The fourth regular meeting of the Senate of The
University of British Columbia for the Session 1940-41
was held on Wednesday, May 14th, 1941, at 9:00 a.m., in
the Board and Senate Room.
Present:  President L. S. Klinck (in the Chair),
Dean F. M. Clement, Dean J. N. Finlayson, Dean D.
Buchanan, Dr. Blythe Eagles, Dr. D. G. Laird, Dr. M. Y.
Williams, Mr. A. H. Finlay, Mr. F. H. Soward, Mr. Lemuel
Robertson, Mr. H. N. MacCorkindale, Mr. J. N. Harvey,
Dr. Evlyn F. Farris, Mr. A. R. Lord, Mr. P. H. Elliott,

Calendar for 1941-42
Approved, subject to it being possible to provide the necessary laboratory accommodation and
equipment; and provided further, that the
proposed changes do not entail additional
appointments to the teaching staff provision
for which cannot be made in the Budget.
The David Bolocan Memorial Prize
Approved.
Course in Radio Mechanics
For the information of the Senate a letter was
received from the Board of Governors relative
to a proposed course in Radio Mechanics.
Authorization had been given by the Board to
conduct a special course in accordance with
arrangements made by the Department of National
Defence.  Details of the work had been arranged
by correspondence between Colonel R. D. Harkness
and Dr. G. M. Shrum.

Wednesday, May 14th, 1941.
Mr. Soward expressed appreciation of the assistance
given his Committee in the preparation of the report,
and mentioned especially the excellent work which Miss
Johnston of the Registrar's Office had rendered for
several years.
Dean Buchanan presented the results of the 3rd,
2nd and 1st years in Arts and Science, including those
of Victoria College.  The results were received for
information.

Course diploma be granted to
the candidates recommended
in the report; and that the
report be submitted to the
Department of Education,
Victoria.

Attention was called to certain results that were
being withheld pending completion of the required
military training, particularly to the case of two
students who had otherwise qualified for a degree.

A communication was received from the Faculty of
Arts and Science referring to the Senate a recommendation, which had been presented by the Heads of the
Departments of Biology and Botany and of Zoology, that 829

the I.O.D.E. Scott Memorial Scholarship be awarded to
Mr. Ian Donald Matheson.
It was noted that the scholarship was no longer
listed in the Calendar as being awarded or announced by
the University.

Mr. Harvey   ) That, provided arrangements,
satisfactory to the Senate and
the Board of Governors, can be
made with respect to the deed
of gift and terms of award,
the I.O.D.E. Scott Memorial
Scholarship for this year be
awarded to Mr. Ian D. Matheson.

For the information of Senate, a list of the High
Schools that had been accredited for the University
Entrance Examinations for 1941 was received from the
High School Accrediting Committee.  It was noted that
the list included two private schools.
Reports of Committees
On Proposed Changes in the Curriculum in the
Faoulty of Applied Science
A letter was received from the Committee under date
of February 28th, stating that it had been decided to
postpone consideration of the proposed changes in the
curricula of the 2nd and 3rd years of the Faculty of
Applied Science, and that the University Calendar for
1941-42 should not contain any reference to these 8 30

proposed changes.
The report was received for information.
On Proposed Change In the University Act in
reference to the Election of Representatives
of Senate on the Board of Governors
The Committee presented a report embodying the
following resolution,-
Whereas this Senate is of the opinion that
a better continuity of policy would be attained
if those members of Senate elected to the
Board of Governors were to retire in successive
years rather than all at one time as is the
case at present;
THEREFORE BE IT RESOLVED that this Senate
recommend to the Minister of Education that
he take the necessary steps to have the University Act amended to provide:
That at the first election of members of
Senate to the Board of Governors following
the expiration of the term of office of those
now serving as representatives, such members
shall serve for the following terms:
The member receiving the highest number of
votes at such election shall continue in
office for a term of three years;
The member receiving the second highest
number of votes shall continue in office for
a term of two years;
The member receiving the third highest
number of votes shall continue in office for
a term of one year.
In each succeeding year as and when any
vacancy occurs through the expiration of time,
the Senate shall elect a member to fill such
vacancy, and the member so elected shall continue in office for a full term of three years. 8 31

A letter was received from the Most Rev. Archbishop
Duke, under date of April 8th, 1941, presenting again a
request for the affiliation of a Roman Catholic College
at the University.
Reference was made by the Chairman, Dean Buchanan,
and Dean Finlayson, to meetings which had been attended
by representatives of the Government, the University
and the Roman Catholics.

Dr. Walker) That the Chair be empowered to
appoint a Committee,
(1) To investigate the matter
arising out of the request for
the affiliation of a Roman
Catholic College at the University and to receive representations from any organizations,
(2) To have authority to refer
the matter to the Faculties,
and
(3) To present a complete report
to Senate.

The Chairman expressed to the members of Senate
appreciation for their co-operation during the year,
and also for the excellent work of the Committees in 8 32

He also expressed to the Secretary, Mr. Stanley W.
Mathews, who was retiring after twenty years of service,
the appreciation of the Senate for the faithfulness and
efficiency he had displayed in the exercise of his
duties.
To the good wishes of Senate for many happy years
in retirement, Mr. Mathews replied expressing his thanks
and also the pleasure and satisfaction which his years
of association in the University had afforded him.
The meeting adjourned.
