Wednesday, May 3rd, 1939.
A special meeting of the Senate of The University
of British Columbia was held on Wednesday, May 3rd, 1939,
at 8:00 p.m., in the Board and Senate Room.
Present:  President L. S. Klinck (in the Chair),
Dean F. M. Clement, Dean J. N. Finlayson, Dean D.
Buchanan, Dr. Blythe Eagles, Dr. D. G. Laird, Dr. M. Y.
Williams, Mr. A. H. Finlay, Mr. F. H. Soward, Mr. H. N.
MacCorkindale', Mr. J. N. Harvey, Mr. A. R. Lord, Mr.
William Morgan, Rev. Dr. J. G. Brown, Dr. G. G. Sedgewick, Mr. Sherwood Lett and Miss M. L. Bollert.
Expressions of regret at their inability to attend
the meeting were received from Mr. H. T. Logan, Miss
Isobel Harvey and Mr. J. C. Oliver.

From the Board of Governors
Request for the Establishment of a
Department of Physical Education
For the information of Senate a letter from the
Board of Governors under date of March 2nd, 1939, was
read, in reference to the interim report of the Senate
on the question of the establishment of a Department
of Physical Education.  The matter had been laid on the
table until the return of the President.
At the last meeting of the Board of Governors, It
waa stated, the matter had been discussed but action
had been deferred until the final report of the Senate
was received.
The N. Leo Klein Memorial Scholarship
Approved by the Board.
Terms of Award of the Phil Wilson Scholarship
Approved by the Board, subject to the
opinion of the University Solicitor that
the necessary consent has been obtained
from the donors in reference to the
proposed changes in the terms of award.
Offer of the Professional Engineers of
British Columbia to Establish a Wheatley
Memorial Loan Fund
Approved by the Board.
Offer of the Geldart Riadore Bursary by
W. J. H. Dicks
Approved by the Board. 693.

Organization of a Department of Agricultural
Economics
A communication was received from the Faculties of
Arts and Science and Applied Science recommending the
organization of a Department of Agricultural Economics
in the Faculty of Agriculture as proposed by the Faculty
of Agriculture.  In connection with the proposed establishment of this new department it had been noted by the
Faculties that the question was not a financial one but
purely a matter of organization and administration.
Dean Clement presented a memorandum prepared by
the Faculty of Agriculture in reference to the matter.

Dr. Eagles  ) That the reports of the Faculties with respect to the organization of a Department of
Agricultural Economics be referred to a Committee of Senate.

National Research Council - Proposed Changes
in the Terms of Award of the National Research
Council Scholarships and Bursaries
The Secretary stated that the Faculties were not
ready to report on this matter.
From the Faculty of Arts and Science
In reference to the matter of the category
"Completed General Course in Preparation for Honours",
referred to the Faculty by Senate, the Faculty
recommended,-
That students registered for Honours who do
not complete the work for Honours but do
fulfil the requirements for a degree in the
General Course be given standing in the
regular categories for those taking General
Courses.

Dr. Sedgewick) That the recommendation of
the Faculty of Arts and
Science be approved.

Question of the Admission of Graduates in Home
Economics to Teacher Training Course
Dean Buchanan stated that the Faculty was not yet
prepared to make a recommendation, although the matter 695.

was under consideration.
Reports of Committees
On Prizes and Scholarships
Professor Soward, on behalf of the Committee,
presented a report on the matter of the I.O.D.E. Scott
Memorial Scholarship.  The Committee recommended the
inclusion of a new category in the Calendar, namely,-
"Scholarships Announced by the University
but Awarded by Other Institutions".
This section would include the Rhodes Scholarship, the
French Government Scholarship and the I.O.D.E. Scott
Memorial Scholarship.
Mr. Soward  )
Dr. Williams) That this recommendation be
approved.

The Committee recommended that, similarly, a new
category be made in connection with the list of Junior
and Senior Matriculation Scholarships as printed on
the inside of the cover-page of the "Matriculation
Requirements", this category to include the Windermere
District Scholarship.

approved.

