Thursday, October 5th, 1939
A special meeting of the Senate of The University
of British Columbia was held on Thursday, October 5th,
1939, at 8:00 p.m., in the Board and Senate Room.
Present:  President L. S. Klinck (in the Chair),
Dean F. M. Clement, Dean J. N. Finlayson, Dean D.
Buchanan, Dr. Blythe Eagles, Dr. D. G. Laird, Dr. M. Y.
Williams, Mr. A. E. Finlay, Mr. F. H. Soward, Mr. J. N.
Harvey, Dr. Evlyn F. Farris, Mr. A. R. Lord, Mr. William
Morgan, Mr. H. T. Logan, Miss K. L. Bollert, Dr. G. G.
Sedgewick, Dr. W. N. Sage, Dr. H. V. Warren, Mr. A. E.
Lord, Miss A. B. Jamieson, Dr. J. F. Walker, The Most
Rev. A. U. de Pencier and Mr. J. N. Burnett.
The Secretary read the call of the meeting:
"A special meeting of the Senate of The
University of British Columbia will be held
on Thursday, October 5th, 1939, at 8:00
p.m., in the Board and Senate Room.
AGENDA:
Election of Three Representatives of
Senate on the Board of Governors.
Stanley W. Mathews,
Secretary
Expressions of regret at their inability to attend
the meeting were received from Mr. H. N. MacCorkindale,
Mr. Sherwood Lett, Miss Isobel Harvey and Dr. C. A. H.
Wright.
Election of Three Representatives of Senate
on the Board of Governors
The Secretary read the sections of the University
Act pertaining to the election of representatives to the 730
Thursday, October 5th, 1939
Board of Governors.
Correspondence with the University Solicitor in
reference to the questions raised at the meeting of
August 25th, 1939, regarding the election of representatives and a memorandum of the President based on an
interview with the University Solicitor were read.
The following nominations were received:
Mr. Sherwood Lett  - nominated by Mr. A. E. Lord
Dr. Evlyn F. Farris- nominated by Dean F. M.
Clement.
Miss A. B. Jamieson- nominated by Dean D.
Buchanan.
Mr. H. T. Logan    - nominated by Dr. J. F.
Walker.
Mr. A. E. Lord)
Mr. Burnett   ) That nominations close.
Carried
'Dean Finlayson and Mr. Harvey were appointed to
act as Scrutineers.
The Scrutineers reported that twenty-two ballots
had been cast, and that the following had been elected:
Mr. Sherwood Lett
Miss A. B. Jamieson
Dr. Evlyn F. Farris.
It was agreed by the members of Senate present
that the following items be considered:
(i) Report of Committee to consider the Establishment of a Department of Physical Education.
(ii) Corrections or amendments in the "Requirements
for University Entrance". 731.

(iii) Subjects for Junior Matriculation Scholarships
Report of Committee to Consider the Establishment
of a Department of Physical Education
The Secretary read the report, copies of which had
been mailed to the members of Senate.

Mr.   Soward )   That   the   report   of   the
Committee   be   adopted.
Carried
The report as adopted was as follows:
The Committee had before it for consideration
the reports of the various faculties dealing with
the establishment of a Department of Physical
Educat ion.
After considering these reports the following
resolution was formally adopted as the report of
the Committee to Senate:
That the Special Senate Committee to consider
the establishment of a Department of Physical
Education, having considered the reports of
the three faculties dealing with the establishment of such a department, recommends as
follows:
(a) That vigorous efforts be made in the
Session 1939-40 to improve the gymnasium
and stadium facilities in order to strengthen the existing voluntary program of
physical education.
(b)
(c)
That as soon as possible thereafter a
Department of Health and Physical Education be established. 732.

Dean Buchanan presented, as corrections or amendments in the "Requirements for University Entrance",
a recommendation of the High School Accrediting Board
that the sections on "Accreditation" and "Compensation",
as given on Pages 5 and 6, be changed to read as
fellows,-
ACCREDITATION
1. All Public High Schools of the Province may
certify the standing (A or B or C or C plus
or C minus) attained by candidates on the
subjects of Group II of the Optional Courses
and on Health VI and Physical Education of
the Required Courses.
2. All Accredited High Schools may recommend
standing on the subjects of the Required
Courses and Group I of the Optional Courses.
3. For standing in the subjects A, B, C, D, E,
of the Required Courses and Group I of the
Optional Courses a minimum of C plus will in
general be required.  In the cases, however,
of candidates recommended in any one year in
two or more of these subjects grades of C and
C minus will be accepted provided these
grades are compensated by higher grades as
outlined below.
COMPENSATION
Compensation will be determined as follows:
1. The letter grades will be assigned the
numerical values
A * +2, B « +1, C+ = 0, C - -1, C" « -2.
2. The algebraic sum of all the values of a
candidate's grades must not be negative.
3. This section is deleted.
These amendments had been approved by the Faculties 733.

of Arts and Science and Applied Science, and Dean
Clement, on behalf of the Faculty of Agriculture, concurred in their adoption.

Mr. Soward   ) That these amendments be
approved.

The following recommendation, prepared by a special
committee appointed by the Superintendent of Education
to look into the question of the subjects for Junior
Matriculation Scholarships, was presented by Dean
Buchanan,-
That candidates who complete the University
Entrance requirements as set forth on Pages
4 and 5 of the "Requirements for University
Entrance" will be awarded scholarships on the
basis of marks obtained in
English VI.
Mathematics VI.
and three of the following:
Social Studies V.
General Science V.
Latin III., French III., German III.
German A., Greek I.
Geography II.
Home Economics (A) III., or Home Economics
(B) III., or Home Economics (CC) III.
Industrial Arts (A) III., or Industrial
Arts (B) III.
Chemistry I., Physics I., Biology I., and
any Senior Matriculation course or courses
except English and Mathematics,
Provided, however, that no candidate for a scholarship shall offer more than one of the Special
Sciences (Chemistry I., Physics I., Biology I.)
with General Science V., nor German A. with German
III . 734.

This recommendation had been approved by the
Faculties of Arts and Science and Applied Science, and
Dean Clement, on behalf of the Faculty of Agriculture,
concurred in its adoption.
