proof to a great extent. Public Works Report. 379 Yale District, North Riding. Provincial Home for Aged Men, Kamloops. Rod. McLeod, Contractor, $25,832. Furnished all labour and materials for the erection of a timber building on a stone foundation, with stone basement, in accordance with plans, specifications and detail drawings prepared by R. Mackay Fripp, F.R.I.B.A., Architect, Vancouver. The Home is erected on a site of 320 acres, immediately behind the Caledonian Society's Grounds, commanding a fine view of the city, river, Indian reserve and mountains. A fine stream of water runs through the grounds, which can be utilized for irrigating and other purposes. The Architect adopted the pavilion system of arrangement, the central and administrative block connecting with east and west wings by means of corridors. The Superintendent's residence is included in the central block and consists of an office, sitting and dining-rooms, kitchen and larder (in basement), and four bedrooms and bath-room and private stairs. The remainder of the block consists, on ground floor, of main staircases, dining-room 24 feet by 50 feet, china closet, servery, and stairs to kitchen. On the first floor is a dormitory, having cubicles, each 9 feet by 7 feet, for 14 inmates, and lavatories. The basement includes kitchen, 16 feet by 13 feet 6 inches; larder, 6 feet by 13 feet, both connected with Master's residence; fuel room, 8 feet by 16 feet; boiler-room, 21 feet 6 inches by 13 feet; stairs to main hall; 3 bath-rooms; laundry, 14 feet by 21 feet 6 inches, with concrete floor, wash tubs and copper; kitchen, 20 feet 6 inches by 21 feet 6 inches; larder, 10 feet 6 inches by 9 feet 6 inches ; store-room, 10 feet 6 inches by 9 feet 6 inches ; and stairs to ground floor. East Wing -The ground floor provides special accommodation for disabled inmates ; day room, 22 feet 6 inches by 30 feet; and dormitory, 22 feet 6 inches by 48 feet, with 12 cubicles. At the south end are lavatories, etc., connected with cross-ventilated corridor. On the first floor are two dormitories, accommodating eight and twelves inmates respectively, with lavatory accommodation connected with cross-ventilated corridors. West Wing—Ground floor, in which is found the common reading-room, 22 feet 6 in. by 30 feet; and common day-room, 22 feet 6 inches by 48 feet, with lavatories connected by open corridor. First floor gives cubicles for 20 inmates, in two dormitories of 8 and 12 feet; lavatories, etc., same as east wing. The total frontage from east to west is 176 feet, and from north to south 104 feet. The connecting corridors are of sufficient length to permit each wing to receive ample light and air ; 9 feet verandahs run along the entire face of east and west wings. The building is heated by steam, on a system which permits of exact regulation; and a supply of water is being brought from the City mains to meet all domestic requirements ; and hydrants, hose and reels are placed in each corridor at convenient places, and provision is made for a full head of water in case of fire. The timber used in construction is Douglas fir, the stairs are of British Columbia maple, the dining-room is ceiled and panelled in cedar; the lime used throughout is of local burning, the bricks manufactured in Enderby, and the work largely executed by local artizans. The building is constructed with double floors, with paper linings, and double-boarded walls and paper linings ; storm sashes are provided for insertion during the winter, and every portion of the building is carefully heated and ventilated. The boiler-room, laundry, and kitchen ceilings are lathed with metal laths, and plastered with cement, and the two former have concrete floors, thus averting danger of fire as much as possible in a timber building; and equal attention has been paid to sanitation, In/ooc: 380 Public Works Report. 1894 The Architect adopted the English Renaissance of the Elizabethan period in his treatment of the design for the Home, which presents a very picturesque appearance, with its half-timbered gables, bay and orial windows, and copper-covered towers, and the general grouping is effective. Marble Canyon Waggon Road. Graded 300 feet of new waggon road on side hill near Captain Martley's. Lillooet-Clinton Waggon Road. Built 1 bridge at Fourteen-Mile Creek, 20 feet long. August. Pemberton Meadow Road. Forest cleared, 11,700 yards, 15 feet wide. Excavated rock 920 n 12 n 3 feet deep. Built 5 bridges, averaging 12 feet by 60 feet by 8 feet. Trail on West side of Fraser River. Made general repairs from 20-Mile Post to Lone Cabin Creek, distance 34 miles. Made general repairs from Empire Valley to mouth of Churn Creek, 5 miles. Made general repairs to Bridge River Bridge, 2 men for 12 days. 398 Public Works Report. 1894 Waggon Road to the Coast. Victoria, B. C, May 15th, 1894. Re Road from Hanceville to the Coast. Sir,—Referring to my letter to you of 19th ultimo, and your reply thereto of 7th instant, I have the honour to instruct you as follows, viz, :— You will first make a reconnaisance survey from Hanceville to such points on the Coast as you may ascertain or believe to offer feasible routes for a waggon road construction. After having carefully gone over and fully examined the various routes, you will decide upon the one which is the most practicable and by way of which the Government would be justified in constructing a first-class Trunk Road to open communication between the Coast and the interior. In arriving at a determination as to the best routes, you will of course take into consideration various matters, such as facilities for construction, grades, probabilities of winter storms and snow drifts, open grass country affording feed for cattle and horses, shipping and harbour facilities at the Coast, etc., etc. Having determined upon your route you will then make a preliminary instrumental survey, and after that a careful location survey, marking the lines by stakes planted at suitable distances and marked with consecutive numbers. This location survey should be made as carefully as if it were the intention to build a railroad along it. Your notes should be full and complete, so that at the end of your work you can make a map of the line and draw up a specification setting out plainly the work required to be done in building the road. I enclose under separate cover some blank forms of pay sheet and vouchers, also