A largo crowd assembled last night
to hear Hou, Joseph Martin explain
tbe platform and the policy which his
government proposed to carry out if
returned to powor. About 80 ladies
were presont aud their prcseuoe, no
doubt, bad a most beneficial i fleet up
od tho spiritfl of those who were somewhat Inclined to be boisterous.
About half-past eight Mr. Martin,
accompanied by Hon. G. W. Heche, entered tho hull, utid upon the chairman
com log forwiud, and before ho could
muko uny remarks, Mr. Jumes .Shields
asked permission to rend tho following,
which wus ■ecnuiled by Mr. ). If. Itry-
8on:
"Whereas, tho Lieutenant-Governor
dismissed tlio Soiulin Government uf
assurance that tbut government
had control of tho House and could ku
OR and finish lho busiuess or Iho bos
slon, whiuh iiBsiirauuu wusdemoualrut-

siou of _i__ to If. and, |
"Whereas Mich action by His Honor
will neoessituto an extra sessson of the
Houso aud cause unnecessary delay
aud expeiice and,
Whereas, wo consider such notion
nets at defiance tlio rule that inujori
ties shall govern aud,
"Whereas tho Hon. Joseph Murtiu
assume* full responsibility for such
action,
"De It therefore resolved thut this
meeting has uo confidence in tba Hon,
Joseph Martin or the government as
led by him."
Mr. Shields went on to explain why
tbo motion was made, but was somewhat hindered by applause from the
rear or tbe ball, whioh Mr. Martin accepted to mean as an intimation that
he was not to bo allowed to speak. He
then severely condemned the action of
reading sucb a condemnation of him'
self at bis own meeting, ending by saying that if tbe people of Ashcroft
did'nt want to hear him be would leave
tbe hall, and proceeded to do so but
was persuaded to stop wben he reached
the door. Ab be would not listen to
explanations and It was clear ho would
leave tbe ball if the motion was nut
withdrawn, Mr. Murphy took tbe platform and persuaded Mr. Shields to
withdraw it.
It appears it was not tbo intention
of tbe mover and seconder of tbe motion that it shouli be voted on until
lbe olose of Mr. Martin's address and
bad he so understood it he probably
would not hare been so offended.
Tbe entrance of Mr. C. A. Semlin,
the exiPremier, drew forth a great applause as did the entrance of Mr,
Murpby. When the little disturbance
bad subsided Hon, J, Martin began bis
address, He went fully into tbe reasons
of his entery ititojtho Semliu ministery
and the selection of Mr. Somlin as
leader of tbe then opposition, claiming
tbat he had been unfairly dealt with
by Mr. Semlin. Mr, Semlin challenged
some statements to which Mr. Martin
was forced to assume he might have
been mistaken.
Heathen severely critiolsed Mr.Cottou
putting upou bim the blame for bis
dismissal from tbo Cabinet, aud styled
him as "crooked," uud a mau in whom
he bad no confidence. Cotton, ho said
was tho power in the. cabinet; and ho
blamed Mr. Semlin fo- beiug influenced by him. Until tbo Headman's
Island question oamo up Mr. Martin
claimed there was perfect harmony in
the cabinet and a smash was then averted only becauso of his conciliation,
because Mr. Cottoa had said that if
tbe issue was forced he would leavo
the government aud thus cause its
fall. MoKeobnie and Hume agreed
with him (Martin) and this loft him in
position to havo foroed tbe matter to
a conclusion at any timo bad he wished, but for the sake of tbe party be
would not do it.
A o^ll from the rear of the hull "tell
us whit you ure going to do" mot witb
an agreeable respouso from Mr, Martin
who acknowledged that it was of moro
importance to bis .hearers to have that
question answered than to listen to
dead issues. Ho theu explained bis
platform as addressed to tbo electors
of Vancouver, goiug strongly into the
financial position ot tbo province aud
showing the absolute necessity of increased taxation if thc needed improvements in tho way of roads and
bridges throughout tho.proviuco were
to be carried out. Ho claimed, aud
especially emphasized his conviction
that in uo othor way could the credit
of thojprovinco be kept up but by increased taxation. Ho briefly reviewed | the Coast-Kootoiiny railway project aud claimed it could be made a
financial success.
Mr. Cotton's action in giving a grant
to tbe B. C. Southern of tbo immense
coal Held ho declared ns unwise aud
childish, aud in bis view, and that of
leat-.og Canadian lawyers illegal, and
tho grant sbould not havo boon made
only upon the authority of the courts.
Mr, Cotton was also condemned for the
action of the government In giving a
title to tbe New Vancouver Coal Co.
So muoh of Mr. Martin's address was
takon up with a history of the [rouble
between himself aud tho government
of which ho isa member, tbat tho explanation of tho different planks of
his platform were necessarily shortened and caused considerable disappointment as tho limited timo gave no opportunity for questions.
Throughout, his remarks wore con-
cllatory and be was given an attentive
hearing, He took tbo 11:15 train for
Kevelstoke It was fully expected
that Mr, Murpby would speak but Mr.
Martin speaking until 11 o'clock mndo
ihls an Impossibility.

