Senate Membership
DECLARATION OF VACANCY
A vacancy was declared for one elected faculty representative from the Faculty of
Graduate Studies to replace resigning member Prof. Pitman B. Potter.
REPLACEMENT
Dr. Paul G. Mosca replaced Prof. Brian Elliott as a representative of the joint Faculties
until the end of the Senate term on August 31, 2005.
The President welcomed Dr. Mosca to Senate.

Remarks from the Chair and Related Questions
UBC OKANAGAN
The President drew attention to the March 17th provincial government announcement
regarding the establishment of UBC Okanagan, and gave a summary of actions taken to
date on academic issues. Chancellor McEachern, Vice President McBride, Dean Quayle
and President Piper had traveled to Kelowna to be present for the announcement. The
current Okanagan University College (OUC) was to be separated into two entities:
Okanagan College and UBC Okanagan. The first students were to enter UBC Okanagan
in September 2005, and the Okanagan University College would remain an entity until
that time. The initiative would address access issues by: (a) increasing the number of
available seats at Okanagan College by 1000, and (b) by increasing the number of
available university-level seats by 4500 in 2010. By 2010, the respective capacities of
Okanagan College and UBC Okanagan were to grow to a total of 4500 and 7500 full-
time equivalent (FTE) student spaces. The first UBC degrees were to be conferred in May
2006. The President reported that the provincial government had made significant
budgetary commitments to the initiative, including commitments to the necessary capital
development. The following UBC appointments had been made:

A number of task forces had been established (UBC Resource People appear in
parentheses):

Okanagan University College was to be governed by a public administrator during the
transitional period and two local advisory councils were to guide the transition process.
UBC Okanagan was to be developed as a unique campus with its own identity within the
UBC system. Although two separate Senates were to be established, some individuals
would serve on both. The President stated that this initiative would provide quality access
and research capability for the fastest-growing region in British Columbia, and that Vice
President McBride and Dean Quayle would share additional information with Senate at
the April meeting.
Discussion
Dr. Dennison recalled his involvement in the establishment of the Okanagan University
College approximately 30 years earlier. He described the university college as a noble
concept because it combined applied and academic programs within the same institution.
He noted that the university college supported adult learners with poor academic records
to earn high school equivalency and eventually two years of university-level credit. The
establishment of applied degrees meant that such students could then complete a full

degree. Dr. Dennison was hopeful that the same opportunities in course selection would
remain available to college students under the separation of the college from the
university. President Piper agreed that the task forces would need to examine these issues
very carefully, adding that the Vernon and Penticton campuses of Okanagan College
would remain operational. President Piper was hopeful that the two new institutions
(Okanagan College and UBC Okanagan) would be successful in working together to
maintain and enhance learning opportunities for students.
FEDERAL BUDGET
The President recalled the March 23 federal budget announcement, indicating that the
budget was exciting from a university perspective. Although some of the funds allocated
were limited in their amounts, important trends had continued and it had become clear
that the federal government remained committed to its "innovation agenda." Annual
increases had been allocated as follows:
• $90 million to the three federal granting councils;
• $R20 million to offset the indirect costs of research;
• $60 million to Genome Canada;
• $50 million over 5 years to improve the capacity for commercialization at
universities, hospitals and other research facilities.
The following changes to student financial assistance had been introduced:
• The ceiling for Canada Student Loans was increased from $165/week to
$210/week;
• An introductory grant of up to $3 000 was established for first-year, post-
secondary dependent students from low-income families;
• The income thresholds for determining eligibility for student loan interest relief
were increased.
The President described the budget as significant for students entering post-secondary
education and as strong in the area of research, particularly considering the current
economic climate.

Trek 2010 Update
Trek 2010 Update

An updated version of the Trek 2010: A Global Journey Green Paper was circulated at
the meeting. President Piper drew attention to the revised vision statement, stating that it
remained subject to change as additional feedback was gathered. The President also noted
that the "keynote" concepts had been removed from each of the pillars in response to
submissions that this arrangement seemed forced.
A campus forum had been scheduled for April 1, 2004 from 12:30 p.m. to 2:00 p.m. in
the Instructional Resource Centre. Further discussion on the document was to take place
at the April 2004 meeting of Senate.