a map of the section of the Province in which your work lies. I have, etc., (Signed) W. S. Gore, Esq., Deputy Commissioner of Lands and Works, Victoria. Sir,—I have the honour to make the following report of my explorations, etc., between Chilcotin and the Coast, this season. I received your letter of instructions of 15th May. Owing to the floods in the lower Fraser, I could not get supplies up before 10th July, and after that date I was somewhat delayed in getting the supplies to the base of operations. I proceeded to Chilcotin, thence via Chilco River to Chilco Lake. The distance from the forks of Chilco River to Chilco Lake is about 60 miles. A road could be very easily constructed along this river. There is plenty of bunch grass nearly the whole distance. I then proceeded along Chilco Lake to examine the Southgate River route, also the south end of Chilco Lake, with a view of finding a pass to Bute Inlet, or Jervis Inlet. Chilco Lake is situated at an altitude of about 3,700 feet above sea. The lake is nearly 60 miles long and about one to two miles wide. For a distance of 40 miles along the west side of Chilco Lake, there would be very little rock cutting for a road. There are quite a number of level benches that would require nothing but clearing, etc. Along the arm of Chilco Lake and thence to summit of mountains, the work would be very heavy, nearly one half solid rock cutting. About 9 miles from Chilco Lake the valley ends abruptly in a glacier. There was about 40 feet of snow on summit. I did not think it was any use to proceed any further on this route, as a road here would not be open for over a month in the year. The altitude of summit is nearly 6,000 feet. I examined several other creeks or passes near this, and could not find any suitable for a road. I then proceeded to south end of Chilco Lake, and went up several creeks to the summit and found they all ended in glaciers. There is very little timber along Chilco Lake fit for market. 58 Vict. Public Works Report. 399 Mr. Franklin, of Tatla Lake, intended going over the Chilco Lake route, to Bute Inlet, with horses this fall. I do not know whether he got through or not. From Chilco Lake to Tatla Lake. As you were in possession of C. P R. reports and also of Mr. Poudrier's report of the Homalko River route, I thought it better to examine the Klena-klene River route. From Franklin's pre-emption at Tatla Lake, there is a good trail to Klena-klene River. About seven miles north-west the summit is reached at an altitude of about 3,500 feet. The country here is almost level, a little clearing is all that would be required for a road. From the summit the river runs about S. 51° W. About six miles from the summit there is a good meadow, owned by Indians. About three and a half miles below the meadow, the river enters a lake about two miles long and one mile wide. From the outlet of the lake the river runs about S. 8° west. About five miles below the lake, a stream about seventy feet wide comes in from the west. About two miles below the junction, the river enters a small cation. About three miles below the canon the river runs S. 45° W. About ten miles below the canon, a small creek, twenty-five feet wide, comes in from the west. About eighteen miles below the canon there is a good meadow on the west side. There is also some good bottom land here. The valley is about twenty miles long and one-half to one mile wide. About twenty-three miles below the canon, Porcupine Creek comes in from the north-west. This creek is about sixty feet wide. From Porcupine Creek the river runs about S. 30° E. From this point the river runs rapid and the mountains close in to river. About sixteen miles below Porcupine Creek, a creek about forty feet wide comes in from the west, and a little below a small creek comes in from the east. There is considerable good bottom land here, the valley being nearly one mile wide. About eight miles below this point the river enters a small lake, about one mile wide. On this lake there is a point of solid rock about 200 yards across. This would be the first heavy work on the road from Tatla Lake. About one mile below the lake a creek about forty feet wide comes in from the east. About ten miles below the lake, a creek about twenty-five feet wide, comes in from the west. About seven miles below this creek the forks are reached. The west fork is the largest stream, being about 200 feet wide. The valley here is about one mile wide, heavily covered with hemlock and cedar, etc. From the Forks to the Inlet there is a large amount of splendid hemlock. I lost my compass here and was unable to take the courses of the river from this point on. About ten miles below the Forks, a creek, about forty feet wide, comes in from the west, and about four miles farther on a small creek comes in from the east. About twenty-five miles below the Forks the valley ends. This valley is about thirty miles long and from three-quarters to one mile wide. A large portion would be very easily cleared. From Tatla Lake to this point the road would follow east side of river. There would probably be about one-half mile of solid rock cutting in this distance, divided over about six points, or bluffs. The balance of the work would be medium heavy, up to this point. From this point on the work would bo very heavy. About one mile below the valley a stream, about forty feet wide, comes in from the east. About four miles farther on a stream, about fifty feet wide, comes in from the west. About two miles farther on, another stream comes in from the east, about fifty feet wide. This is a very rapid stream. Height of this stream at junction about 1,200 feet above sea. About two miles farther on another stream comes in from the east, about seventy-five feet wide. I found an old camp ground here, with a tree blazed and marked by Mr. Cotton, P. L. S., 1st August, 1893. I presume this is the farthest point he went up the river. From this creek on to Knight's Inlet valley, a distance of about six miles, would be the heaviest work in the whole distance. The river runs very rapid and the rocks stand perpendicular above the river. By using heavy grades a good deal of rock could be avoided. Where the river enters the valley, there is an immense glacier on west side. There seems to be a whole valley filled with ice. The stream flowing from the glacier is about one-quarter of a mile wide. This glacier is almost at sea level. From where the river enters the valley to Knight's Inlet, a distance of about twelve miles, the road would have to follow base of mountains as the valley overflows by the river during high water. This portion of the work would be medium heavy. I estimate the distance from Tatla Lake to Knight's Inlet at 120 miles. Of this distance, forty miles from Tatla Lake would be easy work. The next forty miles would be medium, and from there to the inlet, forty miles would be heavy work. The road would have to follow the east side of river all the way. Feed for cattle, etc., along this route is very limited at present. However, should a road or trail be built through here, settlement would follow and there would be plenty of feed 400 Public Works Report. 