Mr. Deni« Murphy, tho Opposition
candidate, wus present at Hon.G. \V.
JJeebo's political meeting ut Agassiz ou
Tuosday lust.
Tho ilrst speaker, Hon. G. W, lleebo,
couUtifd his remarhscliiefly totho late
Vancouver Llborul convention. Uo
claimed thut there wus an arrangement
between Mr, Murphy and Mr.Semliu
tothu effect Hint Mr. Murphy wus to
preseut himself us a candidate and if
it was fouud Ihat the peoplo wero
ugaiust bim, then Mr, Semliu wast
come nut, Mr, Murpby still remaining
n lho Hold. Upon Mr. Murphy off
ing to put up $100 if this statement
could be proved, it wus withdrawn,
Mr. Murphy spoke noxt nud dwelt
principally on tlio unwarranted action
of the Lieu, Governor, and oriticisod
adversely the railway platform of Mr.
Martin. His remarks were woli ro
ceived, Iho ablo and lucid manner in
whiob Air. Murphy replied to Mr.
Declie and his intelligont ri asp of Hon.
J. Martin's platform, mado a very favorable impression upon the voters of
Hon. G. W. Beebe's stronghold.
Hon. Smith-Curtiss, who followed,
confined himself chiefly to the railway
policy of the government, using Australia as au example of government
ownership of railways, and claimed the
same could be done hero.
Tbe followiug evening a meeting was
held at North Bend, at which Hon. J,
Martin was present. Ho found a very
cool reception here and was forced to
admit while speaking of the Coast-
Kootenay railway that he hud no survey of the route and did not kuow
whether it was feasible or not, nnd
further stated tbat if it proved iuprnc-
ticable he would not build it. At considerable length he explained his leaving the Semlin government, claiming
tbat Mr. Semlin bad broken faith wtih
bim and therefore ho was foroed to
leave tbem.
Mr, Murphy severely criticised Mr.
Martin's explanation of his desertion
of tbe Semlin party, aud particularly
bis action at the last meeting of tbe
legislature in blocking useful legislation which his platform now states is
necessary for the welfare of the country. Mr. Beebe followed Mr. Murpby,
posing as the representative of the
working man.
Hon. Smith-Curtiss spoke chiefly on
the railway policy of the government.
This meeting was clearly hostile to
Hon. G. W. Beebe.
At Lytton ou Thursday Hon. J. Martin spoke of the road polioy of the government- stating roads and bridges
would be built but extra taxation
would bo necessary. Hon. Smith Cur-
tlss, whose strong point is tho railway
polioy, again spoke on it.
Air. Murphy in reply to these gentlemen, whilst advocating tbo building of
necessary roads and bridges, strongly
objected to tbe Increased taxation idea,
as this increase would fall mainly ou
tho rural districts, the government de
riving but little revenue from municipalities, wbicb appropriate to thoir
own uses the major part of tho revenue
collected within tbeir limits.
So antagonistic to Hon, G. W. Beebe
was this meeting that tbo people refused to hear bim, although Mr. Murpby requested them to stay,
Asbcroft, b7o:i April 21,11)00.
Mr. Editor;—
Mr, Martin last night stated that his
government bad not issued a crown
grant foi the Paok brain orLegal Tender
mining olaim, a mining claim situated
uoar RoaBland, in Kootenay, and would
not issuo such grunt until the courts
had decided as to the owuarship of the
proporty. One of tbe reasons assigned
by tbo Lieutenant-Governor for tbo
dismissal of tbe Semlin government
was tbo declination of that government
to issuo suoh grant. .Mr. Martin has
been at tbe bead of affairs for nearly
two months and seems to have refused
to issue this grant nnd still is allowed
to carry on tbo government. Why is
this?
Yours truly,
C. A. Semlin.

