Wednesday, December 21st, 1932
The second regular meeting of the Senate of The
University of British Columbia for the Session 1932-33
was held on Wednesday, December 21st, 1932, at 8:00 p.m.,
in the Board and Senate Room.
Present: President L. S. Klinck (in the Chair), Dean
F. M. Clement, Dean D. Buchanan, Mr. J. M. Turnbull, Mr.
H. F. Angus, Dr. A. H. Hutchinson, Mr. J. Newton Harvey,
Mr. G. W. Clark, Mr. P. H. Elliott, Rev. Dr. J. G. Brown,
Rev. Dr. W. H. Vance, Dr. G. G. Sedgewick, Mr. Sherwood
Lett, Mr. H. T. Logan, Mr. G. W. Scott, Dr. Evlyn F.
Farris, Mrs. Beatrice Wood, Dr. C. Killam, Dr. W. B.
Burnett and Mr. Lyle A. Atkinson.

Dr. Brown ) That the minutes of the first
regular meeting of October 19th,
1932, be taken as read, and adopted.
Expressions   of   regret   at   their   inability   to   be
present   at   the   meeting  were   received   from  the   Most   Rev.
A. U. dePencier and His Honour Judge Swanson.
A  letter  from  the   Board   of   Governors   was   read
giving  approval   to   the   recommendation  of   Senate   that
David  B.   Turner  be   granted  a   Khaki  University  Bursary.
The   sum  of  $100.00  was provided   for   this   purpose.
From the Faculty of Arts and Science
Membership in Faoulty
Recommended that Mr. Howard Falk and Mr*
Frederick Field be appointed, in accordance with Section 1(e) of the Resolution
of Senate of December 15, 1920, as members
of the body in which the administrative
powers of the Faculty of Arts and Scienoe
are vested. 247.

Dean Buchanan)   That   this   recommendation be   approved,
Mr.   Harvey   did  not  vote.
Resolutions   of   Summer   Session  Association
1.     That   arrangements  be   made   for   an  early   issue   of
the   Summer  Session  Calendar,   which   should,   if
possible,   include   the   names   of   the   instructors.
Z.     That  arrangements  be  made   to   have   special
lecturers   address   the   students   at  noon  hour.
3. That   steps  be   taken   to   have   the   Condition No.l
(calendar,  page   81,)   of   the   Pre-requisites   for
the  proposed  extra   reading   course   altered   to
read   as   follows:
To  be   eligible   for   such   courses  a   student
must  have   completed   six units   in  either
Second   or   Third   or  both  years   in  the
4. That   permission be   given   to   students   to   take
the   proposed  new  reading   courses   in   subjects
which are   not   offered   in  Extra-Sessional   or
Summer   Session  classes,   with   the   purpose   of
widening  the   choice   of Majors  and Minors.
Dean  Buchanan  pointed   out   that   resolution  No.3.   was
the   only   one   that   required   Senate   action.

Mr.   Clark )   That  No.3.   be   adopted by  the   Senate.
The attention of Senate was called also to the offer
of the Summer Session Association of a donation of $150
to be devoted to the purchase of apparatus for research
work and $200 for the purchase of Library books for departments offering courses in the Summer Session. 248.

Courses for Summer Session 1933.
A list of the courses suggested for the Summer
Session of 1935 was presented for approval subject to
such adjustments or additions as may be made by the
Director in consultation with the Dean and Heads of the
Departments concerned.

Mr. Angus    ) That the recommendation of the
Faculty be approved.
Reports   of   Committees
Ceremonies Committee
1. Procedure and Programme at the Autumn
2. Gown for recipients of Honorary Degrees.
3. Form of invitation for Congregations.
The Chairman of Senate reported that Professor
Robertson, Chairman of the Ceremonies Committee, felt
that there should be on the Committee a member of
Faculty who is also a member of Senate.  With the
approval of Senate the Chairman suggested that Dr.
Sedgewick be the representative of Senate.  Dr. Sedgewick expressed his willingness to act.
Mr. G. W. Clark called attention to the fact that
there was no specific statement in the calendar in reference to the hood for the Bachelor of Commerce degree.
The Chairman stated that this matter would be called to
the attention of the Ceremonies Committee. 249.
Wednesday,   December   21st,   1932.
To   study   the   academic   training   of  High   School   teachers
in  relation   to   rural   life.
By way   of  an   interim  report   Dean   Clement   stated
that he  had   discussed   the  matter  with   Dr.   Weir,   Head   of
the  Department   of  Education,  and  with  the   special   committee   of   teachers   in   the   Fraser  Valley,   but   that   the
committee  had  not  been formally   convened  as   it  was  deemed
advisable   to  wait until   some   phases   of   the   question  had
been  discussed  by   the  Matriculation Board.
On  Functions   of   the   Co-ordinating  Committee   of   the  Board
of   Governors   and   Senate
A  report  was  presented  giving   a   review   of   the
matters   that  had from   time   to   time   been  before   the   Coordinating  Committee   and   giving   also   a   list   of   some   of
the  powers   and  duties   that  might  be  assigned   to   such   a

referred to the Board of Governors

Application of Alpha Rho Sigma Fraternity for recognition

Mrs. Wood  ) That Alpha Rho Sigma Fraternity be
granted official recognition.

Mr. Harvey) That the name of His Honour Judge
Howay be considered for the Honorary
degree of the University and that
this recommendation be referred to
the Committee on Honorary Degrees.
Carried 250.

Dr. Killam   ) That Senate extend to Judge Howay
its congratulations on his being
chosen for the award of the Tyrrell
IrO-p»e—£4«-r-e-e Medal of the Royal
Society of Canada.
Dean Buchanan drew the attention of Senate to the
Committee on Public Relations which it is proposed to
organize in the University.  An attack on the staff and
students of the University by the representative from
Victoria in the House at Ottawa, which appears in
Hansard, led to the appointment of a committee of the
Faculty of Arts and Science to consider the matter.  The
other Faculties, the Board of Governors and the Alumni
Association appointed representatives for a preliminary
discussion as to procedure.  The proposal that a Corn's
mittee on Public Relations be authorized will come before
* the Board of Governors at the next meeting.  The sug
gestion is that the Committee consist of the President,
a representative of the Board of Governors, a representative of Senate , the three Deans, a representative of
each Faculty, a representative of the Alumni Association
4 and a representative of the student body.

Dr.   Sedgewick)
Dr.   Killam        )   That   the   Secretary  be   directed   to
send  a   letter   to  Mr.   J.   Friend  Day
expressing   the   sympathy  of   Senate
with him  in  his   great  bereavement.
Principal Elliott   of Victoria   College  asked permission
to   withdraw  the  Notice-of-Motion   given  by  him at   the
meeting  of  August   8th,   1932. Agreed.
The   Season's   greetings were  extended by  the   Chairman
to  the  members   of   Senate.