1894 raised along the road. One serious drawback to the Chilco Lake route, or this one, would be the rocky, hard road for cattle to travel on. Fat cattle could not be driven over these roads unless they were shod. The Klena-klene valley offers a good route for a railroad. The grades would be easy, and there would only be about forty miles heavy work. From what I can learn here, from the Indians, etc., the Bella Coola route is the best one for a cattle road. There is a good level country from Chilcotin to Bella Coola River, with plenty of feed for cattle, etc., all the way, and this road would not cost half the amount of the other roads. The expense of shipping cattle, etc., from Bella Coola, would be very little more than from Bute or Knight's Inlets. I intended returning via Bella Coola to Chilcotin, but owing to bad weather and sickness I had to return via Victoria. I have, etc., W. Allan, P. L. S. Cariboo District. Quesnelle, Soda Creek, Williams Lake, and Chilcotin Divisions. Joseph H. St. Laurent, Superintendent. The following represents the work done on the above sections during the season : — A sleigh road has been constructed seven and a half miles up to Quesnelle River, commencing five miles above Quesnelle from the Main Trunk Road. The fallen timbers have been cut out from the Hixon Creek Trail, Cottonwood River Trail, Fort George Trail, and on the west side of Fraser River Trail from Quesnelle to Soda Creek. The Sunnyside Farm and Middleton Ranch Road, Mud Lake Road, and the Springfield Road have been placed in good order. The following roads have been placed in good condition : Williams Lake Roads, Alkali Lake Road, Chimney Creek Road, the 150 to Pinchbeck Road, the 150 to Eagle Road, and from Chimney Creek to Porter Ranch. The bridge across Williams Lake Creek has been re-covered with 3-inch plank, and a guard-rail 4 by 4 inches put on and otherwise repaired. A bridge to the Lower Pinchbeck Ranch has been re-covered with 3-inch planks. The Chilcotin Road from Soda Creek to Alexis Creek, the road from Chimney Creek to Riskey Creek via Drummond Ranch, the trail from Minton Ranch to Johnson & Bros. Ranch, have all been improved and repaired. A sleigh road has been constructed from Alexis Creek post office seven miles up the same creek. The high water in the Fraser River carried an immense land-slide from the hill opposite Soda Creek, and carried away the waggon road, which has been repaired and put in good condition. Barkerville and Lightning Creek Divisions. So much damage having been sustained to roads, bridges, and trails by the high waters in spring, that the greater expenditures during the season here, as elsewhere, have been devoted to repairing damages rather than making improvements, although by timely attention no serious loss occurred in any one place. Half mile of new waggon road was made from end of the Mosquito Creek Road down Willow River to enable machinery to be taken in, and the trail on to Hardscrabble and Sugar Creek repaired 10 miles, 58 Vict. Public Works Report. 401 The Grouse, Antler, and Cunningham Creeks trail and road put in thorough order, and the bridge over Antler Creek at the Nason Co. crossing repaired. The Bear Lake and Goad River Trail put in passable condition for pack animals by removal of timber, repairing old and putting in new corduroys. Distance, 60 miles. The timber removed from the Old Fountain Creek Trail, so as to admit of pack animal i passing over it. Distance, 10 miles. The waggon road down Jack of Clubs Creek put in good condition by the removal of land-slides and timber, etc. The foundation to the bridge over Williams Creek at Burkville was made secure, and the structure braced so as to stand freshets. Part of the old sidewalk in the Town of Barkerville, which has long been in dangerous condition from rot, repaired by renewal of foundation and covering in dangerous places. Trail to Big Valley Creek, Shepherd's Creek, etc., repaired and extended three miles down Big Valley Creek. Six miles of trail made into waggon road to enable machinery to be taken in from Boyd's, at Cottonwood, to Chisholm Creek. Nearly all old trails not above mentioned received more or less attention, all of which are now in good condition. Keithley Creek Division. Wm. Stephenson, Superintendent. Early in the spring the approaches to the new bridge at Quesnelle Forks, which was erected by Mr. Arthur Stevenson during the winter, were completed, shortly after which the floods caused severe damage to the bridges of the North Fork of Quesnelle River. They were, however, saved and duly repaired. From Quesnelle Forks up to Keithley Creek and on up Snowshoe Creek the necessary repairs to the trail were made. On Snowshoe Creek both bridges suffered from the freshet, as also did the old bridge on Keithley Creek. This bridge is very old and shaky (being built in 1877); considerable work had to be done upon it to make it safe for the season. The upper or small bridge on Snowshoe Creek was partly washed away, and had to be replaced, and the bridge on Main Snowshoe Creek also needed repairs, as over 150 feet of cribbing was carried away and had to be replaced with other general repairs to the trail. In one place about one-half mile of new trail had to be made, the old trail being completely washed away. From Quesnelle Forks to 150-Mile House made improvements on the worst places of the road. From Soda Creek to Beaver Lake and on up to Horsefly made necessary repairs to put the trail in good travelling condition. On the Horsefly sleigh road (special appropriation) made five and one-half miles of new road, repaired and finished six and one-half miles of road made late last fall; also built five new bridges, of 65, 40, 26, 16, and 22 feet each. This exhausted the appropriation. Alexandria-Beaver Lake Road. Robert Anderson, Foreman. Forest cleared, 16^ miles, 16 feet wide. Graded 5 n 7 n Built 8 bridges, averaging 40 feet by 4 feet by 14 feet. Works and Buildings, Cariboo. A new fence put up in front of Court House yard, Richfield, and slight but necessary repairs made to some of buildings. 