To lho Editor of tbo A.shchoit Journal
Dear Sir:—In your issue of March
17th, uuder tho beading, "Cariboo
Notes," your correspondent states that
the body of Samuel Weaver, wbo
dropped dead ou tho road on his way
lo tbo Cariboo mine, was, by ordor of
the locul Coroner, placed in tbe juil, a
mistake whiob his friends will surely
resent. If your correspondent bad
taken oven ordinary pains to find out
bo would uot have written the above.
I most emphatically deny having
given any such order. Thanking you
for the space In your paper,
H. P. HOBAH,
Itis customary whoro many meetings uro being hold, us at tbo present
timo, to spoak of a political meeting
beiug held at such and such a placo,
but the meeting which wo will undortako to describe, and which no man
can do justice to, is justly entitled to
bo culled Tim. political mooting of the
campaign that is raging so fiercely
throughout British Columbia.
On Saturday morning, tho llth inst.,
a party or hull a dozen or so loti the
hustling little town of Lillooet for a
trip to tho MoGUlivary Creek mines,
somo thirty miles away, Tlio purty
consisted of Dr. Sanson, 11. A. Fraser,
..uni-S ami Wm. Brett, of Lillooot, and
J. A. Ilremnor, Oliver Harvoy and P.
S. Reynolds, of Ashoroft. Ono of the,
parties had in chargo abase of "Scotch1
to bt< distributed among friends at tin
mines. After a nlousuiiL- trip up tho
lakes, with numerous adventures en
nulo, dining which time it became
necessary to opon up tho caso to fire
up tho stokers, ft landing was mado
at tho moutb of McGiIlivray creek.and
tho party, joined with John Williams'
forwarding gang, numbered something
liko a dozen, Jim Brott concluded,
after tho evening meal wus disposed
of, that it wus timo to "got her to working" and began pulling corks. Major
Burnett's survey party at work near
by hoard the tumult being raised, aud
tho Major being very fortunately out
of ink and having some contracts to
draw up. wus iuducod to join his force
for a genuine political meeting, aud
about twenty men were assembled
wheu tbo meeting was organized by
the election of Dr. Sanson as chairman,
aud John Williams opened the discussion by a vigorous attack on tbe preseut political condition of tbe country,
Mr. Williams insisted that too much
latitude was given to candidates, that
they, instead of tho people, mado tho
platforms. Ho spoke in glowing and I
eloquent lauguage of tbe great natural
advantages aud mining resources of
the Lillooet district uud was loud in
his demand that liberal appropriations
should be voted the district to build
roads aud trails, and after a glowing
oration, demanded the loyal support of
the camp for Robert Ii. Skinner, the
miners caudidute, for member at tbe
approaching election.' Amid rounds
of applaupe he sat down, aud ufter tho
refreshments were passed around
James Brett roso to reply. .Most ably
did ho tuke up tbe challenge laid dowu
by Mr. Williams. He declared tbat
the namo of Smith bud beou historical
ever siuco it wus discovered by Poka-
hontas, and that for many past sessions
the district bud beeu represented by
ouo of the family that was able, obliging uud willing—to go again. That
while appropriations bad not boen as
liberal as might be wished for tbe dis-
< riot there was lots of promises for the
future, and with scathing language he
exclaimed: "The very crook wo aro now
encamped upon bas been tbe scene of
governments generosity only two
years ago, when thirty dollars was secured with which to build a wagou
road to tbo mines above." He was
promptly interupted by one of tbo
Skinner mon witb tbo statement tbat
over 91500 had been expended on tbo
road by privato iudividuals siuco aud
that it was not muoh of a wagon road
now. Jim however, strongly insisted
that Smith was all right, aud gave way
to James Rowbotton, one of tbo promising young orators of the district, who
proceeded to comb down tho Smith
orator aud to advocate a man who
was'ut afraid to risk a twenty on a
high card at any timo; a man who had
put ail his good stuff iu Lillooet mines,
and had friends that would stay by
him,aud;althougb he lived iu|Vanoouver
bad put iu moro money in tho district
in the paot two yenrs than the present
member hud during his thirty years in
the country, Amidst the applause
brought forth he gently subsided and
Major Burnett sprang onto the bench
and with sharp, cutting language, demanded tbnt the old timers uud what
they had done for tho country sbould
not bo forgotten. He declared that
the present member, while doing
earnest work for his district during
his long term of servloo had never
made a oent out of tho ottico. He was
an honest mau aud richly deserving
of continued support.
During each of tho speakors remarks
tbe commissary department had done
its full duty nud ns tbe Major gradually concluded his remarks, applause
aud cat calls wero heard In different
parts of the hall. Others wero called
on and briefly responded, some with
short speeches nnd some with recitations, Oliver Harvey being called out
stated that being outsido of his owu
district ho did not wish to interfere iu
the political conditions but tbat he
would sing tbem a song which he did,
it being a touching littlo balad entitled
"Seattlo,"the singing of whioh brought
forth rounds of applause, nnd the refreshments were ugalu served.

