Sir,—We have the honour to submit for your consideration the following facts :—
On the 14th June, A.D. 1892, we applied for and obtained from the Assistant Commissioner of Lands and Works at Nelson, in the District of West Kootenay, a certificate of preemption record, numbered 130, of certain land situated at Three Forks of Carpenter Creek,
which said piece of land is now known as Lot 210, Croup 1, Kootenay District.
On the 9th November, 1892, we duly obtained a certificate of improvements, in accordance
with the provisions of the "Land Act, 1884," and have since the 14th June, 1892, been in
occupation of the said pre-emption claim, in accordance with the Land Act and amending
Acts.
Since the issuance of such pre-emption record the Nakusp and Slocan Railway Company
have obtained a charter to build a railway from Nakusp to Three Forks, and it is necessary for
the proper completion of their railway that we should be in a position to convey a portion of
the land in said pre-emption record mentioned to the Railway Company for terminal facilities.
We would also point out that several business houses have been established at Three
Forks, notwithstanding the fact that parties building, or desirous of building, cannot obtain
title to any lots.
Our inability to convey or dispose of this property is greatly detrimental to the growth
of Three Forks, which, the town being situated as it is, in the centre of the Slocan mining
district, should be accelerated as much as possible, as the establishment of a town at this
point would aid greatly in the development of the mines in that district; and, therefore, that
it is to the interests of the Province generally, and of the District of West Kootenay in
particular, that a Crown grant should be issued to us, notwithstanding that we have not yet
been in occupation of the land for the two years prescribed by the Act.
Under these circumstances we have the honour to request that you will direct a Crown
grant to be issued to us forthwith.

Sir,—I have the honour to report, in connection with the application of Messrs. Carpenter
and Hugonin for an early issuance of Crown grant for their pre-emption at Three Forks,
Slocan subdivision, that the statements  contained  therein  are substantially correct, and that
the issuance of the desired Crown grant would be of benefit to that portion of West Kootenay
District.

To His Honour the Lieutenant-Governor and the Executive Council of the Province of British
Columbia.
The petition of the undersigned, either residents at Three Forks in the District of West
Kootenay, in the Province of British Columbia, or interested in business carried on at that
point, humbly sheweth:—
1. That on the 14th day of June, A.D. 1892, Charles Hugonin and Eric Conway
Carpenter applied for and obtained from the Assistant Commissioner of Lands and Works at
Nelson, in the said district, a certificate of pre-emption record, numbered 130, of certain land
situated at Three Forks of Carpenter Creek, which said piece or parcel of land has been surveyed and is now known as Lot 210, Group 1, Kootenay District.
2. That on the 9th day of November, 1892, the said Charles Hugonin and Eric Conway
Carpenter applied for and obtained a certificate of improvements in accordance with the
provisions of the "Land Act, 1884."
3. That since the said 14th day of June, 1892, up to the present time, the pre-emptors,
the said Charles Hugonin and Eric Conway Carpenter, have been in occupation of the said
pre-emption claim, as required by the "Land Act, 1884," and amending Acts.
4. That the said pre-emption claim has become the terminal point of the Nakusp and
Slocan Railway, now in course of construction from Nakusp to Three Forks.
5. That the Nakusp and Slocan Railway desire to obtain terminal facilities at Three
Forks, but are unable to do so at present, owing to the inability of the pre-emptors to deal
with the land comprised in the said pre-emption record.
6. That several business houses have been established at Three Forks, but for the reasons
above stated the proprietors thereof are unable to obtain title to the lots on which they have built.
7. That the inability of the pre-emptors to deal with or dispose of their said land is greatly
detrimental to the growth of Three Forks, and that being situated as it is in the centre of
the Slocan Mining district, the establishment of a town at Three Forks would aid greatly in
the development of the mines in the said district; and, therefore that it is to the interests of
the Province generally, and of the West Kootenay District in particular, that a Crown grant
should be issued to the pre-emptors.
Your petitioners therefore pray that you will recommend to the Legislative Assembly, at
its next Session, the passage of an  Act authorizing the issuance forthwith of a Crown grant
to the said pre-emptors of  the land in the said pre-emption record mentioned.
