To the Honourable the Speaker and Members of the Legislature of the Province of British Columbia: May it Please your Honourable Body : We, the undersigned, on behalf of the British Columbia Woman's Christian Temperance Union, in view of the fact that the practice of cigarette smoking has increased to an alarming extent within the past few years in our larger towns and cities, and that boys of very tender years are daily using this poison which tends to retard both their mental and physical growth, respectfully pray that, in your benevolence and wisdom, you may see fit to enact an ordinance, whereby the sale or gift of cigarettes to minors, or their use by the same, may be made a punishable offence throughout British Columbia.