and concluded his remarks by proposing a ballot for tbo candidates, which
whs then takeu. A polling booth was
prepared and each voter, (no others
beiug allowed to tuko part,) prepared
their ballot. Tho obairman 'acted us

tlio casting voto, but to tho joy of tho

the Smith faction llio voto stood -

it wout, thoso prinoi.Ues, I feel quite
safo in saying lhut the work done by
tho Semliu government uud ils supporters during thut session wus eminently satisfactory to lhe electors of
this province whoso votes placed that
government in power. I look ba.
with pri lo and satisfaction to the purl
which I took iu connection with that
work.
Tho members of tho government
continued apparently to work together
iu tho most hurmoulous manner until
tho Deadmau's Island dispulo arose.
Iu connection witb that mutter you
will remember Ihat 1 put myself iu
your hands. My colleagues, Messrs.
McPberson and Tisdall, nlso agreed to
bo guide i in that dispute by the wishes
of their constituents,
Mr. Cotton, on lbo olher hand, took
a firm stand against uny settlement or
agreement of th.; matter until tho
question of the ownership of the laud
bad boon decided by lho courts.
Tho vory slight progress made iu tho
suit then instituted shows that the
litigation would probably not be com
ploted fi).' u number of years.
This difference between Mr. Cotton
and mysolf produced some friction in
tbo government, but, apart from this
dispute, I never had the slightest iu-
timiitiou from Mr, Semliu or any of
my other oolluuguos of uuy dissalisfac
tion whatover with reyard to my aelions until tho Is', day of July, 1800,
when Mr. Semlin peremptorily asked
ror my rcslguutlou, 'giving three rou-
souo, all of whioh I onu safely say were
regarded by tho public nt largo as ex-
tremely frivolous, I refused to resign
nnd usked for it caucus of tho government supporters 10 consider whut
should bo douo uuder the olroumstau-
ces,
Last session it wns stated by Mr.
Cotton in tho lions,; that I hud tacitly
agreed to be bound by tho decision of
this caucus, ami should have continued
to support the government when the
decision was agulust me. This statement is very wido indeed from tho
truth. Ths gentlemen who wero present at tho caucus will remember
tbat 1 stated most distinctly lhut If
tlio decision weut against mu I could
no longer support the goverumont aud
would deem it iny duty lo tuko every
means in my powor to bring nbout,
thoir defeat.
Ah the caucus, wilh a very Slight
majority, sided with Mr. Semliu, 1 at
oneo tendered my resignation and announced publicly that 1 must bo con-
Bidorod an opponent of the government.
Just prior to the meeting of tbo
houso you will remember that 1 called
a meeting of my supporters in lbo olty
of Vancouver and Bubmlttod my position to thom, I stated lhut it was my
Intention, if possible, to defeat tbo
governmont with ft view to bringing
about a general election, I gnve my
reasons for this oourse and also slated
that if my supporters disagreed wiih
my proposed action, I would nt oneo
rosigu and allow thom tu choose a rep
resentntivo who would act iu occur
danoe with their wishes, Tbe meeting
was very large and representative, and
a resolution was passed without a dis
sontlug voice, expressing entiro appro