402 Public Works Report. 1894 West Kootenay District—North Riding. o Revelstoke Division. Big Bend Trail. Wm. McKenzie, Foreman. The work performed this year on the Big Bend Trail was as follows :— Cutting out trail for a distance of 50 miles. Grading and cleaning out quarter of a mile of new trail. Corduroying 100 yards of swampy ground. Filling in piers with rock of Carne's and Downie Creek Bridges, and stiffening them with braces. Repairing 5 bridges, and buiding three new culverts. Building New Trail from Revelstoke to the end of Canyon (10 miles). May and June. Clearing 13,625 yards of forest. Grading 11,696 n road. Excavating 155 n ditch. Corduroying 661 n swampy ground. Excavating 276 n rock. Building 21 culverts, 187 feet long. do. ■ 29 bridges, 1,077 feet in length. do. 15 yards of crib work. Filling in piers of bridges with 64 yards of rock. Carne's Creek Trail. There were completed on this trail nine miles of new trail; 13,160 yards of forest cleared, and 8,360 yards of ground graded. Big Bend Trail. Wm. McKenzie, Foreman. June and July. The following work was performed in the above months after the storms and floods :— Cutting out and clearing four miles of new trail to replace the one washed away; corduroying 479 yards of trail; clearing 81 miles of drift wood and fallen trees, and building 6 bridges, 188 feet in length. Work continued under Tom Downs as Foreman. Building 13 bridges, 564 feet in length ; and clearing 10 miles of trail of drift-wood and fallen timber; and building 1-J miles of new trail to replace one washed away ; also, corduroying 800 yards of swampy ground. Goldstream Trail. Wm. Haskin, Foreman. Clearing 9 miles of trail of fallen timber. In addition to the above work, men had to be sent out on this trail to again clear it of fallen timber, mud and sand slides, caused by fires, heavy winds, and storms, for about 15 miles; men were also detailed to watch and protect the bridges from fires, which rased for about two months. 58 Vict. Public Works Report. 403 Every effort was made to save the large bridges during the exceptionally high water by trying to secure them, and removing the frequent jams, but to no purpose. Ferries were established at Downie and Carne's Creek Bridges, after the bridges had been washed out, until such times as they were replaced in August. A Ferry has since been established at Downie Creek Bridge this month to ferry passengers and supplies across, the bridge having been carried away by the heavy freshets in the early part of October, caused by the continuous heavy rains. A temporary bridge has since been put across the Downie Creek, about 600 yards above the old one, which will be sufficiently serviceable until next spring. The whole of the river bank, on the north side of said creek, has slid into the stream. Revelstoke Town. The waggon road from the town to the station was repaired, and 300 yards of ditching done to carry off the surface water; also 1,450 yards of road was gravelled, and one culvert, 14 feet long, was built. A bridge was built across the stream 20 feet long by 12 feet wide, and 50 yards of corduroying done. A portion of the river bank, near the C. P. R. track, and bridge having been washed away by the floods, the roadway becoming dangerous and necessitated the building of a new portion of road. The river bank at the back of the Government Offices was being washed away at such a rate that booms had to be made to protect the remainder, and the out-buildings removed inland to places of safety. Thirty feet of the bank of the river was washed away this summer. The Illecillewaet Bridge. A bridge was built across the Illecillewaet by contract, for the sum of $750 ; it was a substantial structure, and its dimensions were 120 feet long, in 2 spans, by 12 feet wide, and was carried away by the high water. A small bridge was built across an arm of the Illecillewaet, 60 feet in length, and 12 feet wide. This was the only bridge that stood the high water; it was built under the foremanship of Mr. McKinnon. Illecillewaet Mining Division. Gold Hill Trail. J. P. Kennedy, Foreman. The work performed on this trail consisted of repairs from Illecillewaet to the Silver Bow Mine, a distance of 12 miles ; corduroying 150 yards of swampy ground, 4 feet wide, and making 15 culverts averaging 10 feet by 4 feet. Illecillewaet Townsite. Building wing dam, to change course of the Illecillewaet River, to prevent the Townsite from being washed away. The dimensions of the dam are 90 feet long, 6 feet high and 10 feet wide, filled with rock. The said dam has given perfect satisfaction and accomplished its purpose thoroughly. Hall's Landing District. The roads here were blocked by drift timber, from the exceptionally high water of the river ; this was all cleared away and about half a mile of new road built. Lardeau Division. Lardeau and Trout Lake Waggon Road. The above road commences at the Townsite of Lardeau, on the north-east Arm of the Arrow Lakes, ending at Trout Lake, a distance of about 14 miles, with a branch road of about one mile running to deep water point on Kincaid's pre-emption. 404 Public Works Report. 1894 This road affords a ready means of communication for the ranchers and miners settled in the vicinity of Trout Lake, Lardeau and Thompson's Landing. There is still about 3 miles of this road to be completed as soon as funds are available. The following work was performed on this road, viz. :— Forest cleared, 12\ miles. Graded 11 i Ditched 264 yards. Cribbing built 3,060 n Earth excavated 33,554 n Rock „ 14,582 ,i 25 culverts put in, 354 feet in length. 8 bridges built, 204 feet in length. 