Friday, August 29th, 1941.
The fifth regular meeting of the Senate of The University of British Columbia for the Session 1940-41 was
held on Friday, August 2 9th, 1941, at 8:00 p.m., in the
Board and Senate Room.
Present:  President L. S. Klinck (in the Chair),
Dean J. N. Finlayson, Dean D. Buchanan, Dr. Blythe Eagles,
Dr. D. G. Laird, Dr. M. Y. Williams, Mr. L. F. Robertson,
Mr. H. N. MacCorkindale, Mr. J. N. Harvey, Dr. Evlyn F.
Farris, Rev. Dr. J. G. Brown, Rev. Dr. H. R. Trumpour,
Mr. H. T. Logan, Dr. G. G. Sedgewick, Dr. W. N. Sage, Dr.
P. A. Boving, Mr. A. E. Lord, Miss A. B. Jamieson, Miss
Isobel Harvey and Dr. J. F. Walker.
Expressions of regret at their inability to attend
the meeting were received from Dr. H. V. Warren, Dr.
C. A. H. Wright, Mr. F. H. Soward and Dean F. M. Clement.

Sheet and Financial Statements, March 31st, 1941 - was

and filed with the Secretary
for reference by the members of
Senate.

the table and the Board be asked

thereof.

Kelowna Exploration Company Limited Scholarship and Prize
A letter was received from the Board of Governors
stating that, subject to the approval of Senate, the
Board had accepted the offer of the Kelowna Exploration
Company Limited to donate a scholarship of $200.00 and
a prize of $100.00.  The Joint Faculty Committee on
Prizes, Scholarships and Bursaries had recommended the
acceptance of the scholarship and prize, to be described
in the Calendar as follows:
Kelowna Exploration Company Limited Scholarship
For research either in Reduction Metallurgy
or in Physical Metallurgy, the Kelowna Exploration Company Limited offers a scholarship of
$200.00 open to a graduate student in Metallurgy.
Applications should be In the hands of the
Registrar by December 10th.
Recipients must be qualified to undertake 8 35

the research work not only in respect of scholarship and research ability but also in personality
and health.
Kelowna Exploration Company Limited Prize
A prize of $100.00 is offered by the Kelowna
Exploration Company Limited, in the Session 1941-42,
for the student having the highest average marks
in the Fourth Year in the course in Metallurgical
Engineering, and obtaining the recommendation of
the Department of Mining and Metallurgy.

Dr. Williams  ) That Senate accept these offers
and that the thanks of the
Senate be conveyed to the
Kelowna Exploration Company.

Delta Gamma Fraternity Bursary
A letter was received from the Board of Governors
stating that, subject to the approval of Senate, the
Board had accepted the offer of the Delta Gamma Fraternity to provide a bursary of $100.00 for a blind student.
The Joint Faculty Committee on Prizes, Scholarships and
Bursaries had recommended the acceptance of the Bursary
on the following terms,-
Delta Gamma Fraternity Bursary
A bursary of $100.00 will be awarded to a
f blind student requiring financial assistance to
J enable him or her to enter University or to pro
ceed to further studies.
The award will be made by the Senate upon
the recommendation of the Joint Faculty Committee
> on Prizes, Scholarships and Bursaries, acting in
consultation with the Principal of the B. C.
School for the Deaf and Blind, the Superintendent
VJ of the Canadian National Institute for the Blind
•' of Vancouver, and an accredited representative of
Delta Gamma Fraternity.

the  donor be  thanked.

From the Faoulty of Arts and Science
Dean Buchanan reported that it had been arranged
that two additional courses, Beginners' Latin and Latin 5,
be offered in the Summer Session of 1941.
The Faculty of Arts and Science had recommended
that this action be approved.

Dean Finlayson) That the Senate approve the
recommendation of the Faculty
of Arts and Science for the
giving of these courses.
Carried
Dean Finlayson expressed the appreciation of Senate
for this service which Professor Robertson had rendered
gratis.
Results of the Examinations of the Summer Session
Following a statistical summary of results, Mr.
Robertson, the Director, presented the list of candidates recommended for degrees by the Faculty of Arts and
Scienoe.  In addition to the candidates who had completed the requirements for the degree of B.A., the
report included the names of two students who had enlisted with the Royal Canadian Air Force, particulars
in regard to whose standing were supplied by Dean 837
Friday, August 2 9th, 1941.
Buchanan as follows,-

Robert James Shannon, who having completed
six units of work in the Summer Session,
needed only three further units to fulfil
the requirements for the degree of B.A.
Hugh Morrison Campbell, who was required to
report for service in the R.C.A.F. on
August 1st before completing the work of
the Summer Session, and who, in addition,
needed three units to fulfil the requirements for the degree of B.A.