val of my intended opposition to thu
government.
I luul [ilreudy tnformod membeis of
llio Opposition in the house.that wliili
my principles wore lho samo us the;
bad been, nml I had no sympathy wilh
thoir views upon political questions
still I hud a common objeot with them
In trying to Lrlug about the defeat ol
Mr, Semlln's governmont utid I had us
suro'l Ihem that if they stood togetboi
1 would bo found working harmonious
ly with them for that purpose only.
The co:.sequo:il. defeat of lho govornmont and tho Invitation of His
Honor, tho Lieutenant-Governor
myself to form u government, uro fresh
in your minds. I accepted the tus1,
from His Honor on condition tbat I
should be gruntod a disolution of lho
present house, and, in acaordnuoo
with th' understanding, a general
election will lake plao us soon us it
can conveniently be held.
It husbeeti charged 1 lint my action iu
opposing Mr. Sunlit/., government,
ufter my expulsion from it, was actuated by persouul reelings against Mr
Cotton. There is no truth whatover iu
the -.nggostioii. I bavo opposed and
helped to oereat r. !-_ mlin's govern
mentbeciius i.olatiger represented
the principles which I hud espoused,
shown what these reasons were. I
1 attribute Mr, Semlin.s action, not
to his own desiro but to Mr. Cotton. 1
am satisfied that iu his heart Mr. Cotton did not agreo with tho thorough
manner in which tho governmont and
the house curried out ihelr pledges in
tbe sossion of 1890 ; und ho know full
well that as long ns 1 remained n member of tho govornmont, similar action
would bo takon wih regard 10 ovory
question thnt cam _ before it.
At tho Umo tha trouble ooeurrod
thero wero two matters or vital importance to this provinc. pending boforo
tho government,as lo which, iho oourso
to bo adopted was clearly pointed out
by reforoncu lo iho principles wliich it
wus supposed to represent.
Theso mutters woro, Ilrst, the tlisal-
lownnee of tho Labor Regulation Acl,
IS',).., which prohibited compuuies holding franchises from tho province employing Mongoliau labor, uud second,
tho application of lho Brilish Columbia Southern Railway Co. Tor 11 crown
grant of their luud subsidy.
Mr. Cotton wus not prpeured to
and by tbo principles of tho parly iu
connection wilh Iheso two matters,mid
for tho purpose of putting into effect
hia views with regnrd to Ihem, snw
clearly tout it wus necessary to got rid
of me.
Willi regard lo lho disallowance of
tho Labor Regulation Act, my ooiilen,
tiou was,and slill is, that tbo Provincial Legislature should at tha earliest
moment huvo beeu brought together
for lho special purposo of ro'ouaeliug
this statute, in order to show tho Dominion government and the peoplo of
lhe other provinces that this question
is considered u mos. vital ono iu this
province.
With regard lo the laud subsidy of
tbo Iiritish Columbia Southern Railway Co., when tho application was
mnde I, as Altoruey-Ceucral, looked
into lhe question wilh great cure und
cumo to tho conclusion thut lho railway company hud not compliod with
the conditions laid down iu thestatulo
granting lho subsidy uud that therefore tho government hud no right or
power to issuo the grunt,
No ono cuu bo more impressed tban
