Wednesday, December 20th, 1939,
The second regular meeting of the Senate of The
University of British Columbia for the Session 1939-40
was held on Wednesday, December 20th, 1939, at 8:00 p.m.,
in the Board and Senate Room.
Present:  President L. S. Klinck (in the Chair),
Dean F. M. Clement, Dean J. N. Finlayson, Dean D.
Buchanan, Dr. Blythe Eagles, Dr. M. Y. Williams, Mr.
F. H. Soward, Mr. J. N. Harvey, Mr. A. R. Lord, Rev. Dr.
H. R. Trumpour, Mr. H. T. Logan, Dr. G. G. Sedgewick,
Dr. W. N. Sage, Dr. P. A. Boving, Dr. H. V. Warren, Mr.
A. E. Lord, Miss Isobel Harvey, Dr. J. F. Walker, The
Most Rev. A. U. de Pencier and Dr. C. A. H. Wright.
Expressions of regret at their inability to attend
the meeting were received from Mr. H. N. MacCorkindale,
Dr.Evlyn F. Farris, Miss A. B. Jamieson, Mr. A. H. Finlay, Miss M. L. Bollert, Mr. Sherwood Lett and Dr.
D. G. Laird.

- Approved.
Frances Willard Prize.  Offer of the Woman's
Christian Temperance Union of British Columbia
- Approved.
Organization of a Department of Agricultural
Economics - Approved.
From the Faculty Council
A communication was received from the Faculty
Council under date of November 28th, relative to proposed changes in the constitution of the University
Council on Athletics and Physical Education - Men's
Athletic Directorate section - which had been approved
by the Faculty Council.  The letter was received for
information.
From the Faculty of Arts and Science
Courses for the Summer Session 1940
A list of the courses to be given in the Summer
Session of 1940 was presented.
In this connection a letter was received from the
Board of Governors approving of the suggested courses,
subject to the acceptance by Senate of the Faculty's 752.

Question of the Admission of Graduates in
Home Economics to the Teacher Training Course
A communication was received from the Faculty of
Arts and Science stating that the question of the
admission to the Teacher Training Course of graduates in
Home Economics from the Universities of Manitoba, Saskatchewan and Alberta, had been considered by the Faculty,
The Faculty recommended that students from British
Columbia who are graduates of Manitoba, Saskatchewan or
Alberta in Home Economics be admitted to the Teacher
Training Course on the same basis as other students.

of approved universities in
Home Economics be admitted to
the Teacher Training Course on
the same basis as other students .

The Standing of Bent Gestur Sivertz
A letter from the Faculty of Arts and Science was
read in reference to the standing of Bent Gestur Sivertz
who, as a Naval Reserve man, had been called to active
service.  Mr. Sivertz, it was stated, needed only four
more units to complete his course for the B.A. degree, 753.

and had been taking eighteen units during the Fall Term
to complete his course for the B.A. degree and for credit
towards the Academic Teacher's Certificate.
The Faculty recommended:
That Mr. Sivertz, having been called up for
Naval Service, be given equivalent credit
for the half-session work taken in the Autumn
Term.
That Mr. Sivertz be recommended to Senate
for the B.A. degree.

Mr. A. E. Lord) That the recommendation be
approved, and that Mr. Sivertz
be granted the B.A. degree.

Request for Academic Credit for Teacher Training
Courses given at the Provincial Normal Schools
and at the Summer School of Education
In reference to a request, received from the Superintendent of Education, that academic credit in the
Second, Third and Fourth Years be granted for certain
Teacher Training courses given at the Provincial Normal
Schools and in the Summer School of Education, the
Faculty of Arts and Science presented the following
resolution which had been passed at a meeting on December
15th,-
WHEREAS it has been the practice of the University of British Columbia in connection with
work taken elsewhere than at the University of
British Columbia to give credit beyond the First
Year only to work completed at an accredited
Junior College or University: 754.

BE IT RESOLVED that the Faculty of Arts and
Science reaffirm its opinion that there should
be no departure from this practice.

Dr. Sage     ) That the recommendation be
approved.