The President thanked the student senators for their participation in the academic
governance of the University. Members of Senate applauded.
From the Board of Governors
Senate received notification that the following recommendations from Senate had been
approved, subject, where applicable, to the proviso that none of the programs be
implemented without formal reference to the President; and that the Deans and Heads
concerned with new programs be asked to indicate the space requirements, if any, of
such new programs. The following were approved as required under the University
Act, Sections 37 (i)(l)(o) and 38. Senate approval dates follow each item in
parentheses.
i.      New Awards (December 17, 2003);
ii.      Change in name from the Centre for the Study of Curriculum and Instruction
(CSCI) to the Centre for Cross-Faculty Inquiry in Education (CCFI) (December 17,
2003);
iii.      Curriculum proposals from the Faculties of Applied Science, Commerce and
Business Administration, Education, Graduate Studies, Pharmaceutical Sciences,
and Science (December 17, 2003);
iv.      Change in name from the iCAPTURE Centre to the James Hogg iCAPTURE

BROADER BASED ADMISSION TO THE SAUDER SCHOOL OF BUSINESS

Dr. Rosengarten presented the report, as Chair of the Committee. He reminded members
of Senate that, in 2002, Senate had already approved broader based admission for first-
year students entering the Bachelor of Commerce in September 2004. The present pro-

posal aimed to extend the use of broader based admissions criteria into years 2 and 3 of
the Bachelor of Commerce program.
Dr. Rosengarten i        That the proposal to implement broader based
Dean Muzyka i       admission to years 2 and 3 of the Bachelor of
Commerce program be approved.
In response to a question from Mr. Ste-Croix about standardized tests, Dean Muzyka
stated that this criterion would only be employed for students who had already taken
standardized tests, such as Scholastic Achievement Tests (SATs). The Dean described
standardized tests as very helpful in understanding a student's strengths and weaknesses.

Dean Isaacson and Principal Gilbert had circulated the report as the respective chairs of
the Agenda and Nominating Committees.

Dean Isaacson stated that the two Committees were reporting at the direction of Senate.
He noted that there remained one vacancy on the Review Committee, and requested that
the Nominating Committee be delegated the authority to fill it without having to seek
formal approval by Senate. There was general agreement.

BACHELOR OF COMPUTER SCIENCE, INTEGRATED COMPUTER SCIENCE

Dr. Adebar presented a proposal for a new degree: the Bachelor of Computer Science,
Integrated Computer Science. He noted that applicants would be required to possess a
bachelor's degree in an area unrelated to computer science. The new program was to be
two years in length, and was to consist of 69 credits of coursework. Dr. Adebar noted
that the Academic Policy Committee had approved the new degree name, and that the
Admissions Committee had approved the admission statement. The Budget Committee
was pleased to report that this proposal had no budgetary impact, thanks to funding from
the provincial government's "Doubling the Opportunity" campaign.

Dr. Thompson presented the new awards for approval, as Chair of the Committee. He
noted that the new awards represented approximately $400 000 in annual funding for
UBC students, and drew particular attention to the David W. Strangway Fellowship. Dr.

Other Business
Thompson stated that awards continue to grow following their establishment, and that
over $1 million had been contributed by donors to existing awards since April 2003.

Other Business
EXAMINATION SCHEDULING
Ms. Tee noted that the student members of Senate had introduced on behalf of their
constituents a proposal for examination scheduling reform that aimed to reduce
examination hardships. Senate had referred the matter to the Academic Policy Committee,
which had not yet reported back to Senate.
Ms. Tee noted that (a) final examination grades often constitute at least 50% of a
student's final grade, (b) three examinations scheduled in slightly longer than a 24-hour
period did not meet the definition of an examination hardship, but were especially
problematic in core courses where grades were included in calculation of the student's
graduating average, and (c) since 2000/01 the examination period had been shortened to
11 days from 14. Ms. Tee estimated that an increase in examination hardships had
resulted from shortening the examination schedule, but that the policy on examination
hardships had not been changed. She stated that examination hardships had been a
prominent discussion topic during the most recent round of student elections. The Student
Senate Caucus reiterated the urgency of the matter and urged Senate to preserve its
momentum in resolving the issue. Ms. Tee was hopeful that the Academic Policy
Committee would be in a position to report back by May 2004.

