Friday, September 21st, 1945,
A Special Meeting of the Senate of the University of
British Columbia to consider the draft of an Agreement of
Affiliation with Victoria College, was held on Friday,
September 21st, 1945, at 8:00 p.m., in the Board and Senate
Present: President N.A.M. MacKenzie (in the Chair),
Chancellor Hamber, Dean Clement, Dean Buchanan, Dean
Finlayson, Dean Curtis, Dr. Todd, Mr. Gage, Dr. MacLeod,Mr.
Forward, Mr. MacCorkindale, Mr. A.R. Lord, Dr. Ewing, Dr.
Brown, Mrs. Beckett, Mr. Caple, Dean Mawdsley, Dr. Sage,
Dr. Sedgewick, Dr. Walker, Dr. Warren.
Expressions of regret for their inability to be present were received from Dr. A.E.D. Grauer, Dr. C.A.H.Wright,
Mrs. Sally Murphy Creighton, Brigadier Sherwood Lett and
Dr. A.3. Schinbein.
The President reviewed the situation in regard to the
proposed draft of Agreement of Affiliation with Victoria
College and pointed out the necessity of this special meeting of Senate to deal with the matter.
Dean Buchanan stated that Clause 10 (p.4) could be
interpretated as empowering Victoria College to give any
course in any Faculty up to and including the fourth and
fifth years. While it is understood that it is not at the
present time the intention of Victoria College to extend
its work beyond the Second Year of the Faculty of Arts and
Science, at a later date this section might lead to serious

desirability of completing the contract as soon as possible.
Both he and Dr. Ewing, Principal of Victoria College, stated
that the present agreement was drawn up with a view to
setting out in a formal way existing practice, but that
they did not want to commit the College in respect of
future policy ten or twenty years hence.
The President suggested that, in the circumstances,
the objection might be met to the satisfaction of all the
parties concerned by the addition of a Clause 16 providing
for the amendment or termination of the Agreement, or by
an addition to Clause 10 to the effect that this Clause is
intended to cover existing practice.

to the completion of this
Agreement of Affiliation with
Victoria College with the
addition of Clause 16, as
"That this Agreement may be
amended with the consent of
all of the parties after three
months notice, or may be
terminated at the request of
any of the parties after six
months notice".

brought  up  the matter of military training for the Session
1945_46 and the question of compulsory physical education
in  the first two years. 1146

Senate approve in principle that
military training at the University
of British Columbia be on a voluntary

Mr. Caple       ) That for the current year Senate
approve in principle that
physical training, insofar as
practicable, be made compulsory
in the First and Second years.
It was understood  that military training or any form
of organized  sport under proper supervision would be recognized as  fulfilling the requirement  of   compulsory physical
The President   introduced Mr.  George F.   Curtis,  the
Dean of the new Faculty of Law,  who  is ex-officio a member
of Senate.
The meeting adjourned.