2,400 yards of earth and rock filled in. 379 ii corduroy laid down. 215 ii rip rap built. Forest fires ran over a large portion of this road, which necessitated renewing a good deal of the corduroying, and the cutting out of large quantities of fallen timber. A portion of the crib-work was burned out, but not to any great extent. Several heavy wind-storms visited this section, covering quite a large portion of the road with fallen timber, which was cleared away. This road passes through very heavy timber, and large bodies of rock were encountered, which was not estimated for, on account of the gravelly surface covering them. Fish Creek Trail. S. Hill, Foreman. The work on this trail consisted of :— 11 miles of trail clearing. 2 culverts built, 12 feet long, and 1 bridge, 72 feet long. Only a portion of this trail was repaired, although it suffered very severely by the heavy floods. Fish Creek Bridge. This bridge, built across Fish Creek by contract, cost $1,000; it was carried away by the heavy floods and exceptionally high water. North Fork (Lardeau Trail). The work performed on this trail was as follows :— 6 miles trail cleared out. 2 large bridges (42 feet and 77 feet respectively) built, and all culverts cleared and repaired. Built 3-J miles of new trail on the side-hill and across snow slides. South Fork (Lardeau Trail). The work on this trail consisted of building 1| miles of new trail, leading up to the new placer mining grounds ; also cutting out 7 miles of trail; building 5 bridges, and replacing washed out corduroy; putting in 100 feet of culverts, and filling in the piers with rock. Quite a large portion of the above work was due to floods and wind storms. Silver Cup Trail. The work on this trail consisted of cutting out 3 miles of trail, and grading half a mile of same; also putting in 3 bridges, 8 feet wide and 18 feet long. 58 Vict. Public Works Report. 405 West Kootenay District—South Riding. Ainsworth Waggon Road. Six culverts on this road have been rebuilt, and 600 feet of road filled in, and ditch made. The road was also cleared of fallen timber after the severe storm of 3rd June last, and general repairs have been made as far as the No. 1 Mine. Ainsworth Wharf. This wharf was considerably damaged by high water, and has been repaired, 70 feet being rebuilt, 3 cribs filled with rock, and approach made to wharf, 300 feet long. G. B. Wright, Contractor. Argenta-Duncan Trail. This trail has been partially cleared of fallen timber, caused by storms. California Group of Mines Trail. A good serviceable trail, at a cost of $300, has been built by the owners, to the California, Climax, Lancaster, Monarch, and Phoenix Claims, and the same being pronounced one of general utility, a refund of $150 was made to them. Cody Creek Road. A good grade was obtained from a survey made by an experienced engineer between Three Forks and Cody Creek, and a sleigh road is now being built over the survey line, which will form the ground work for a waggon road to be built later on. Four-Mile Creek Trail. Some repairs have been made to this trail between New Denver and Silverton, on Slocan Lake, and the same has been cleared of fallen timber. Fire Valley Road and Wharf. Wm. Kirby, Foreman. The main road to this portion of the district has been extended, and the wharf on the Arrow Lake lengthened to low water. Total cost, $1,486.28. Goat River Trail. This trail for a distance of 16 miles has been cleared of fallen timber, and generally repaired, and a bridge has been placed across Kaiser Creek, 34 feet long. Hall Creek Bridge. A bridge has been placed across this creek at a small cost, to accommodate placer miners working on the creek. Idaho Basin Trail. After the severe storm in June, this trail was partially cleared by the removal of fallen timber. Cost $10. 406 Public Works Report. 1894 Kaslo Waggon Road. Although a considerable amount of money was expended on this road on general repairs, between the 1st May and the 3rd June, the storm on the latter date practically undid all that had been done in that direction. This storm in its severity filled the road with fallen timber and wash-outs, rendering the entire road impassable to Three Forks, a distance of 30 miles. The road gangs (under a road committee, appointed at the Assistant Commissioner's request by the Kaslo City Council, in order that relief might be given to those persons who had suffered from the floods, and who were unable to work and in need of same) began work on the 7th June, and the road was passable for pack animals on the 11th idem, and for lightly loaded waggons on the 17th. The road has been repaired over its entire length, the worst places corduroyed with round and split timber, and fully 6,000 feet of this character of work has been completed. Bridges at 10-Mile Creek, l2A-Mile Creek, Whitewater Creek, and Sawmill Creek, have been re-built; also, six smaller ones, and a number of others repaired. Very heavy cribbing was placed under the bridge over Whitewater Creek, and a new road at this point was made for 1,000 feet. The section of road from Bell's Camp to the Sawmill, 2 miles, was thoroughly and permanently repaired (over this section fully one mile of new corduroy being laid down), this being the worst part of the entire road, and during the wet season impassable for heavily loaded teams. On the section from Bear Lake to Three Forks, the worst places have been corduroyed, and generally now the entire road from Kaslo to Three Forks is in a fair state of repair. It is expected that a fair proportion of the ore from the Slocan District will find its outlet over this road to the Kootenay Lake during the coming winter. Lardo-Duncan Trail. This trail has been partially cleared of fallen timber. Lockhart Creek Trail. A good mountain trail, 15 miles long, for the convenience of miners prospecting and doing assessment work on claims located on White Grouse Mountain, has been cut out, to which the Government have subscribed $212.50. Nakusp and Slocan Trail. The bridge at the mouth of Slocan Creek having been badly injured by high water, was repaired at a cost of $15. Nelson and Robson Trail. This trail, over which there is a great deal of traffic in the summer time, has been repaired at a cost of $42.50. New Denver and Three Forks Road and Trail. After expending nearly $1,000 in trying to maintain this road which was built last year, it was all but completely washed away by the extreme floods this summer, and had to be abandoned. It was then deemed advisable to have a survey made on the south side of Carpenter Creek, which has been done, and a good line located in the event of the road being built between these two points. On account of the waggon road being practically useless, the old trail was cut out and extended to Three Forks, and has been of great service to freighters and miners doing business between the two places. Now that the Nakusp and Slocan Railway is in close proximity to Three Forks, the trail will be seldom, if ever, used. Nelson Street Improvements. Baker Street has been repaired and graded at a cost of $25. 