From the Faculty of Applied Science
The B. C. Lumber and Shingle Manufacturers'
Association Prize
Mr. Soward presented the following recommendation
of the Committee on Prizes and Scholarships:
That the offer of the British Columbia Lumber
and Shingle Manufacturers' Association of a
prize be accepted on the following terms,-
The British Columbia Lumber and Shingle
Manufacturers' Association Prize
A prize of the value of $25.00, given for
the Session 1939-40 by the British Columbia
Lumber and Shingle Manufacturers' Association
will be awarded to the student enrolled in the
course, Structural Design 1 (C.E. 9), submitting
the design judged to be the best, of a wooden
roof truss.  The award will be made upon the
recommendation of the Dean of the Faculty of
Applied Science in collaboration with the
Instructor in charge of the course and the
donor.  Applications should be forwarded to
the Registrar not later than January 20th, 1940.
Dean Finlayson, on behalf of the Faculty of Applied
Science, gave approval of the recommendation, which had
not yet been before the Faculty.

The following recommendations for Scholarship
Awards were presented by Mr. Soward:
The University Scholarship In Nursing and Health,
$175.00 - Mary F. Dunfield.
The Britannia Mining and Smelting Company Limited
Scholarship, $250.00 - Alfred G. Lyle.
The Cariboo Gold Quartz Mining Company Scholarship,
$100.00 - Heward W. Little.
The balance of a B'nai B'rith District #4 Hillel
Foundation Scholarship, $62.50 - John E. Breeze.
These recommendations had not yet been before the
Faculty of Applied Science, but on behalf of the Faculty,
Dean Finlayson endorsed the proposed awards.

A report of the Department of University Extension
on the Dominion-Provincial Youth Training Programme,
Rural Occupational Schools, British Columbia, for the
period, September 1st, 1938 to May 31st, 1939, was received.  Copies of the report had been sent to the
members of Senate.

and filed.

A letter from Mr. Hugh E. Arnold, of the Royal
Empire Society, London, addressed to the President,
t 756.
Wednesday, December 20th, 1939.
suggesting that the University of British Columbia
consider the question of the granting of the honorary
degree of M.A., was read.
It was agreed that the matter be left to the Chair.
A letter was received from the Most Reverend W. M.
Duke, Archbishop of Vancouver, under date of December
6th, 1939, in further reference to the request of the
Roman Catholic Archbishop and Bishops of British Columbia
for an affiliated college, which had been considered by
the Senate in December, 1938.

to the Senate Committee
appointed to deal with the
original request.

Mr. A. E. Lord raised the question of the granting
of University credits to men who enlist for war service.

to the Faculties for report
to the Senate at the February
meeting, if possible.

Mr. J. N. Harvey gave notice-of-motion as follows,-
Whereas, in days gone by, misunderstandings arose
between the Board of Governors of the University
and the Senate, largely because of lack of continuity of contact between the two governing boards,
and
Whereas, The Act respecting the University of

Wednesday, December 20th, 1939,
British Columbia was amended (Chapter 299),
having in view the reconstruction of the Board
of Governors of the University so as to include
three members of the Senate, as set out in
Section 25, and

Whereas, Section 30 specifically states, "The
three elective members shall hold office for
three years", and Section 31 further states that
"The elective members shall be eligible for reelection, but no elective member shall hold
office for more than six consecutive years", and
Whereas, the appointment of members of the Board
of Governors is so arranged that not more than
ONE THIRD of its membership expires in any one
year, thereby retaining that continuous knowledge
of the actions of the Board, which would appear
to be advisable also in the Senate's connection
with the Board of Governors and its actions from
time to time,
Changed later to read:
Therefore be it resolved
That the Senate of the University of British
Columbia, In regular session assembled, places
itself on record as favouring an amendment to
"The Act", in principal, as follows:
THAT the first election following the expiration of the term of office of those now serving as the representatives on the Board of
Governors be conducted as follows:
The election to be held by nomination and
ballot,
The candidate receiving the greatest number
of votes shall be declared elected for a
term of three years,
The candidate receiving the second greatest
number of votes shall be declared elected
for a term of two years, and
The candidate receiving the third greatest  ^d
number of votes shall be declared elected
for a term of one year,
members of the Board, with not more than one third
retiring in any one year, whereas, under the present 758.
Wednesday, December 20th, 1939
regulations all continuity of representation
will cease with the retirement of our present
elected members, and the election of a new
group.
Mr. J. N. Harvey, on behalf of the members of
Senate, expressed to the President cordial greetings of
the season, and appreciation of his work.
The Chairman extended to the members of Senate best
wishes for a very happy and prosperous New Year.
The meeting adjourned.