Dean Buchanan) That the degree of B.A. be
conferred upon the students
recommended in the report.

Dean Buchanan) That the degree of B.Com. be
conferred on Chester G. Hayward.

Scholarship Awards
Presented by Mr. Robertson.

respect to the award of Scholarships for Summer Session
students be approved.

Directed Reading Courses for 1941-42
Dean Buchanan presented the recommendation of the
Faculty of Arts and Science that the following Directed
Reading Courses be offered for 1941-42, on the understanding that these courses will not be offered in the
Summer Session 1942:
English 2 - 3 units
History 2 - 3 units
Education 9-3 units or 1^ units 8 38

Mr. Robertson) That these three courses be
approved as the Directed Reading Courses for the Session
1941-42.

A letter was received from the High School and
University Matriculation Board recommending,-
That provision be made for an extra scholarship
of $175.00 to provide awards for both Louis Vincent Holroyd of St. Patrick's Private School and
Geoffrey Vernon Parkinson who tied for second
place in District No. 3, with a percentage of
91.0, in the University Entrance Examinations.

Mr. A. E. Lord) That the matter be referred
to the Board of Governors with
the recommendation of Senate
that the extra scholarship be
provided from the Special
Bursaries Fund.

Election of Three Representatives of Senate
on the Board of Governors
A letter was received from the University Solioitor,
under date of August 2 7th, with respect to the length of
term and eligibility for re-election of the present
representatives of Senate on the Board of Governors.
After discussion, it was agreed to proceed with the
election of the successors of the two representatives of
Senate on the Board of Governors whose term of office
would expire on September 13th, 1941. 839

Mr. H. T. Logan - nominated by Mr. Harvey.

The Secretary was instructed to cast a ballot
electing Mr. A. E. Lord and Mr. H. T. Logan as representatives of Senate on the Board of Governors as from September 13th, 1941.
The question was raised as to the action to be
taken on the Report of the Committee on Proposed Change
in the University Act in reference to the Election of
Representatives of Senate on the Board of Governors.
(This report had been adopted by Senate on May 14th,
1941.)

Dr. Boving   ) That this matter be referred
to the University Solicitor
and Mr. A. E. Lord to make
representations to the Government .

The Report of the President for the Academic Year
ending August 31st, 1940, was received.

and filed.

Friday, August 29th, 1941.
A letter was received from the Women's Canadian
Club of Vanoouver requesting a change in the Calendar
statement of the Vancouver Women's Canadian Club Scholarship in Nursing and Health to prevent the recurrence of
its award being made to a Japanese student.

Mr. Logan ) That the communication be received
and referred to the President and
the Chairman of the Committee on
Prizes and Scholarships to discuss
the matter with the Women's Canadian Club, either in person, or by
appointing a committee.

The following resolutions, passed by the University
Council on Athletics and Physical Education at a special
meeting held on May 22nd to deal with the matter of
Inter-collegiate Sport, were presented:
n 1. That the policy with respect to Intercollegiate Athletics as effective during
the Session 1940-41, namely,-
(1) That all Inter-collegiate Sport be
discontinued for the current academic
year;
(2) That no University teams be entered
in extra-mural league games which
would interfere with military training on Saturday afternoons
be continued for the academic year 1941-42.
2. That, for the academic year 1941-42,
emphasis be placed on Intramural Sports and
Physical Education. a

In connection with, the question of the action to be
taken in regard to the Report of the Committee on Proposed Change in the University Act in reference to the
Election of Representatives of Senate on the Board of
Governors, which had been dealt with, in part, earlier
in the meeting,-

Miss Jamieson) That in the proposed amendment
to the University Act the Dean
of Women be included with the
Deans of the faculties as a
member of Senate.
Carried
Further, in regard to the proposed amendments to
the University Act, Mr. A. E. Lord asked for instructions
in respect of his suggestion that the tenure of office of
one of the members just elected, Mr. Logan, be three
years, and that of the other, Mr. Lord, be two years.

Dr. Brown ) That authorization be given to
the University Solicitor and Mr.
Lord to have this suggestion
included in the list of proposed
amendments.

Dr. Boving expressed the appreciation of the Senate
for the efficient work which Miss Jamieson had done as a
representative of Senate on the Board of Governors for
the past six years.
