An adjourned meeting of the Senate of The University of British Columbia was held on Wednesday, February
24th, 1932, at 8:00 p.m., in the Board Room.
Present: President L. S. Klinck (in the Chair),
Dean F. M. Clement, Dean R. W. Brock, Dean D. Buchanan,
Mr. E. A. Lloyd, Dr. G. G. Moe, Dr. H. Vickers, Mr. J. M.
Turnbull, Mr. H. F. Angus, Dr. A. H. Hutchinson, Mr.
J. N. Harvey, Dr. F. P. Patterson, Mr. E. C. Hayward,
Mr. G. W. Clark, Mr. P. H. Elliott, Rev. Dr. J. G. Brown,

reply to the request of Senate that the financial statement of the University should be furnished to the members of Senate stating that inasmuch as this statement
had been filed with the Secretary of Senate for reference, no action had been taken on the resolution of

Proposed   Increase   in  representation  on  Co-ordinating
Committee   of  the  Board   of   Governors  and   the   Senate.

Mr.   Lloyd        )   That   Senate   representation   on   the
Co-ordinating   Committee   of   the
Senate   and   the   Board   of   Governors
be   increased  by   two   members   and
that   it   be   suggested   to   the   Board
of   Governors   that   that   body   increase   its   representation  by  an
equal   number.

That   the   present   members   representing   Senate   on  the   Co-ordinating   Committee   report   to   Senate
as   to   the   functions   which   they
feel   such  a   Committee   might  perform.

The President drew attention to the fact that he
was not present for all the session on Friday evening.
He had withdrawn at the opening of the meeting, in
deference to the wishes of the Committee, in order that
the Deans might be free to express themselves without
embarassment.

MEETINGS:
The first meeting was held on February 17th
when Dr. W. B. Burnett was elected Chairman, and Professor H. F. Angus, Secretary.  Subsequent meetings were
held on Thursday, Friday, Saturday, Monday and Tuesday.
All the members were present at all of the
meetings except Dr. Vickers, who was absent on Monday
and Tuesday.  President Klinck attended the meetings except on Monday evening and Tuesday.
INFORMATION:
The following documents were asked for;
1. Balance sheet and statement of revenue
and expenditure for the year ending
March 31st, 1931.
2. Budget departmental comparative summation for 1931-32.
5.  Estimated net cost of courses in the
Faculty of Arts and Science for 1931^32, 197.

The following additional information was submitted to the Committee:
3. Memoranda prepared by President and Deans
for the special committee of the Board
of Governors.
4. Memorandum and statement made by President and Board to the Honourable Minister
of Education on January 27th, 1932.
6. Statements by the three Deans under date
February llth and 12th showing the
effect on their Faculties of the application of the opinions of the Board of
Governors which are under consideration
by this Committee.
7. Statement made to the Board of Governors
of The University of British Columbia
on behalf of the Faculty of Arts and
Science.
8. A statement of the work of those Departments in Arts and Science which do not
earn from the fees the cost of instruction.
9. Table showing proportion of Engineering
Courses given by departments budgeted in
Faculty of Arts and Science.
10. Radio address and summary of Dean Brock'3
opinions before the Committee.
11. A paper from Dean Buchanan re the variation in the net costs in Arts and Science
since 1925.
12. Four plans for distributing the Government grant and income from fees - from
Principal Vance.
13. Estimates for 1931-32.
14. Summation of Departmental Costs.
15. Details of Administration. 198

INTERVIEWS:
The Deans of the Faculties of Arts and Science,
Applied Science and Agriculture, the Bursar and Mr. D. S.
McDiarmid, Secretary of the Students' Publicity Bureau,
appeared before the Committee to give desired information.
Mr. Dallas stated that he had been instructed
not to answer certain questions.  Details in regard to
this will be found in a supplementary report.
RESOLUTIONS:
The following resolutions were passed for recommendation to the Senate.  The basis of these resolutions
Is the principle previously affirmed by resolution of the
Senate that the primary function of the University is that
of teaching:
1. That the Committee recommend to Senate
approval of the opinion of the Board of
Governors in respect to the distribution
for the current year of the fees and the
Government appropriation.
2. That the Committee recommend that the work
of the Faculty of Agriculture be reorganized
as a department of the Faculty of Applied
Sc ie nee.
3. That   Senate   recommend   to   the   Board   of   Governors   that   the   University  Farm  be   leased   or
otherwise   temporarily   disposed   of  until   such
time   as   financial   conditions   may   warrant
determination   of   a   definite   policy   regarding
its   disposition   or   employment.
4. That   Senate   recommend   that   the   administration   costs  be   reduced   to   a   net   sum not
exceeding $160,000.00,   leaving   the   sum   of
$90,000.00   of   the   appropriation   for   the
work   of   teaching.
5. That   the   Deans   of   the   Faculties   of   Arts   and
Science   and   Applied   Science   be   requested   to
consult   with  a   view   to   equalizing   the   C03t
of   the  work   done   by   one   faculty   for   another.
6. That   the   Government  be   asked   for  an
additional   appropriation   of   $40,000.00   to
provide   for   salary   commitments   and   accrued
liabilities. * 199.

Dr. Moe dissented from Nos. 1, 2 and 4 and abstained from voting on No. 5.  The others were carried
unanimously.
The Committee presents the accompanying supplementary report with the recommendation that for the time
being it be laid upon the table.
It is recommended that the Committee be continued until the supplementary report is disposed of.

Senate's   recommendations.
