Tuesday, April 5th, 1932.
An adjourned meeting of the Senate of The University
of British Columbia was held on Tuesday, April 5th, 1932,
at 8:00 p.m., in the Board and Senate Room.
Present: President L. S. Klinck (in the Chair),
Chancellor R. E. McKechnie, Dean F. M. Clement, Dean R. W.
Brock, Dean D. Buchanan, Mr. E. A. Lloyd, Dr. G. G. Moe,
Dr. H. Vickers, Mr. J. M. Turnbull, Mr. H. F. Angus,
Dr. A. H. Hutchinson, Mr. J. N. Harvey, Dr. F. P. Patterson, Mr. E. C. Hayward, Mr. G. W. Clark, Mr. P. H. Elliott,
Rev. Dr. J. G. Brown, Rev. Dr. W. H. Vanoe, His Honour

Allocation of the Estimated Revenues for the
fiscal year 1932-53

Judge Howay) That the communication be received
and filed.
Mr. Angus  )
Dr. Burnett) That Senate assures the Board of its
wish to co-operate in the carrying
out successfully of the budget
policy for the ensuing year and
wishes to support the request which
it understands the Board is making
at Victoria for funds to cover
A  letter was   received  from Dr.   E.   B.   Paul,   of
Victoria,   stating  that  he  would be  pleased   to   accept   the
Honorary  Degree   of  LL.D.   at   the  Congregation   in May,  and
expressing  his   appreciation   to   Senate. 215.

Mr. Atkinson) That the letter be received and
A letter from the Hon. H. H. Stevens, Minister of
Trade and Commerce, was read, in which he expressed his
appreciation of the action of Senate in authorizing the
conferring upon him of the Honorary Degree of LL.D., and
stated that he would be present at the May Congregation
to receive the degree.

Mr. Atkinson) That the communication be
received and filed.
A communication from the Graduate Nurses'
Association of British Columbia, urging the continuance
of   the   Department   of   Nursing and  Health,   was   read.
Dr. Burnett )
Dean Brock  ) That the letter be received and
Resolution of want of confidence in the President
The President stated that as this was a matter which
concerned him, some one else should take the Chair.
Dr. Brown)
Mr. Soott) That the Chancellor take the Chair.
The   Secretary   read   the   resolution,   presented  at
the   last  meeting  of   Senate,- 214.
Tuesday, April 5th, 1952.
"Mr. Lett   )
Dr. Burnett) RESOLVED that Senate regrets that it
has lost confidence in the President
of the University, and feels that the
best interests of the University
cannot be served under his leadership, and that a copy of this
resolution be communicated to the
Board of Governors."
The suggestion was made that the resolution be
withdrawn, but the mover and seconder declined to do this.
In amendment:
Judge Howay )
Dr. Vickers ) That the original motion be amended
by inserting "formulating charges on
which the same is based and that its
mover and seconder be requested to
frame the same."
The question was raised as to whether this amendment
was in order.
Judge Howay rose to a point of order that the whole
discussion was out of order inasmuch as the motion of
want of confidence did not carry with it the grounds on
which it was based.
The Chairman ruled the amendment out of order.
Judge Howay claimed that the original motion was
out of order in that it did not contain the grounds of
the action; the charges upon which it is based were
essential in any vote of want of confidence.
The Chair sustained Judge Howay's objection.
Dr. Vance appealed against the decision of the
Chair and asked that it be put to the test in the Senate. 215.
Tuesday, April 5th, 1952.
The ruling of the Chair was not upheld.
The Chairman declared the motion in order.
In amendment:
Judge Howay)
Dr. Brown  ) That the further consideration of
this motion be deferred until the
grounds upon which it is being
made are set out in writing.
The original motion was put to vote and carried -
Yeas - 18;  Nays - 7.
Dr.   Farris  asked   that   her   vote   against  the   motion
be   recorded.
Judge   Howay asked   that   the   vote   as   taken  be   recorded
for  submission to   the  Board   of  Governors.
The   President  resumed   the   chairmanship.
Supplementary  report  of   Committee   to   consider  Resolution
of   the  Board   of   Governors   re  Allocation   of  University
Funds.     President's  Memorandum.	
Dr. Killam )
Dr. Burnett) That the supplementary report lie
on the table until such time as
Senate calls for it.
In amendment:
Dr. Brown)
Dr. Moe  ) That discussion of the supplementary
report be deferred to a week from
tomorrow night.
Amendment lost.
The motion was put to vote, and carried. 216.
Tuesday, April 5th, 1952,
Dr. Brown wished his protest recorded against the
action of Senate as he was of opinion that the supplementary report should have been considered before the
want of confidence motion.

Mr.   Harvey)   That   the   President's   memorandum  as
corrected be   tabled and  that  a  copy
of  the   corrections  be   sent   to
members   of   Senate.
Judge   Howay)
Dr.   Vance      )   That  we   adjourn.
