Array Saturday, November 1, 1969
A special meeting of the Senate of The University of British Columbia
was held on Saturday, November 1, 1969 at 9:00 a.m. in the Board and Senate
Room, Administration Building.

Messages of regret for their inability to attend were received from
Dean G. F. Curtis, Mr. I. F. Greenwood, Dr. M. F. McGregor, Mr. J. R.
Meredith, Dr. I. Ross, Dr. J. D. Spouge, Mr. W. Ferguson.
The topic of discussion was the report of the Senate Committee on
Long-Range Objectives.
The Agenda Committee had recommended that the report be divided into
five parts and that each part be introduced by a member of the Committee,
with the entire Committee acting as a panel.  This procedure was followed.
Dr. W. D. Finn summarized the recommendations on Admissions Policy and
the limitation of enrolment.  This topic was introduced first, as it was
looked upon as a key to the entire report.  The report recommended that Saturday, November 1, 1969
undergraduate enrolment be limited to 22,000 and graduate enrolment to 5,500.
Discussion centred on the advisability of limitation of enrolment and its
effect on other institutions in the Province.
Dr. R. M. Clark reported on the chapter Academic Goals. Three specific
major goals were identified:  to preserve and extend knowledge, to develop
the individual and to serve the needs of society.
Dr. J. M. Norris explained the recommendations on Curriculum, which
he characterized as modest. Most of the recommendations, he reported, were
in the area of approaches and devices rather than in philosophy. Opinions
were expressed on the environment for learning and on the value of good
quality instruction and its reciprocal good quality learning.
Dr. J. R. Mcintosh spoke on the chapter entitled:  "How may the
academic organization of the University be improved?" He reported that
the majority of the committee was opposed to a radical reorganization of
the University and believed that the present organizational framework with
some modification could meet the needs of the University in the foreseeable
future.  This opinion, however, was untenable without restriction on the
growth of the University.
Dr. C. S. Belshaw gave a brief summary of the last chapter of the
report, entitled "What Else?"
Following general discussion the meeting adjourned at noon.
