Tuesday, September 2nd, 1919.
335 A Special Meeting of the Senate of the University of British
Columbia was held in the Board Room, on Tuesday, September 2nd, 1919,
at 8 p.m.
336 "      Present: The President, in the Chair; the Chancellor,
Mr. Gordon, Mr. Burns, Mr. Turnbull, Mr. McLean, Principal Vance,
Mr. Argue, Mr. Robertson, Miss Jamieson, Mr. Paul, Dr. Ashton,
Dr. Mcintosh, Mr. Clement, Dr. Clay, Dr. Brydone-Jack, Mr. Killam
and the Secretary.
The meeting was called by the Chancellor to consider
1. The addition of Spanish and Logic to the optional
subjects of the First Year in Arts.
2. The report of the special Committee of Senate,
appointed at its meeting of April 2nd, to confer with the Principals
of the Victoria, Oak Bay and Esquimalt High Schools.
337 The question of admitting newspaper reporters was submitted
by the President.

Mr. Paul     j That a committee of two,to be known as
Press Conmittee be appointed to furnish
the newspapers with such items of news as
would be considered fit and proper to
hand out to the public.
Mr. Gordon )
Dr. Mcintosh) Moved in amendment that the press be given
access to our meetings.
The amendment carried by a vote of nine to three.
338 The following opinion of Faculty with regard to the first
item of the agenda was presented by the Actings-Registrar, Mr. Robertson.
"That Faculty does not feel able to add Spanish and Logic
to its list of First Year options during the present year, (107)
and that the whole matter of the First Year course will be
under the consideration of Faculty this autumn."
A letter from Mr. Boving regretting his inability to attend
and expressing his views on the questions to be considered, was
submitted.
The Chancellor intimated that Mr. Justice Murphy was in
the building and would, if the Senate wished, present the case of
the Ladies of the Sacred Heart who were making the application.
Mr. Justice Murphy was accordingly asked to attend. He set forth
the consideratiore which seemed to make the admission of these options
desirable.
The questions was then discussed and it was moved

Mr. Robertson ) That the addition of Spanish and Logic
to the optional subjects of the First
Year in Arts be referred to Faculty for
report to Senate.
Mr. Killam   )
h The Chancellor ) An amendment, which amendment is an
addition to the original motion, that for
the present year, while Faculty is
arranging the First Year of the Arts
course, we accept either Spanish or Logic
in place of either Mathematics or Physics
in Senior Matriculation.
The amendment carried by a vote of nine to four.
339 The Acting-Registrar reported the action of Faculty with
regard to the second item of the agenda. The report follows:
"At a meeting held this afternoon, the Faculty considered
the report of the Committee of Senate appointed at its meeting
of April 2nd to confer with the Principals of the Victoria,
Oak Bay and Esquimalt High Schools. The following resolution
was offered and voted down by a majority of eleven to nine.
"   'That the Faculty is of opinion that it would be
detrimental to educational progress in the
Province to have the work of the first two
years of the University given elsewhere than
at the University proper.'   " (108)
The report of the Committee embodied in the following
resolution was presented by Mr. Killam, the Chairman:
"That Victoria High School be accepted as a College in
affiliation with the University of British Columbia in
the work of the first two years in Arts under the same
conditions governing the courses allowed, and the holding
of examinations, as obtained when McGill University had
an affiliated college in Victoria."
Mr. Killam)
Mr. Paul ) That this resolution be accepted.
In presenting the report, Mr. Killam mentioned some of the
facts which influenced the Committee in making its recommendations.
fhese were supplemented by Mr. Burns and Mr. Paul, who were also
members of the committee. Other members expressed opinions pro
and con. It was suggested by Principal Vance that a division of
the resolution would meet the objections raised, to which Mr.
Killam and Mr. Paul agreed.
"That Victoria High School be accepted as a college in
affiliation with the University of British Columbia in
the work of the first two years in Arts."
Carried.
Mr. Robertson)
Dr. Ashton  ) As an amendment to repla6e second part
of resolution.
"And that the conditions under which such affiliation
shall be enjoyed, shall be determined as to curriculum,
examinations, staff and equipment by this University.

Prinoipal Vance)
Mr. Argue     ) That a committee consisting of the
President, Dean Robinson, Mr. Robertson,
Mr. Burns and Mr. Paul be appointed for
the purpose of working out the details
under which such affiliation shall be
enjoyed.
