The Fifth Regular Meeting of the Senate of The University of British
Columbia for the Session 1987-88 was held on Wednesday, January 20, 1988 at

Chairman's remarks and related questions  (continued)
Dr. Elder stated that members of the Department of History had expressed
concern regarding the Library acquisitions budget, and had asked to whom
they should address their concerns since the Senate Budget Committee had not
yet elected a Chairman. Dr. Elder said she was raising their concerns
because the announcement of the tuition fee increase led her to believe that
the budgetary process must be going forward.
In response, Dr. Birch stated that the tuition fee increase is not the
culmination of the budqet process. He explained that, in considerinq
tuition fees, the Executive and the Board of Governors had acted on
quidelines adopted several years aqo in an attempt to maintain tuition fees
as a constant proportion of the University's revenue. This guideline,
reviewed annually, had been adopted for this year, increasing the fees by an
amount equivalent to last year's increase in the operating grant. In
conclusion, he stated that the Senate Budget Committee would be convened
shortly to review the draft guidelines for the actual development of the
budget. However, the culmination of the budget would be after the increase
in the provincial grant had been announced, probably after the beginning of
the fiscal year.
Dr. Elder stated that the Department of History was very anxious that
the Senate Budget Committee, and others, be reminded of the importance of
maintaining the Library acquisitions budget.
Dr. Sobrino asked that if the government were to give the University a
substantial increase in the provincial grant, would it result in a
proportional increase in tuition fees. Dr. Birch responded that that could
be the effect but that the guidelines would continue to be reviewed annually. 9192.

Admissions Committee
Adult Basic Education Provincial Diploma
Dr. Elder presented the following proposal, which had been circulated:
"The education system in British Columbia has offered a program under
the rubric of Adult Basic Education (ABE). This program has had
various names according to such factors as the institution offering
the course; the funding source; and the certification granted. The
program has been offered through the colleges and other provincial
institutions. The major problems that have existed with this program
have included lack of transferability and recognition due to the lack
of a common program, format and nomenclature. The program has been
offered in the colleges under such titles as College Prep,
Pre-College and College Foundation programs. As a result, the
certificates have not been recognized by other institutions
consistently.
Historically, the Universities in British Columbia have recognized
the academic courses as direct equivalents to the senior secondary
counterparts. In most instances, this recognition has permitted
applicants to make up deficiencies in their high school diplomas and
thus qualify for admission.
The new ABE Program is an attempt to standardize a program that will
parallel the Adult Graduation Diploma offered by the secondary
schools and which is accepted for admission to university.
Recommendat ion:
That The University of British Columbia recognize the ABE Provincial
Diploma for admission to the first year of an undergraduate program.
A minimum average of C+ be required based on Algebra, English, a
Science and a language at the Advanced Level and English plus three
academic subjects at the Provincial Level chosen from the following:
Biology, chemistry, physics, geography, history, literature, algebra,
geometry, and Computer Science.
Note: University transfer courses may not be used as part of the ABE
Provincial Diploma for admission to UBC."

Curriculum Committee
Dr. Thompson presented the report on a proposal to offer a B.Sc
program in Aquacultural Science submitted by the Faculties of Agricultural
Sciences and Science, and curriculum proposals from the Faculties of
Agricultural Sciences, Arts, Graduate Studies and Medicine.
Faculties of Agricultural Sciences and Science
The committee recommended approval of a proposal to offer a B.Sc.
program in Aquacultural Science, subject to changes to the Calendar
statement  (see Appendix)
Faculty of Agricultural Sciences
The committee recommended approval, subject to the following changes:
Bio-Resource Engineering - in the description of the second year program
"Humanities Elective (3)" should be changed to "Complementary Studies
(3)", and the footnote should also be changed to read "Complementary
Elective Courses".
Bio-Resource Engineering - in the description of the fourth year program
"Humanities Elective (3)" should be changed to "Complementary Studies
(3)", and the footnote should also be changed to read "Complementary
Elective Courses".
Plant Science - under "Chanqe note on General Prerequisites" - add
Bioloqy 103 after Bioloqy 101 or 102, and reverse the order of the
second and third sentences.
LARC 202 - delete from the description the following words: "Building on
the knowledge and skills learned in earlier studios".
LARC 220 - delete the words: "are examined" in the fourth line of the
description.
LARC 250 - delete the words: "involved in the" in the second line of the

The committee recommended approval, subject to the following chanqes:

The committee recommended approval, subject to the following changes:

640.
Italian 507 - delete "Literature" from title.
Commerce 587 - insert the word "Examining" before "stochastic" in the

There are no changes to Nursing 542, 548, 564, and 574, so these items
should be disregarded. The proposal regarding 599 has been withdrawn by
the School and should also be disregarded.
Physics 515 - In the course description the word "Liaponov" should read
"Lyapunov".
The committee also recommended approval of a proposal to abolish the
M.Sc. program in Psychiatry.
It was explained in the material circulated that a review of the M.Sc.
and Ph.D. programs in Neurosciences had been undertaken and presented to
the Faculty of Graduate Studies in 1985. The recommendation of the
Review Committee that the M.Sc. program in Neurological Science be
abolished was approved by Senate.
The Review Committee had also recommended that the M.Sc. program in
Psychiatry be reviewed after two years. The review had been undertaken
and it was found that there had been no students registered in the
program until September of last year. The Head of the Department of
Psychiatry had, therefore, recommended that the M.Sc. program in
Psychiatry be cancelled.
Faculty of Medicine
The committee recommended approval in principle of proposed revisions to
the lengths of the four academic years in the undergraduate medical
curriculum.

Agricultural Sciences and Science to offer
a B.Sc program in Aquacultural Science,

In response to a query concerning a statement in the Aquacultural
Sciences proposal to the effect that new materials are being donated to
the campus libraries, Dr. Scudder stated that the aquacultural industry
had indicated that they would be providing material.
The motion was put and carried.

Rules and Procedures of Senate
Dr. Spencer gave notice of the following motion:
"That the following be added to the Rules and Procedures of Senate:
The Secretary of Senate shall call the first meeting of each Senate
Committee as soon as possible after the composition of the committees
has been determined, and the committee shall elect a chair at that
meeting."
Mission Statement
Dr. Morrison requested that the President be asked to distribute to
Senate the most recent draft of the Mission Statement, for discussion by
Senate.

B.Sc. Program in Aquacultural Science
Several Faculties cooperate to offer a program of study leading to a B.Sc.
Major degree in Aquacultural Science. This program involves study of the
basic biology of organisms, and relevant aspects of applied aquatic
bioloqy, physical oceanoqraphy, bio-resource engineering and food
science. For additional program information, please consult the Heads of
the Departments of Animal Science or Zoology.
Certain courses in Marine Science are offered by the Western Canadian
Universities (Bamfield) Marine Station on Vancouver Island. Up to 6 units
of their courses may be taken there in the spring or summer period
preceding registration for the Fourth Year. For details, please consult