1 am wiili the sucreduess of a contractual obligation. I quite admit tbat no
mutter how improper tbo action of the
Legislature muy haveb>eu in granting
lo tho B. C\ S. Railway Co. their land
subsidy, still tbo province is bound by
their action, and tho only enquiry tbat
cuu bo mude is whether tbo rullway
company have complied with the conditions imposed by the statute in ques
tiou. If tbey have not done so then it
appears lo me clear ihat it is tbe duty
of tbe government to stand by the
rights of tho province,
I reported to the governmont my
opinion that tho conditions of the
statute hud not beeu complied with,
uud suggested lhut, us tbe amount involved wus extremely large, it would be
advisable lo obtaiu tho best legal advice available, I was author.zed by
ihc government to do so and submitted
tho cuso to Mr, Haldauo. Q. C, of Lou*
duu, Eug,, and to .Messrs. Christopher
Robinson, Q. C„ uud Q. B. Osier, Q. C,
of Toronto. Mr. Haldane's opinion
was inclined to be against my contention but he stated tbat he thought the
case was a proper one to be brought
before the court. Messrs Osier and
Robiusou on the contrary, gave u very
strong opinion that my contention
was correct, and that the government
were not compelled, even if they wero
permitted, to issue lhe town grant
uuder tbe circumstances.
It may bo tbat their opinion is not
cor.cct, but my contention is tbat, iu
the face of my opinion as Attorney
General, supported bv lawyers of their
eminence, the only course open to the
government -if it was to bo guided by
thu principles which it was chosen to
represent—was to refer tho matter to
the courts, uud, afler tbe highest court
of appeal hud decided, uct strictly iu
accordance with that decision.
As soou us I had been got out of the
wuy, aud before a now Attorney-General had been appointed, Mr. Cottou
ut oneo proceeded to ignore lhe abovo
considerations, aud issued a crown
grant for some 000,000 acres, including
about liiU.OOO acres uf coal lands, whicli
I am informed, are worth mauy millions of dollars.
With regard to the Mougollan labor
question, the govornmout refused to
adopt tho policy which I advocated
nud met the houso without any proposition as to a reenactraout of the disallowed stututo.
Tho ai.iionof the government after 1
lefj it. with regard to lho matters 10-
lerred to lu His Honor's letter of dis
missal of Mr. Semliu,alsouIFord strong
proof that I was right In niy opinion
lliat 1 had beon removed from Iho gov
ernment in order to enable Mr. Cotton
to carry out his reactionary ideas, and
practically nullify Die legislation
which we hud enacted iu lh« session
of 1890.
One of the most im; orliint acts lhut
wus pussed in 1891) was tho Torrens Registry Act. Up to tho timo that 1 left
tho government active preparations
wero being mado to bring this statute
Into forco; but evidently nothing whatever hus been douo since, uud uppnr-
nnlly tho govornmont had decided to
nullify tho nctiou of tho legislature by
neglecting to issuo tho neccessary proclamation.
Again it was proposed by tho goverumont nftor I lef' It to expend n sum
of about 9100,000 In purchasing from
tho Canndian Pacific Railway Company the land grant claimed to huvo
been oarned by them in building the
Columbia aud Western Railway. In

