To the Honourable the Attorney- General,

Sir,—I have the honour to submit my Second Annual Eeport on the condition and
management of the principal Gaols in the Province, together with an account of the
outlying prisons or lock-ups, and the condition of each as far as I have been able to
ascertain it.
I am pleased to be able to report that the number of criminals in the gaols of the
country has largely decreased since my last report.
The number discharged from prisons since my last report is 425, against 969 for the
previous year. The number that were discharged from the lock-ups, having paid their
fines, is much greater than last year.
The number remaining in the gaols under sentence at the end of October, 1879,
was 74, whereas this year, on October 31st, there were only 59 prisoners.
The average daily number is also less, being 71 this year against 82 last year; but
as all the gaols are used as lock-ups, the average must include other prisoners than
those undergoing sentence.
The total expenditure for the keep of prisoners remains about the same as last year
owing in part to the fact that there have been a great many more cases remanded for
long terms from tho Police Courts, before being convicted or discharged, than formerly,
and those prisoners chargeable to the Municipalities cost even more than the prisoners
under sentence, because offenders arrested for being drunk and disorderly destroy much
more bedding and other property of the gaol than the convicted prisoners do, and consequently are more expensive.
The general conduct of the convicted criminals has been very good, there having
been but little insubordination and very few attempts to escape.
The Prison Eules, as published in my last report, have been 'strictly enforced, and
have been found to answer all requirements of gaol discipline.
The following statements of the different classes of prisoners have been carefully
compiled from the gaol records, and I believe are necessarily more accurate than those
of my last report, owing to the fact that the gaol officers have had more information as
to what is required by the Statute, and have had time to alter their system of keeping
the records so as to show more accurately the different classes of prisoners. Under the
former system all prisoners, whether on remand or otherwise, were entered in the same
set of books, which rendered it a difficult task to make out accurate statements as
required by the Statute, 498

Divine service has been regularly held in the Victoria and New Westminster Gaols
during this year as formerly.
During the past year I have had an opportunity of examining most of the Gaols in
the upper country.    The Gaol or Lock-up at Lillooet requires considerable repairs.
The Lock-up at Clinton also requires repairing to fit it for keeping prisoners in
during cold weather.    This Lock-up should have a yard with a high fence around it.
The Gaol at Lytton is a strong-new building in good condition, but should have an
outer wall enclosing a gaol yard. This, I think, is required, as it is likely to be much
used during railway construction in that section.
The alteration effected in the gaol yard fence at Kamloops since my last report has
rendered that gaol comparatively secure.    It is in good condition.
All the other Gaols and Lock-ups throughout the Province are in the same condition
as stated in my last report.
