Wednesday, May 8th, 1940.
The fourth regular meeting of the Senate of The
University of British Columbia for the Session 1939-40 was
held on Wednesday, May 8th, 1940, at 9:00 a.m., in the Board
and Senate Room.
Present: Dean D. Buchanan, Dean F. M. Clement, Dean
J. N. Finlayson, Dr. D. G. Laird, Dr. M. Y. Williams, Mr. A.
H. Finlay, Mr. F. H. Soward, Mr. Lemuel Robertson, Mr. H. N.
MacCorkindale, Mr. J. N. Harvey, Dr. Evlyn F. Farris, Mr. A.
R. Lord, Dr. V. L. Denton, Mr. William Morgan, Mr. P. H.
Elliott, Rev. Dr. H. R. Trumpour, Miss M. L. Bollert, Dr. G.
G. Sedgewick, Dr. W. N. Sage, His Honour F. W. Howay, Dr. H.

Expressions of regret at their inability to attend
the meeting were received from President L. S. Klinck, Mr.
H. T. Logan, Mr. Sherwood Lett, Dr. C. A. H. Wright, Dr.
Blythe Eagles and Miss A. B. Jamieson.
The Chairman extended a welcome to Mr. J. N.Harvey
following his recent illness.

Dr. Williams) That the minutes of the meeting of
February 21st, 1940, be taken as
read, and adopted.

The Chairman made reference to the announcement
concerning the award of certain medals which had appeared in
the morning paper prior to the meeting of Senate at which
the examination results were to be considered.

the Chair to investigate the reasons

The Chairman expressed appreciation to the Faculties,
the Committees and the Registrar's Office staff for the
fine way in which the results had been submitted for the
consideration of Senate.

Dr. Williams ) That the Chair be authorized to
make any necessary corrections in
the reports of the Faculties
regarding examination results.

Requirements for University Entrance and Senior
Matriculation
(a) Special Sciences for Admission to Science Courses
in the University.
Recommendations Of the Joint Committee of representatives of the University and the Provincial Department of
Education appointed to consider the requirements of Special
Sciences for admission to Science courses in the University
were presented, together with a statement of the action
taken by the various Faculties with reference thereto.
After a full discussion on the recommendations and
the action of the Faculties,-

Dr. Sage     ) That the recommendations of the
Joint Committee of representatives
of the University and the Provincial Department of Education be
approved by Senate.

The recommendations, as approved, are as follows:
1. That the following proposal be approved in
principle and that details be left to be
worked out later, 780.
Wednesday, May 8th, 1940.
That for those students proposing to enter the
Faculties of Applied Science or Agriculture or
to take science majors in the Faculty of Arts
and Science, instead of two special sciences
following General Science V, a new 5-credit
course, to be "Physical Sciences", to be provided, consisting of an integration of the
present courses in High School Physics I and
Chemistry I, and designed to give a preparation for Senior Matriculation Chemistry I and
Physics I (formerly Chemistry II and Physics
II, as in Bulletin IX, 1939) and for the
University courses Physics 1 and Chemistry 1.
2. That the courses Physics II and Chemistry II
remain as drafted at present, for the year 1940-41.
J. That Biology continue to be recognized as an
optional High School subject for University
Entrance and Senior Matriculation, and that there
be no change in the designation of Biology I and
II.
(b) Outlines of High School Courses in Chemistry II,
Physics II, Biology II and French IV.
Outlines of the courses in Chemistry II and Physics
II of the High School course and of a "Course in Basic
Biology" designed for First and Second Year students and
Senior Matriculation and recommendations from the Faculties,
were presented, also outlines of the course in French IV
which had been prepared by the Special Committee of representatives of the Provincial Department of Education and
the University.

be approved.

The Faculty of Agriculture recommended that, to meet

the requests of applicants, Agriculture 1 be offered for
credit in the Summer Session.

Faculty of Agriculture be approved
by Senate.

Report of Committee on Question of Affiliation of a College
for Roman Catholic Students
The following resolution was presented by the
Committee:
That the Senate resolve that privileges cannot
be extended to one church college which the
University is not prepared to grant to any other
such college; and that the Senate, therefore,
reiterate its findings as contained in the
resolution of 14 November, 1938, and as generally
expressed in Note 1, page 74, of the University
calendar for 1939-40.

the findings of the
Committee.

Report of the Director of University Extension for the
Academic Year 1938-39.
Copies of the report had been mailed to the members
of Senate.

J. N. Harvey's Notice-of-Motion re proposed change in the
University Act In reference to Senate Elections.

Dr. Farris) That the resolution as given in
the notice-of-motion be referred
to a committee of three to be
appointed by the Chair, and that

the resolution and report at the
next meeting of Senate.

A letter was received from the Democratic Book Club
of Victoria, transmitting a resolution which had been
adopted by the Club relative to the Canadian Student
Assembly.

Dean Clement ) That the resolution be received
and filed; and that the Democratic Book Club be informed that
the Senate appreciates its
interest, and that the Canadian
Student Assembly had already
been re-instated on this campus.