58 Vict. Public Works Report. 407 Nelson and Fort Sheppard Railway (Road to Station). At the end of last year, a sleigh road was made from Nelson to the Depot, about three- quarters of a mile east of the town, and during this summer a good road was made for general traffic. Total cost, $479.30. Reserves. The Government Lot at Kaslo has been cleared of stumps, and the Reserve at New Denver has been cleared of brush for the prevention of fire. Recorder's Office at New Denver. David Matheson, Contractor. A handsome and substantial building, containing Record Office down stairs, and Court Room and Officers' quarters up-stairs, has been built and partly furnished. Recorder's Office, Kaslo. Wm. Pfeifer, Contractor. Owing to the Government Building at this point being carried away by the storm and floods of June 3rd, a new building was erected on a lot donated by The Townsite Company, and which is at present being occupied by the Assessor for the District stationed there. Sandon Creek Trail. After the severe storm of last June, this trail was cleared of fallen timber at a cost of $116. Salmon Siding and Sheep Creek Trail. A good mountain trail has been built from Salmon Siding, a Station on the Nelson and Fort Sheppard Railway, to Sheep Creek, a distance of nine miles. This trail is of great service to placer minors operating on the Salmon River, and affords them a cheap route for getting in their supplies. Trail Creek Waggon Road. F. Hanna, Foreman. This road has been repaired and extended about 3| miles towards the O. K. Mine, on Sheep Creek, at a cost of about $400 per mile. Toad Mountain Waggon Road. This waggon road has been put in repair by the owners of the mines, the Government contributing the sum of $265.90. Trout Creek Trail. This trail, starting from a point on the east side of the narrows between the Arrow Lakes, has been built through a new farming settlement, and serves as a trunk trail through the various homesteads. The soil in this part is reported to be good. Trout Creek and Cariboo Creek Trail. Nels Demers, Foreman. A gold excitement having taken place on Cariboo Creek, a tributary of Trout Creek, this summer, and there being a large influx of miners to this locality, it was deemed advisable to build the above trail at a cost of $453.75. 408 Public Works Report. 1894 Wilson Creek Trail. A. M. Wilson, Foreman. A mountain trail starting from the Town of Roseberry, on Slocan Lake, to the head waters of Wilson Creek, where there have been located quite a number of claims, has been built at a cost of $500, to which the Government contributed $244.75. Waneta School-house. Jas. Donnelly, Contractor, $725. Furnished all necessary material and labour, and erected a building in accordance with the general plan for country school-houses. Kaslo School-house. D. C. McGregor, Contractor, $1,145. Supplied all requisites and erected a building upon the plans for a country school-house enlarged. 58 Viot. Public Works Report. 409 NAKUSP AND SLOCAN RAILWAY. Victoria, B.C., 17th November, 1894. The Hon. G. B. Martin, Chief Commissioner of Lands and Works. Sir.—As the Nakusp and Slocan Railway is open for traffic, and is complete with the exception of a few matter's of detail now being attended to ; also bearing in mind the desirability, as pointed out by the Deputy Commissioner, of furnishing, at as early a date as possible, a report on this important work, I have the honour to submit the following :— Description of Route. Leaving Nakusp on the west shore of the Upper Arrow Lake, with the aid of a switchback and loop, the track reaches the summit of the Nakusp Pass at an elevation of 1,090 feet above the initial point in a distance of 12.12 miles ; from thence it falls 709 feet in 11.49 miles to the head of Slocan Lake ; following the west shore of the lake the line crosses Wilson Creek, and is practically level for 6.2 miles, thence it rapidly rises in the last 7.01 miles to its terminal point at Three Forks, with an ascent of 803 feet in that distance. The total length of line is a little short of 37 miles, and the difference of elevation between the terminal points 1,186 feet. The general character of the country traversed may be described as very steep mountain side, with frequent rock bluffs and ravines, in fact, fairly heavy mountain work. Road-bed. The Contractor has sought to avoid on these side-hills the construction of a road-bed partly in cut and partly in fill, and the full width has generally been cut into the solid bank where- ever danger from slips might reasonably be anticipated. The road-bed is well surfaced and ballasted. The ballast is generally of first-class material. Curvature. The length of curvature as compared to straight line is heavy, exceeding 50 per cent., and cannot be avoided without incurring an unjustifiable expenditure. The curves vary from 1° to 19° 30', the extreme limit of curvature allowed, having a radius of 295 feet. Grades. As shown in the Description of Route the grades are necessarily heavy, the limit allowed, 21 per cent., or a grade of 132 feet per mile, being adopted for about 7 miles of the entire distance. Ties. The ties are mainly of fir, and are generally in excess of the sizes called for in the specification, viz., 8 feet long, 6 inch face, and 6 inches thick, and are well spaced, 2 feet apart from centres. Structures. Of trestlework and bridges there are 9,278 feet of the former, and two Howe trusses, one of 100 feet through span across Wilson Creek, and one of 75 feet deck span across Carpenter Creek. The spans of the trestles are 14 feet, or 15 feet from centres. The bents are heavy, on solid foundations, and are well braced, spiked and bolted. The superstruction is of the usual description. Culverts are principally of heavy cedar logs, faced. Grade culverts of 2-inch plank. 410 Public Works Report. 