Other Business
Mr. Silzer stated that, as a member of the Academic Policy Committee, he was familiar
with the discussions that had taken place at that Committee. It had become clear that the
Classroom Services unit within Enrolment Services needed to do some work to model
various possible scenarios related to the examination schedule. He reiterated that work on
the issue was ongoing and active, and invited Ms. Tee to meet with representatives of
Enrolment Services for a progress update and overview of the pertinent issues.
In response to a query from Dr. Brander, who asked whether UBC might consider
publishing the examination schedule prior to the start of classes, Mr. Silzer stated that this
was a possibility, but that there were associated trade-offs. Planning, course scheduling,
and staffing decisions, for example, would need to be completed by departments much
earlier than at present. Mr. Silzer stated that last time the Academic Policy Committee had
reviewed the issue of releasing the examination schedule prior to the start of classes,
Senate had determined that publication of the examination schedule early in the academic
term was preferable, all things considered.
President Piper thanked Ms. Tee and Mr. Silzer and requested that the Academic Policy
Committee give a progress report at the April 2004 meeting of Senate.

Appendix A: Review of Senate
A REPORT FROM THE AGENDA AND NOMINATING COMMITTEES OF SENATE
At the February 2004 meeting of Senate, the following motion was carried:
"That a review of Senate be conducted, and that the Agenda Committee and the
Nominating Committee, respectively, bring forward for approval at the March meeting of
Senate the specific terms of reference of the review and the proposed membership of the
review committee."
Accordingly, the Agenda and Nominating Committees now propose the following
motion:
"That an ad hoc committee be established to undertake a review of Senate, and that the
terms of reference of the review and the membership of the committee be as given below."
Review of Senate - Terms of Reference
Mandate
To review all aspects of the Senate of the University of British Columbia, including the
organization, functioning, and deliberations of Senate, consistent with the requirements of
the University Act, and to make recommendations relating to the activities and
responsibilities of Senate.
The findings and recommendations of the Review Committee are to be brought to Senate
for approval at or before its December 2004 meeting.
Terms of Reference
Without limiting its overall mandate, the Review Committee should give consideration to
the following:
• Format. To consider the composition and structure of Senate, including its
membership, committee structure, and schedule of meetings.
• Senate Committees. To review the terms of reference, membership and operation
of all standing committees of Senate.
• University Act. To review conformance of the operation of Senate with the
University Act and to advise on whether it should be undertaking additional
activities as envisaged in the Act.
• Jurisprudence. To provide advice regarding Senate's role in the context of
administrative justice, e.g. its statutory jurisdiction in discipline appeals.

Appendix A: Review of Senate
• Agenda. To assess the suitability of Senate meeting agendas, including items
brought for information or approval, the reports by Senate committees, the
establishment of ad hoc committees to undertake special studies on Senate's behalf,
and the nature and extent of deliberations at meetings of Senate.
• Other. To identify any significant opportunities and challenges relating to the
activities of Senate that may develop in the future.
Committee Operation
• The Committee's work may include:
- a review of documentation relating to Senate, including the University Act
and the Rules and Procedures of Senate
- a consideration of the operation of the senates of peer Canadian universities
- an open forum involving the University community
- a series of meetings to receive input to the Committee from the chair, vice-
chair and secretary of Senate, the chairs of the committees of Senate, and
various groups of senators, including deans, student senators, convocation
senators, and others
• the report of the Committee, including its findings and recommendations, is to be
brought to Senate for approval at or before its December 2004 meeting.
• It is requested that the Secretary of Senate provide a Secretariat for the Committee
and provide resources to support the work of the Committee.