4. Tho enactment of an accurate system of govornmout healing of logs, and
its rigid enforcement.
i>. Thu re-enactment of tbo dissalow-

anti-Mougollau clauses if disallowed
as proposod by the Domiuion Goverumont.

labor in ihis province.
7. To provide for ollicial inspection
of buildings, niuobluery aud works, with

proper safeguards lo life und health.
8. With regard to the eiuh-hour luw
tho government will uoutiuue to enr
force the law us it stands. An immediate enquiry will ba mude by tbe
Minister of Miues into all grievances
put forward iu connection with its op-
ration, with a view of bringing about
un amicuhlo settlement. If no settlement is reached the principle of the
referendum will bo applied and a vote
taken ut ihe general election ns to
whether tiio law shall bo repealed, If
lho luw is sustained by tho voto it will
bu retained upon the stututo book with
its penalty clause. If modifications
be made removing uuy of tho friction brought ubout, without Impairing
tho principle of thu law, thoy will bo
adopted. If lho voto Is against it the
law will bo repealed.

I was waii-luring through tin* grounds
of n Loudon oxhibitiou une evening
whou a short, foreign looking mun,
clothed In eveulug dress, iipproncbed
me and said In n low tone:
"Have I the honor of addressing Mr.
Oodfrey VnnceV"
He handed ine n letter, saying abruptly: "Be good enough to read tills
letter. It will servo to introduce me."
The communication was from Count
Antonio Delaroccn of Milan, whom I
had aided some mouths heroic by carrying off for him a famous (_lroel-
Btattic from nn English country house.
It was very brief nnd merely said:
Sir—This letter will Introduce to you my good
friend, Hit. 1'rili Muskoviu, who Is anxious for
you io undertake for Iiim a dllllcult mission. I
have laid hlm Hint you ore tlie one man in Kng-
l.iml who can hope lo carry out such a work with
success, and, wishing you all good fortune, believe mc, yours, Delajiocca.
Wc left the exhibition grounds nt
once, going to my nbode.
"In thc Ilrst place, my good sir," be
exclaimed", inlklng In nn excited undertone—"In the (list place 1 must tell you
llmt this business Is dllllcult almost to

"Is uot 3 a. m. rather nn unusual
hour for thc dispatch of diplomatic
communications?"
v.Most certainty it Is, hut the count
Is not like other men. For tho past
four years—In fnct, since be Ilrst enmo
to the einlmssy-ho has heen In tho
habit of posting this document between
3 nud 4 o'clock Friday mornings."
"I presume Hint the obvious nnd old
fashioned method of obtaining the letter hy force Is out of the question.
Otherwise we might waylay tho person posting the letter, overpower bim
and depart with the document."
"Useless, quite useless, for it would
simply menn tbat tho outrage would
bc discovered almost Immediately, nud
then tho contents of the letter would
be telegraphed to Berlin, defeating our
plans most entirely. No; tho essence
of tho wholo nffntr. my cood sir, is that
thc letter should be removed nnd handed to me without thc qmlmssy people
hovlng tho slightest knowledge of the
fact"
Next morning I went to Percy street,
Mny fnir, to survey tho embassador's
bouse. Thirty-one Percy street, the
mansion In question, wns a dull looking, gray nbode exactly similar to the
other houses In tbe street. Facing tbe
house on tho other side of thc street
wns n plllnr box—the reeeptocle, It
seemed, where the count was In the
habit of posting bis communications to
Berlin.
Hnd the pillar box been n receptacle
easily shifted the mntter would have
been as easy ns smoking a cigarette,
for we should simply hnve had to divert the policeman on the bent nwny
from tho street hy menus of n llclitlnns
drunken disturbance, nnd then wc
could hnvo driven up in n van nnd
carted the box nwny. But I must think
of something else.
And then of n sudden tliero flashed
upon mo nn Idea, coming whence I
know not, bnt It seemed to mo that n
voice spoke In my enr, nnd this is
whnt itsnld:
•'Substitute nnother plllnr box on the
opposlto Bide of tho street. Placard
tlie genuine box with n notice Baying
lliat it Is temporarily disused nnd that
letters are to be posted opposlto. Clear
the streets of the police by mon lis of
n row nnd wait with n van at the corner of the street till thc document Is
postnl. Swoop down, cottar tbe box
nnd drive off."
1 Jumped Into n cnb nnd drove to a
COt'inln hostelry In the Fust Knil where
I knew I Bhould And plenty or my pals,
who ror ii few dollars would throw
themselves Into any nd venture of the
kind.
In n few words I conveyed to them
whnt I won led done. Two of tlio men,
burly follows, known ns .iim Thursday
nnd Mill Fust, were to devote tholr
powers to rnwrrolliig uud got I Ing "run