1894 Rails. The rails are steel, 56 lbs per yard, of the usual "p pattern, jointed with straps or angle plates, and have been supplied by the 0. P. R. Co. Care has been taken to use those which showed signs of wear for guard-rails and in sidings. On curves, check blocks, securely spiked to the ties, have been placed, at intervals proportionate to the sharpness of the curves. Sidings. The following is a schedule of the sidings :— 2,860 lineal feet at Nakusp. Summit. Total 1,000 II 1,000 II 2,200 11 900 tl 2,336 II 100 1! 10,396 feet Slocan Lake. Wilson Creek. New Denver. Three Forks. Concentrator. This would appear to afford ample accommodation for any traffic which is at all likely to pass over the line. Water. Four iron stand pipes, supplied by gravitation from the mountain side, about 12 miles apart, will furnish all the water required. Telegraph Line. For some time past there has been telegraphic communication (though subject to interruption from falling trees) along the line, and the work of finally placing the wire to serve permanently is about completed. This has been, I believe, constructed by the C. P. R. Co. Rolling Stock. The present equipment, furnished by the C. P. R. Co., consists of two locomotives, one first-class passenger car, one combination passenger and baggage car, and about 30 box and flat cars. Buildings, Etc. At Nakusp the buildings consist of :— 1 First-class Station. 1 Freight-shed. 1 Two-stall Roundhouse. 1 Section-house. 1 Sand-house. To which may be added a substantial wharf, 800 feet long, capable of carrying a loaded train and locomotive. At the Summit there is a section-house. At Wilson Creek a second-class station, section house, freight-shed and wharf. At Three Forks— 1 First-class Station. 1 Freight-shed. 1 Two-stall Roundhouse. 1 Section-house. 1 Sand-house. Turntables. Two steel turntables, each 55 feet long, to be placed at the terminal points, have been ordered, and are now believed to be on the road. 58 Vict. Public Works Report. 411 General Remarks. The road, when the few details now being attended to are completed, will, I believe amply justify its construction. It is, I imagine, one of the cheapest ever built on this coast, though a great deal of the work has been very heavy. It is, of course, a mountain mineral road, on which a high rate of speed is not essential. Fortunately for the road, though unfortunately for the contractor, the unprecedented flood of last summer tested and exposed all its weak points, with the result, it is believed, that there is but little to dread from the effects of future freshets. As you are aware, from the desirability of pushing construction last year, no bills of quantities could be prepared on which to form any estimate of cost. I have, however, no doubt whatever that its construction has cost more than was anticipated. It is expected that the entire work will be complete in every respect very shortly; and I propose to leave in a few days for the purpose of making a close and final examination of the road. I have obtained the elevation of the following points above sea level, which may prove of interest, viz.:— Upper Arrow Lake, Elevation, 1,360 feet. Summit, Nakusp Pass, n 2,446 n Slocan Lake, m 1,731 n Three Forks, Carpenter's Creek, n 2,556 n I have, etc., Edward Mohun, Government Engineer. 412 Public Works Report. 1894 East Kootenay District. Serious damage was sustained throughout the whole District, both to individual property and to the public roads and bridges. The town of Golden suffered particularly. The Kicking Horse River at that place burst its banks and tore a deep channel right through the town, spreading a coating of gravel over the adjoining farming land. The flood would probably have resulted in very severe destruction of private property had not prompt means been adopted by the Government, both as regarded temporary safety and permanent security. A wing dam built last Spring also contributed materially to the safety of an important portion of the town. The Columbia and the Kootenay Rivers overflowed the valleys in most places from one foot-hill to the other, covering the lower lands to an unprecedented depth, the water being higher than ever before known. This resulted in the loss of or serious damage to nearly all the larger bridges. Bridges. The two large bridges over the Kootenay River, one at Canal Flat, 323 feet in length, with two small bridges near the northern approach, one 35 feet and one 80 feet, and that at Fort Steele, 450 feet in length. These bridges were, unfortunately, totally destroyed, but are now being replaced ; that at Canal Flat was first commenced, so as to re-establish communication along the main trunk road. Experience has confirmed the opinion of the superintendent who built the original bridges, that when it became necessary to replace them it would be desirable to use larger spans than he was at that time able to employ. It has been found an expensive mistake to contract the sectional area of these rivers (subject to violent floods and much drift timber) with an unnecessary number of piers. The new bridge at Canal Flat has one 140-foot Howe truss span, one 78-foot Queen truss span, and four 20-foot piled bents at northern approach, with one 25-foot approach at south end. The Fort Steele Bridge will have two 140-foot Howe truss spans, an approach on east side of 31-foot span, an opening span 25 feet in the clear; the remaining 100 feet to reach the west bank will be supported on piling. The bridge over the St. Mary's River at St. Eugene Mission was totally destroyed during the floods ; the replacing of the bridge has not yet been commenced. The following bridges of smaller size were also completely destroyed :—Carbonate Bridge, across an arm of the Columbia, near Carbonate Landing, has been replaced by a more permanent structure. The bridge over the north fork of the Spillemachine, on the McMurdo trail, has been replaced, built higher and with an improved form of pier. The waggon road bridge over Dutch Creek is being rebuilt, although the old bridge was only partially destroyed the remainder was found in many places rotten, temporary trestles had been put in immediately the water fell, so as to have the traffic, which was very important, interrupted for as short a time as possible. New waggon road bridges were built at Sinclair Creek, Sheep Creek, Wild Horse Creek, and near Canal Flat Hotel, also over Blaeberry Creek, near Donald. The following bridges were partially carried out or damaged, and have been repaired, viz.:—■ Bridge over Kicking Horse River, Golden; bridges over Horse Thief Creek ; Smelter Company's bridge at Golden had piers refilled with rock, to protect the Government bridge below. The Spillemachine bridge required repairs. Toby Creek bridge, partially carried away, has not yet been repaired, and Bull River bridge, which was completed early in the season, will require some work done for the protection of the foundations of the piers, which scoured out badly during the floods. 