Appendix B: New Awards
Appendix B: New Awards
Wyeth Consumer Healthcare Guy Genest Award in Pharmaceutical Sciences: Awards totalling
$1,000 have been endowed by Wyeth Consumer Healthcare for students entering their third year
of Pharmacy in recognition of the leadership of Mr. Guy Genest. In addition to academic merit,
consideration is given to leadership skills, involvement in student affairs and/or commitment to
community services. The award is made on the recommendation of the Faculty of Pharmaceutical
Sciences. (First awards available for the 2004/2005 academic year)
Joel BERT Memorial Scholarship: A $1,000 scholarship has been endowed by family and friends
in memory of Dr. Joel Bert, who was a UBC faculty member for over twenty years in the
Department of Chemical and Biological Engineering. The scholarship is offered to an
undergraduate student in the final year of Chemical and Biological Engineering, with preference
given to those with an interest in applying engineering principles to human health concerns. The
award is made on the recommendation of the Department. (First award available for the
2004/2005 academic year)
Barbara CARTER Memorial Bursary: Bursaries totalling $1,000 have been endowed in loving
memory of Mrs. Barbara Carter (nee Squire) for students in the Department of English. Barbara
was a student at UBC from 1949 to 1951 and was an Associate Editor for The Ubyssey. (First
awards available for the 2004/2005 academic year)
CHINESE Canadian Dental Society Bursary: A $2,200 bursary has been endowed by the Chinese
Canadian Dental Society for a student entering the first year of the D.M.D. Program. (First award
available for the 2004/2005 academic year)
August and Cristina CRUCIL Scholarship in Forestry: Scholarships totalling $2,000 for students
in the Faculty of Forestry have been endowed through a bequest by Lorenzo Crucil in memory of
his parents. August and Cristina Crucil moved to Sechelt, B.C. in 1938 and from 1938 to 1973
owned and operated Crucil Logging Ltd. The awards are made on the recommendation of the
Faculty of Forestry. (First awards available for the 2004/2005 academic year)
Richard GENEST Memorial Service Award in Building Science: Annual awards totalling $10,000
have been endowed by family, friends, colleagues, and Polygon Homes Ltd. for students with a
demonstrated interest in building science. Candidates must have a good academic standing and
demonstrated interest in community or university athletics. The awards are made on the
recommendation of the Faculty of Applied Science. (First awards available for the 2004/2005
academic year)
Penny GOULDSTONE Prize in Art Education: A $300 prize has been endowed by friends,
colleagues and alumni to honour the memory of Penny Gouldstone, who made many
contributions to the Faculty of Education and art education. Professor Gouldstone's creative
efforts received national recognition and were exhibited by numerous galleries across Canada.

Appendix B: New Awards
The award is made on the recommendation of the Faculty of Education to a graduate student in
art education. (First award available for the 2004/2005 academic year)
GRADUATING Class of Dentistry 1978 Scholarship: Scholarships totalling $1,000 have been
endowed for students in the Faculty of Dentistry by members of the Class of Dentistry 1978 to
mark the occasion of their 25th Anniversary. The awards are made on the recommendation of the
Faculty of Dentistry. (First awards available for the 2004/2005 academic year)
Samantha HICKS Memorial Prize: A $750 prize has been endowed by friends and family in
memory of Samantha Hicks (1969-1999) who, at the time of her passing, was working on her
doctorate in the Department of Zoology at UBC. The prize is made on the recommendation of the
Departments of Botany and Zoology with preference to a graduate student doing research in
ecology. Consideration may be given to ecology students whose graduate work is centred around
the Alex Fraser Research Forest.
Dorothy May LADNER Memorial Fellowship: A $10,000 fellowship has been endowed in
memory of Dorothy May Ladner through a bequest by her sister, Edna G. Ladner, for a graduate
student doing research which could lead to the effective treatment of traumatic brain injury. One
of the first women from British Columbia to receive a masters degree in public health nursing,
Dorothy Ladner was known throughout the province for her administrative skills in public health.
She assisted with the development of the Variety Club's Children's Treatment Centre in Surrey of
which she later became Director. The awards are made on the recommendation of the Faculty of
Medicine. (First award available for the 2004/2005 academic year)
Marion Judith MADSEN Memorial Scholarship in Animal Welfare: Scholarships totalling $1,250
have been endowed in memory of Marion Judith Madsen by her husband, Gregory P. Madsen, for
graduate students in the Animal Welfare Program. Born in 1949 and raised in Vancouver, Marion
volunteered for over ten years doing home care of orphaned and baby animals so that they could
be released back to the wild. As Marion was unable to attend university herself, this award is
provided to help others continue their studies and thereby benefit the animals that she so loved.
The awards are made on the recommendation of the Faculty of Graduate Studies with preference
given, where possible, to candidates studying wildlife and wildlife ecosystems. (First awards
available for the 2004/2005 academic year)
Harry C. and M. Cecelia MILLER Memorial Skiing Award: One or more awards, which may
range from a minimum of $500 each to the maximum allowable under athletic association
regulations, are offered to members of the UBC Varsity Women's Alpine Ski Team in any year of
study, through an endowment established by the Harry C. and M. Cecelia Miller Trust. The
awards are made on the recommendation of the President's Athletic Awards Committee. (First
awards available for the 2004/2005 academic year)
Eric P. NEWELL Leadership Award in Engineering: Awards totalling $5,000 have been endowed
by Eric P. Newell for undergraduate students entering third-year engineering. Candidates must