nnothor two were lo keep wnteh at the
corners of Iho sireet. Tin. remaining

It when Hie time t'lHHP.
Then u new dllllcully nroso. How

"Whnt l« lo he done nbout netting •

•rntchlug liis hoad, snid gruilly:
"Try old Bennett, tbe Iron fouud-

yenrs' stretch for pnssin Hash coin.
'E's out on ticket now nnd Is up to

Having bidden them bold themselves
nt my disposal for final Instructions, I
weut Bt._i.ght to Goodge street, wliero
I found the worthy Bennett In a surly
mood owing to slackness of trade. He
smiled when I asked him If he conld
build for mc a plllnr box to the government pattern In the time nt our disposal.
On ranching home 1 wrote briefly to
Ilerr Moskovltss Informing hlm of my
scheme and adding thai 1 hoped to
linve the plllnr box ond letter safely nt
my house between 4 nnd 5 on the following Friday morning. I nsked him
to be waiting nt my residence to receive the document nnd to bring the
promised rewnrd with him, ns I wonld
ouly part with the letter in exchnnge
for the same.
All went well, nud on tho followiug
Friday moruing tlie van with tbe plllnr
box. my nsslstnuls uud myself set out
for Percy street, where wo arrived nt
3:10. I noticed with satisfaction that
tlie night was very dark, which fnct
was or course advantageous. I nt once
dispatched Thursday and East to do
their "quarreling net," the othor two
men taking up their plnces at the corners of the street.
At 3 o'clock I henrd loud shouts nnd
curses proceeding from our two
friends, nnd a moment later two policemen were hastening In the direction of
the noise. The const thus clenr, wc
drove up to the embassador's houso
ond In n twinkling deposited the dummy box, which wns nu exact duplicate
of the genuine article on tho opposite
side or the street.
"Now for the notice of temporary
disuse," I snid with a laugh, and In
Instnnt afterwnrd the mouth of the
genuine plllnr box wns closed with
gummed paper nnd the following notice posted iu front of the time table of
postal deliveries:
S'oiice.—This pillar lion being In temporary
disuse. Uie public will oblige by posting communication! nt thc temporary box neross lhe
road. Ily order.
This work completed to our satisfaction, my p.il nud 1 climbed bnck into
our van und drove noiselessly down
side street, from whicli we could wnteh
all thnl happened outside of Count
Rodoholt/.'s mansion.
I confess that, hardened nnd experienced ns 1 wns, n terrible thrill of nervousness went through me ns 1 stood
In that vitn wilh my companion wait-
lug. The ret urn of the policemen from
the Million before the conclusion of tbo
business would ruin nil; nay, If a
chance youth on tho wny home from a
dunce were attracted by the notice oa

inijjlit be equally overthrown.
II wns therefore with n feeling of relief thnt amounted to positive joy thnt
I beheld nl nbout 3:15 thc door of the
house open nnd n young mnu, evidently
the embassador's secretary, glide into
the sireet. He held In his baud the letter, nnd 1 saw hlm run up to the genuine box nud peer nt It for a moment In
surprise.
Then, with some expression which
of course we could not cntch at thnt
dlstm.ee, he crossed the road nud, having deposited the letter In our box, returned with nil speed to lho house.
Not n soul wns In sight—the street
wns silent ns the grave. Wo quickly
tore down the notice which had douo
us sucli good .service nnd removed tbo
imper from thc mouth of tho box.
Three minutes Inter wo wero driving
