Wednesday, February 21st, 1954
The third regular meeting of the Senate of The
University of British Columbia for the Session 1955-54
was held on Wednesday, February 21st, 1934, at 8:00 p.m.,
in the Board and Senate Room.
Present: President L. S. Klinck (in the Chair), Dean
F. H. Clement, Dean R. W. Brock, Dean D. Buchanan, Mr.
E. A. Lloyd, Mr. F. A. Wilkin, Dr. H. F. G. Letson, Mr.
H. F. Angus, Dr. A. H. Hutchinson, Mr. H. C. Holmes, Mr.
H. N. MacCorkindale, Mr. G. W. Clark, Mr. P. H. Elliott,
Rev. Dr. J. G. Brown, Rev. Dr. W. H. Vance, Mr. H. T.
Logan, Miss M. L. Bollert, Miss A. B. Jamieson, Mr. A. E.
Lord, Mr. John C. Oliver, Dr. C. Killam and Miss Isobel
Harvey.
Expressions of regret at their inability to be
present at the meeting were received from the Most Reverend A. U. de Pencier, Mr. J. N. Harvey and Mr. Sydney
Anderson.

Dr. Killam) That the minutes of the second
regular meeting of December 20th,
1935, the special meeting of January
5th, 1954, and the special meeting
of February 9th, 1954, be taken as
read, and adopted.

A  letter  was   received  from  the   Board   of   Governors   in
reference   to  the  recommendations   of  Senate   on
Extra-University Teaching -   the Board had  appointed  a
committee   to  study  the   financial   aspects   of   the   recommendations   and  a   joint  meeting  of   this   committee  and   the
Senate   committee   would  be   called  at  an  early  date. 517.

The question as to the time of appointment and the
length of the term of appointment of certain committees
of the Senate was considered, i.e. whether these were
standing committees, or whether appointments thereto
should be made annually or triennially.

Mr.   Lord     )   That   these   committees  be   appointed
annually at  the   first  meeting  of
Senate   in   the   academic year.

The President reported that Mr. B. C. Nicholas, a
member of the Board of Governors and Editor of the
Victoria Times had accepted the invitation to give the
principal address at the Congregation on May 10th.
Attention was drawn to the fact that for a number
of years the University had been unable to provide
accommodation for the parents of graduates who wished to 518.

attend the Spring Congregation, and a memorandum from
the Ceremonies Committee was submitted suggesting the use
of the Gymnasium for the Spring Congregation.

Mr. Elliott) That the plan be tried for one year,
the question to remain open for consideration another year.

From  the   Matriculation  Board  and   the   Faculties
Withdrawal  of  time   limit  on Matriculation   examinations
That   the   regulation   respecting   completion   of
Matriculation within   a   specified   time   (three
years   for  Junior Matriculation  and  four  years
for  Senior  Matriculation)   be   rescinded.

Dr.   Hutchinson)   That   the   recommendation  be
approved.

In  reference   to   the   standing  in  the   Nursing  course   of
Miss Elizabeth Kathleen Connor, whose academic credentials
were accepted at the meeting of Senate on January 5th,-

Mr.   Wilkin)   That  Miss   Connor's  professional   course
in   the   Toronto   General   Hospital   School
for Nurses   be   accepted  as   satisfying
Senate's   requirements   for the  professional   years   of  the   degree   course
in  Nursing.

Report of Committee on Calendar
Mr. Logan presented the report of the Calendar Committee in reference to changes in Junior and Senior
Matriculation requirements, for 1935, including the

following changes proposed by Dr. Willis, Superintendent
of Education:
(a) That a new course in Home Economics to be
called "Home Economics - Combined Course (CO)",
and consisting of a combination of Home Economics "A" and "B", be authorized as a Junior
Matriculation subject and added to the list of
options»
(b) That a new course in "Farm Mechanics" be
authorized for Junior Matriculation as an
alternative for "Wood-turning" in the "High
School Technical Subjects (A)" option.
The courses in Junior and Senior Matriculation History
were being revised by a special committee of University
professors and High School teachers in agreement with
the Superintendent of Education.

Mr. Lord ) That the matter of the revision of the
Junior Matriculation course in History
and its inclusion in the Matriculation
requirements be left in the hands of
the Chairman of Senate, in consultation with the Superintendent of
Education.

progress.

Recognition by  Institutions   in  the   British  Empire
A  report  was   received   from  the   Committee   appointed
to  have   the  University  recognized  by  the   institutions   in
the   British  Empire,-
In reference to the acceptance of the degrees of The
University of British Columbia Dean Brock had written
to Sir Frank Heath, Honourary Director of the Universities Bureau of the British Empire, who had referred
the matter to Mr. Brander, the Secretary.  The Universities Bureau suggested that copies of examination
papers and other information be sent to the Bureau and
that the requests of any particular institutions for
information in reference to The University of British
Columbia be then referred to the Bureau.  It was suggested also that the University resume its membership
in the Bureau.

Dr. Hutchinson, on behalf of the Committee appointed
to report on the Functions of the Co-ordinating Committee
of   the Board   of   Governors   and the  Senate,   reported progress.
The   annual   report   of   the   University   Committee   on
Public  Relations  was presented,   giving  a   statement  of  the
activities   of   the   Committee.

Student  Inter-Faculty Fights
The  following  documents,   copies   of   which   had  been
mailed   to  members   of   Senate,   were   submitted:
Letter from the  Board  of  Governors,   with  copy  of
President's   memorandum  as   approved   by  the   Faculty
Council,   and   report   of   Superintendent   of
Buildings   and   Grounds.
Excerpts   from  the  University  Act  -   re   Disciplinary
Juri sdiction.
Letter  from  the  Faculty  Council  with   report   of
Discipline   Committee   of   the  Alma  Mater  Society.

Mr. Lord ) That the matter be referred to a
small committee to be chosen by the
Chair, to report back to Senate.

A letter was received from the Secretary of McGill
University thanking the Senate for its expressions of
regret and sympathy at the death of Sir Arthur Currie.