On Calendar
Matriculation Requirements for 1940
A communication was received from the Faculties
recommending that the 40-60% rule, which was at present
operative in Junior Matriculation, Senior Matriculation,
First and Second Year Arts and Science, First and
Second Year Agriculture, First and Second Year Nursing,
and partly for admission to Second Year Applied Science,
be abolished, and that the marks required be as follows:
Junior Matriculation
50% in each subject.
Senior Matriculation
50% in each subject.
First and Second Year Arts and Science
50% in each subject.
First and Second Year Agriculture
50% in each subject.
First Year Arts and Science or Senior
Matriculation for Admission to Second
Year Applied Science
50% in English and Language, 60% in
Mathematics, Chemistry, Physics.
First Year Arts and Science or Senior
Matriculation for Admission to Second
Year Nursing
60% in Mathematics, Chemistry,
Biology, 50% in other subjects.
In this connection it was pointed out that the
High School and University Matriculation Board had 697.

recently adopted a resolution that the 40-60% rule be
abolished in both Junior and Senior Matriculation and
that 50% be required in each subject.

Year Arts and Science, Senior

for admission to Second Year
Applied Science - in so far
as French or Latin is concerned -, and that 50% be required as the passing mark.

In connection with the standing required for
admission to Second Year Nursing the question arose as
to the advisability or necessity of raising the standing
required in Mathematics to 60%.
It was agreed that this matter be deferred until
the next meeting to be held on May 10th, when further
information would be submitted with respect to the
recommendation.
Dean Buchanan presented a draft of the proposed
revised Requirements for University Entrance and Senior
Matriculation, with the required subjects and the 698.

options set forth on the basis of "Units" or "Credits",
for information and for discussion.  Particular attention was called to the science courses, both required
and optional, and to the special requirements for
admission to the different faculties and courses in the
University.  Dean Buchanan, who, as a member of the High
School and University Matriculation Board and of the
High School Accrediting Board, had made a very exhaustive
study of the problem, pointed out to Senate several
difficulties which appeared in the draft but which would
be carefully considered by the Accrediting Board.  No
action was taken as the matter would come before Senate
again at its next meeting.
Calendar for 1939-40
Professor Soward, Chairman of the Committee on
Calendar, presented the material for the 1939-40 Calendar, together with a synopsis of this report.  The
following points were especially noted:
The list of Officers and Staff would contain
the names of the regular staff and full-time assistants;
part-time assistants would be listed in a separate section following the list of Officers and Staff.
Limitation of attendance in First Year and in
Second Year Applied Science for the Session 1939-40 had
been waived by the Board of Governors. 699.

Changes in the passing grade, just approved by
Senate, would be included.
The new category, just approved by Senate,
namely, "Scholarships Announced by the University but
Awarded by Other Institutions", would be included.
New Courses, Courses Dropped and Courses Redrafted, were set forth.

Mr. Finlay) That the Calendar for 1939-40
be approved.

To Have the University Recognized by
Institutions in the British Empire
The Committee appointed "to have the University
recognized by Institutions in the British Empire"
reported that the University of Oxford had granted
recognition of our degree of Bachelor of Applied
Science in Chemical Engineering, and that an expression
of the appreciation of the University had been sent to
the University of Oxford and the thanks of the University had been expressed to the Secretary of the Universities Bureau of the British Empire for the help that
he had rendered.
The report was received for information.
On Request for the Establishment of a
Department of Physical Education
Copies of the reports of the Faculty of Agriculture 700.

and of the Faculty of Applied Science had been mailed
to the members of Senate.  (Copies of the report of the
Faculty of Arts and Science and copies of the progress
report of the Senate Committee had been mailed to
members of Senate previously.)

int erim report .

Mr. Harvey) That the progress report of the
Committee be received; and that
the reports of the Faculties of
Agriculture and Applied Science
be submitted to the Committee.

On Regulation in reference to Research Work
Dean Finlayson, Chairman of the Committee, present'
ed the following report of the Committee:
The Committee appointed by Senate to
reconsider the resolution passed by Senate
on March 18, 1931, recommends to Senate
that, in view of the re-constitution of
the governing bodies since the passing of
the resolution, and of the fact that the
moneys available have substantially increased, the resolution of Senate be rescinded.

Dr. Williams  ) That the recommendation of
the Committee be approved.

The Chairman expressed appreciation of the
detailed and careful work done by the various Committees, 701.

particularly that done by Dean Buchanan and Professor
Soward in regard to Matriculation Requirements and
Calendar.
