The Fifth regular meeting of the Senate of The University of
British Columbia for the Session 1972-73 was continued on Wednesday,
January 24, 1973, at 8.00 p.m. in the Board and Senate Room,
Administration Building.

The Chairman explained that the meeting had been called in order
to discuss items which it had not been possible to deal with at the
January 17, 1973 meeting. 5759.

Report on the Status of Women at The University of British Columbia
Before continuing with discussion of the reports of committees of
Senate, the Chairman stated that a copy of a Report on the Status of
Women at The University of British Columbia would be mailed to each
member of Senate for information.

Dr. Norris presented the report.  The committee noted that a
large number of courses were being added to the curriculum whereas
comparatively few were being deleted.  It was felt that since
decreasing enrolment would entail budget restrictions Deans and
Department Heads should be urged to pay more attention to the deletion
of courses.

Approval of two new courses, Applied Science 160 and 260 was
postponed pending consultations between the Deans of Arts and
Applied Science, and between the Dean of Arts and the Heads of
the Departments of English, Economics, Anthropology and Sociology,
Geography, History and other interested departments concerning the
staffing and design of these courses.
It was agreed to postpone approval of a recommendation to
delete English 150 as a compulsory course in the Faculty of
Applied Science pending consultations among the Dean of Applied
Science, the Dean of Arts and the Head of the Department of
English.  It was also agreed to postpone approval of proposed
changes in electives and core courses dependent upon introduction
of Applied Science 160 and 260 in the First and Second Years of
the Departments of Agricultural Engineering, Chemical Engineering,
Civil Engineering, Electrical Engineering, Mechanical Engineering,
Metallurgy, Mineral Engineering and Engineering Physics, pending
the resolution of problems relating to Applied Science 160 and 260.
Approval of a proposed change in description, hours and unit
value of Geology 150 was also postponed.

Departmental status for Medical Genetics
Dr. Levy presented the report. The committee had reviewed
the material circulated to Senate for the December 13, 1972 meeting
and concluded that:-
a) a sufficient body of knowledge exists to justify departmental
status;
b) the body of knowledge is sufficiently separate from that of
the previous parent department to justify departmental status;
and
c) the discipline in terms of student programmes and research
productivity will be better served by departmental status. 5768.

Faculty of Education
It was explained in the report that the proposal consisted
of the following:
(i)   A major in the Secondary Division
(ii)  A concentration in the Secondary Division
(iii) An academic major in the Elementary Division
It was further explained that a concentration in the Secondary
Division of the Faculty of Education usually consists of 9 - 12
units of senior academic course work; the major in the Secondary
Division 15 units of senior academic course work, and an academic
major in the Elementary Division 9 units of senior level course

Two new majors and a concentration in Canadian Studies in the
Faculty of Education  (continued)
The chief intent of the proposal seemed to be to give an
opportunity to students to develop an academic background with
a region or a culture as an organizing focus rather than a single
discipline.  The committee believed that such a focus was
appropriate for the Elementary Division major and the Secondary
Division concentration, but that the proposed major in the
Secondary Division lacked sufficient academic depth.
(ii)  A concentration in the Secondary Division

Academic Year 1973-74
A draft of the section of the Academic Year for inclusion in the
General Information section of the Calendar had been circulated. The
Chairman suggested that the Registrar be informed of any possible
amendments immediately.
Report on Registration 1972-73
The report on registration for 1972-73 was circulated for
information.  Total enrolment for the Winter Session was 19,166 compared
to 19,826 in 1971-72.
Other Business
Education 380
The Chairman of the Curriculum Committee drew attention to the
fact that Education 380, which had been approved by Senate at the
December 13, 1972 meeting, had not been approved by the Faculty of
Education.  It was agreed that the matter should be clarified before
the February meeting of Senate.
Faculty of Medicine - Clinical Clerkship
Proposed changes in the scheduling of the Clinical Clerkship had
been circulated.  Dr. Webber explained that a minor modification had
been made by lengthening the clerkship to 54 weeks. He stated, however,
that a review would probably be made after a year's operation.

Report on Registration 1972-73
In reply to a query the Registrar stated that a breakdown of the
enrolment figures to include part-time students could be provided.
Faculty of Education - Summer Session Regulations
At the June 7, 1972 meeting of Senate the Faculty of Education
had submitted a resolution to remove the restriction of 6 units from
the Summer Session regulations.  The resolution was then withdrawn at
the December 13, 1972 meeting.  In reply to a query it was stated that
permission to take more than 6 units was given under special
circumstances.  The Chairman suggested that the matter be discussed
further after receiving information from the Registrar concerning how
many exceptional cases there had been in the 1972 Summer Session.

Dr. W. D. Young gave notice of the following motion:-

Other Business
Notice of motion  (continued)
The Chairman stated that in accordance with the Universities Act,
the question of appointments and tenure was decided by the Board of
Governors and this question did not appear to be within the purview of
Senate.
The Chairman of the Committee on the Universities Act stated that
this subject would be dealt with by that committee and therefore Senate
would have an opportunity to discuss the matter when the committee
presented its report to Senate.
Dr. Young withdrew the motion pending the report of the Committee
on the Universities Act.
In reply to a query it was confirmed that the committee would also
be examining the section of the Universities Act dealing with the
powers of Senate.
The meeting adjourned at 10.15 p.m.
The next regular meeting of Senate will be held on Wednesday,
February 21, 1973.

Changes concerning Examinations and Advancement:-
(1) A full-time winter session student must take a minimum of 15
units in-session course work each year, including all the
required core courses. The maximum in-session course load
normally is 18 units.
(2) Standing and awards will be based, where applicable, on the
average mark of 15 in-session units of course work chosen
in a manner most advantageous to the student, but including
all the required courses.
(3) Honours standing on graduation will be granted to those
students who obtain First Class standing in the final year and
who have obtained at least 75 per cent with no supplementals
in both of the preceding two years.
(4) No student shall advance to a higher year if he has more than
3 units of core courses or 4 units in total outstanding. 5787.