58 Vict. Public Works Report. 413 Wing-Dam at Golden. According to instructions received from the Government, in April last, a wing-dam was built on the Kicking Horse River, 231 feet in length, to protect a portion of the townsite, which was in danger from the river. This was constructed in a most substantial manner and has produced excellent results in protecting the portion of the townsite in question. This work withstood an extremely severe test during the floods without damage. Crib-work along Kicking Horse River. According to further instructions received at a later date, for the protection of the Townsite of Golden, a line of crib-work, 1,040 feet in length, was built along the bank of the river. It is a substantial piece of work, and should secure the future safety of the town. East Kootenay Waggon Road. The above road has been cleared and kept in good repair throughout the whole length, except, of course, where the disasters to bridges took place. A road party was employed from April 10th to July 30th on the portion of the road between Spillemachine and Atchison's Ranch, a distance of about nine miles, which had been roughly built originally. The work consisted in widening, grading, ditching, repairing bridges, corduroys, etc., so as to bring this section up to the standard of the remainder of the road. The section between Harris Ranch and Windermere has been for several years a source of trouble. It ran for a long distance on low lying alkali ground, which became impassable in spring. The location was here changed and a new road built in a more direct line and on higher ground. . A dangerous turn in the road on the Canal Flat grade was removed by the construction of crib-work, the hillside being almost precipitous. Fourteen crossing and turning places were made between Golden and Canon Creek. The road here was necessarily narrow, running mainly along steep hillside, having many sharp turns which were considered dangerous for traffic. Many of the smaller bridges and culverts at various places were found to have rotted and had to be replaced or fresh flooring laid. When in proximity to sawmills, 3-inch planking was used for this purpose. Some work was done to give access from the road to the river at several places. A sleigh road was built by Messrs. Carlin & Lake to reach the mines on Vermont Creek, during the latter part of last year, under a conditional arrangement that aid to same should be granted by the Government on one hundred tons of ore being shipped over the road to the Columbia River during the winter. The ore was duly shipped out and marketed. The road from Fort Steele to Cranbrook and St. Eugene Mission and the Wild Horse Road received some necessary repairs. The Road North of Golden— Had been badly torn up by the floods. When repairing same it was considered best to widen and gravel it at the same time for a considerable distance, where gravel was within reasonable distance. A piece of road was built from the Columbia River near Galena, to give access to the farming settlement on the west side of the Columbia River. A piece of road was graded up the bench leading from the waggon road, to give access to the Golden cemetery. The Public Streets of Golden— Were graded and gravelled to meet requirements at the time. A considerable amount of work should, however, be expended on them to complete the repair of damage by floods. In the Town of Donald 100 yards of street were graded, and ground levelled off between street and track, and 600 yards of footpath were graded and gravelled. 414 Public Works Report. 1894 Pack Trails. A new pack trail has been built from Kimbasket Lake at Sullivan River to Canoe River, a distance of about 28 miles, in continuation of that previously built to the north of Donald. A trail was built np Toby Creek and over the Summit with a view to establishing connection between the steamboat navigation on Columbia River and lakes with that on the Kootenay Lakes, and opening up a most desirable and direct route between the East Kootenay and the West Kootenay districts. A portion of this had been built some years ago by the miners interested on Toby Creek, and was subsequently improved and extended by the Government. A trail was also built from St. Mary's Lake to the Summit, the old St. Mary's trail to the lake being partly reconstructed, with a view to conneeting with existing trails on the western slope, and with the Kootenay Lakes. The following roads and pack trails were cleared out, repaired and improved throughout the district: road from Donald to Blaeberry Creek, and trail from thence to Golden ; McMurdo trail and its various branches ; trail up Wild Horse Creek, in continuation of the waggon road ; Tobacco Plains trail; Crows' Nest Pass trail ; and Moyea River trail, with connection to summit of Goat River. A most unusual amount of work had to be expended on the various roads and trails, owing to frequent wind storms, one of most exceptional severity occurring in the beginning of July. Government Buildings. Sundry repairs, etc., were made to Government Buildings as required ; painting courthouse, and building gaol fence, Donald. Cassiar District. The main trail leading from Telegraph Creek to the head of Dease Lake has received attention by removal of fallen timber, renewal of culverts, corduroying where most required, the brush cut out along the line of trail and other general repairs. The first and second North Fork bridges have received attention by removal of snow and having repairs done to them. Glenora Landing Trail. A small bridge across a creek at Glenora, that was washed away during the swollen state of the Stickeen, early in the season, has been rebuilt and some other slight repairs have been made to this trail. Dease Creek Trail. This trail did not require any attention this season. Thibert Creek Trail. Some necessary repairs have been made to this trail. McDames Creek Trail. This trail has been kept clear of fallen timber and has had some other necessary repairing done to the corduroys. 58 Vict.