PACIFIC Blue Cross Scholarship in Pharmacy: A $2,000 scholarship is offered by Pacific Blue
Cross to an undergraduate student in Pharmacy. The award is made on the recommendation of
the Faculty of Pharmaceutical Sciences. (First award available for the 2004/2005 academic year)
SAG Mining Engineering Scholarship: Scholarships totalling $2,200 have been endowed by SAG
for Mining Engineering students entering second year. The awards are made on the
recommendation of the Department of Mining Engineering. (First awards available for the

Roopchand SEEBARAN Essay Prize: A $450 prize has been endowed in recognition of Professor
Roopchand Seebaran's significant contributions to community development, teaching and
practice, and to anti-racist social work education during his academic career. The prize is open to
an undergraduate or graduate student in Social Work who has submitted the best essay or project
on some aspect of either community development or anti-racist social work education. Students
wishing to be considered should submit a copy of their essay or project materials to the
Administrator of the School by April 1 st each year. The award is made on the recommendation of
the School of Social Work and Family Studies. (First award available for the 2003/2004 academic
year)
SOCIOLOGY Graduate Scholarship: Scholarships totalling $1,000 have been endowed for
graduate students pursuing studies in Sociology. The awards are made on the recommendation of
the Department of Anthropology and Sociology. (First awards available for the 2004/2005

David W. STRANGWAY Fellowship: Graduate fellowships totalling $50,000 have been endowed
in honour of Dr. David W. Strangway OC, who served as President of The University of British
Columbia from 1985 to 1997. The awards are made on the recommendation of the Faculty of
Graduate Studies. (First awards available for the 2004/2005 academic year)
UBC ALUMNI Meloche Monnex Scholarship: A $1,000 scholarship is offered by the UBC
Alumni Association through a partnership with Meloche Monnex. The award is made to a
student entering the final year of a baccalaureate program. (First award available for the
2004/2005 academic year)
Margaret WATTS Bursary: Bursaries totalling $7,000 have been endowed in memory of his
mother, Margaret Watts, through a bequest by Kenneth Henry Watts for students in any year or
faculty, to be awarded on the basis of sound academic standing and need for financial assistance.

Ken C.K. WONG Memorial Award for Clinical Teaching: A $1,000 award has been endowed in
memory of Dr. Ken C.K. Wong by his wife, Alice Wong, to recognize an anesthesia resident for
outstanding clinical teaching of medical students in the Department of Anesthesiology. The award
is made on the recommendation of the Faculty of Medicine. (First award available for the
2003/2004 academic year)
PREVIOUSLY-APPROVED AWARDS WITH CHANGES IN TERMS:
Award 01607 - ROLFE/Aviva Canada Inc. Scholarship (revised title and wording): A $1,350
scholarship was endowed by the Canadian General Insurance Group in 1989 to commemorate the
long-standing business relationship between USF&G Insurance Company of Canada, now known
as Aviva Canada Inc., with the Vancouver firm of Leslie Wright and Rolfe Limited. The award is
made on the recommendation of the Sauder School of Business to an undergraduate student in the
Bachelor of Commerce Program.
How amended? The title and description of the scholarship have been revised to accommodate the
change in the sponsor's legal name. Since there was no previous legal documentation governing
this award, the donors have signed an Endowment Fund Terms of Reference to confirm the
amended title. The designation of the award for an undergraduate in Commerce remains the
same.
Award # 04738 - TERASEN Pipelines Inc. Bursary - Terasen Pipelines Inc. offers one bursary of
$1,000 for a student beginning or continuing studies in the area of science, engineering or
technology at the University of British Columbia. The award is made to a student who resides in
areas along the route of the Terasen pipeline.
How amended? The donor has requested the award be changed from a scholarship to a bursary
and that all references to Trans Mountain be deleted.
