Monday, November 14th, 1938
A special meeting of the Senate of The University
of British Columbia was held on Monday, November 14th,
1S38, at 8:00 p.m., in the Board and Senate Room.
Present:  President L. S. Klinck (in the Chair),
Dean J. N. Finlayson, Dean D. Buchanan, Dr. Blythe
Eagles, Dr. D. G. Laird, Dr. M. Y. Williams, Mr. F. H.
Soward, Mr. A. R. Lord, Mr. Wm. Morgan, Rev. Dr. J. G.
Brown, Rev. Dr. H. R. Trumpour, Mr. H. T. Logan, Dr.
G. G. Sedgewick, Mr. Sherwood Lett, Miss M. L. Bollert,
His Honour F. W. Howay, Mr. A. E. Lord, Mr. P. A. Boving,
Dr. Evlyn F. Farris, Miss Isobel Harvey, The Most Rev.
A. U. de Pencier, Mr. Sydney Anderson and Mr. J. N.
Burnett.
Expressions of regret at their inability to attend
the meeting were received from Mr. A. H. Finlay, Mr.
Ira Dilworth and Mr. H. N. MacCorkindale.
The Secretary read the call of the meeting:
"November 1st, 1938.
A Special Meeting of the Senate of The
University of British Columbia will be held
on Monday, November 14th, 1938, at 8:00 p.m.,
in the Board and Senate Room.
AGENDA:
1. Question of the Re-establishment of the
Course in Home Economics.
2. From the Board of Governors
(a) Proposed Amendments to the University
Act in regard to Senate Election Procedure.  Letter from the University
Solicitor.
(b) Request for the Establishment of a
Faculty of Law. >

(c) Request for the Establishment of an
Institute for Research in the Social
Services.
(d) Request for the Establishment of a
Course, or College, of Pharmacy."
It was agreed that item 2 (a) of the agenda be
considered first; and that the following matters, not
included on the agenda, be considered also:
(a) Re-organization of the Committees on Physical
Education and on the Management of the Gymnasium,
(b) Letter from the Monro Pre-Medical Society,
Student Committee, under date of November 14th,
1938, re Pre-Medical Course.
Proposed Amendments to the University Act in
regard to Senate Election Procedure
Letters from the Board of Governors and from the
University Solicitor were received.  The Board had
approved the proposed amendments, and the Solicitor had
submitted them to the Minister of Education.
Re-Organization of the Committees on Physical
Education and on the Management of the Gymnasium
(a) From the Faculty Council - proposed plan approved .
(b) From the Board of Governors - action confirmed.

Faculty Council, and
that the Chair appoint
the representative of
Senate on the University
Council on Athletics and
Physical Education.

Monday, November 14th, 1938.
At the suggestion of the Chairman, it was agreed
that consideration be given to all representations made
regarding the establishment of proposed new Faculties,
Departments or Courses, as submitted by the Board of
Governors, as contained on the agenda, and as subsequently requested in the letter from the Pre-Medical
Society.  It was further suggested that Committees be
appointed to obtain information regarding the courses
requisite for each new Faculty, that the reports of such
committees be submitted to the Senate and the Board of
Governors for information but without recommendation,
and that the Board ascertain the estimated initial cost
and the cost of maintenance for each of the proposed
new faculties and submit this information to Senate.
The Senate, in possession of this information, would
then be In a position to recommend the order of establishment of each of the suggested new faculties which
the Board of Governors, as funds permitted, would be
able to establish.
The following material regarding the questions on
the agenda had been mimeographed and mailed to all
members of the Senate:
