The Fourth regular meeting of the Senate of The University of British Columbia
for the Session 1978-79 was held on Wednesday, December 13, 1978 at 8.00 p.m. in the
Board and Senate Room.

Rev. Burns      ) Senate   for   the   Session    1978-79,   having   been
circulated, be taken as read and adopted.

Business arising from the Minutes
University Bookstore
As requested at the previous meeting the Chairman reported on action taken on
recommendations of the ad hoc Committee on Bookstore Policy submitted to Senate
on May 25, 1977. He stated that, as recommended in the report, the Librarian and
the Directors of the Computing Centre and University Press had been invited to serve
on the President's Bookstore Committee. The Librarian and the Executive Director
of University Press had agreed to serve but the Director of the Computing Centre had
declined. Referring to the recommendation that a liaison member of Senate be
named to the President's Bookstore Committee, with the responsibility of reporting
annually to Senate, the Chairman stated that he had asked the Nominating
Committee to submit a recommendation to Senate. The proposal that the President
consider the proposition that the Bookstore be administered through the
Vice—President for University Development was still under consideration. With
regard to the recommendation that the Bookstore be regarded as an academic and
cultural resource meeting the needs of the University and general communities the
chairman stated that the Bookstore had had the unanimous support of both the
campus wide committee and the Senate committee. The two committees had a joint
meeting at which plans for the Bookstore were developed; these plans included the
allocation of more space for the Bookstore but funding was a problem.
From the Board of Governors
Notification of approval in principle of Senate recommendations - subject, where
applicable, to the proviso that none of the programs be implemented without formal
reference to the President and the formal agreement of the President; and that the
Deans and Heads concerned with new programs be asked to indicate the space
requirements, if any, of such new programs.
(i) New courses and course changes recommended by the Faculty of Applied Science
(P.7084)
(ii) Special program for Intending Secondary School English Teachers recommended by
the Faculty of Arts  (P.7084-5)
(iii) New courses and course deletion recommended by the Faculty of Commerce and
Business Administration  (P.7085)
(iv)    New course and course change recommended by the Faculty of Medicine  (P.7085)
(v) Proposal of the Faculty of Medicine that the Department of the History of
Medicine and Science henceforth be designated as the Division of the History of
Medicine and Science  (P.7080-1)
(vi)    Course change recommended by the Faculty of Pharmaceutical Sciences  (P.7085)
(vii)   New course recommended by the Faculty of Science  (P.7085) 7088.

Dean Webber   ) That the new award (listed in Appendix 'A') be
Dean Beagrie ) accepted subject to the approval of the Board of
Governors and that a letter of thanks be sent to
the donor.

Reports of Committees of Senate
Curriculum Committee  (See Appendix 'B')
Dr. Wisenthal presented the report. The committee recommended approval of
curriculum proposals submitted by the Faculty of Dentistry. Dr. Wisenthal explained
that the proposals consisted of a rearrangement of existing material.
Dr. Wisenthal  ) That the proposals submitted by the Faculty of
Dean Beagrie ) Dentistry be approved.

Nominating Committee
Dr. Stager presented the report. At the November 15, 1978 meeting of Senate the
question of filling the student vacancy on the Senate Nominating Committee had been
referred to the Nominating Committee.
Dr. Stager    ) That   Frank   Lee   replace   Bruce   Armstrong   as
Mr. Warren  ) student     representative     on     the     Nominating
Committee.
Dr. Stager explained that in making its recommendation the committee
recognized that Senate was being asked to set aside its established procedures for
filling vacancies on the Nominating Committee. On this occasion, however, the
committee felt that it was desirable to fill the vacancy but stressed that in the future
it would abide by the established procedures unless these procedures were changed by
Senate.
The motion was put and carried.
The committee also recommended that Terry Breen replace Bruce Armstrong as
student representative on the Agenda Committee.
Dr. Stager    ) That   the   recommendation   of   the   Nominating
Mr. Warren  ) Committee be approved.

Nominating Committee (continued)
Senate, at its meeting of October II, 1978, approved a report of the ad hoc
Committee on the Implementation of the Universities Act which contained a proposal
that Senate name a committee to hear appeals on election irregularities. The
committee recommended the following membership:-

School of Architecture
Revised admission requirements
The Agenda Committee recommended that proposed revisions to admission
requirements be referred to the Admissions Committee before discussion by Senate.

Faculty of Commerce and Business Administration
English composition requirement
A proposal concerning the English composition requirement in the Faculty of
Commerce and Business Administration had been circulated.

Dr. Finnegan  ) and    Business    Administration    concerning    the
English Composition requirement be referred to
the Senate Admissions Committee.

Faculty of Education
Admission requirements
The Agenda Committee recommended that a proposed modification of the general
University entrance requirements to be implemented in 1981 be referred to the
Admissions Committee before discussion by Senate.

Faculty of Graduate Studies
Role of the Executive Committee
The following statement concerning the explicit role of the Executive Committee
of the Faculty of Graduate Studies had been circulated for information:
"It is the responsibility of the Executive Committee, acting on behalf of the
Faculty, to ensure adherence to requirements of the Senate of the
University regarding graduate programs of study. In all matters concerning
admissions, programs and examinations, the Dean, Associate Dean and
Assistant Dean act, with the Registrar, as administrative officers for the
Executive Committee."
Proposal to change the Institute of Oceanography to a Department of Oceanography
in the Faculty of Science
Dean Larkin presented the following report outlining reasons for the proposed
change:-
" Twenty-nine years ago, the Institute of Oceanography was established at the
University of British Columbia. Since that time, the Institute has grown to be an
internationally recognized group of distinguished scientists that has made UBC
one of the several important centres of oceanographic science in the world. The
faculty of the Institute, jointly appointed to departments in the Faculty of
Science, are a well balanced team that can provide a broad training to graduate
students. The Institute has also embarked in recent years on senior undergraduate
courses that serve to familiarize students with the subject area, particularly as a
prospective field of graduate study. In short, the Institute has achieved the
strength and balance at a senior level that is looked for in a department in the
Faculty of Science.
The growth of the Institute in some measure reflects the growth of
oceanography as a well recognized field of knowledge. In some respects
oceanography is best not described as a discipline, for it has been the common
experience that the best oceanographers have been trained in traditional
disciplines such as physics, chemistry, zoology, botany, geology, and so on, and
have subsequently applied these disciplines to the study of the oceans. It is for
this reason that the better oceanographic schools have resisted the offering of a
baccalaureate in oceanography, for wide exposure to all the relevant scientific
disciplines might then be substituted for adequacy in any one of them. From this
important consideration, it has frequently followed that oceanography should be
offered only at the graduate level and should therefore be administered through
the Faculty of Graduate Studies.
Against these considerations is the argument that oceanography has
developed into a "science" and has its proper permanent home in a Faculty of
Science. In this setting, oceanography is assured of sympathetic and appropriately
rigorous academic affiliations. Provided a Faculty of Science can accommodate a
department that places greatest emphasis on graduate offerings, there is strong
reason to place oceanography in position alongside other departments of science. 7091.

Faculty of Graduate Studies
Proposal to change the Institute of Oceanography to a Department of Oceanography
in the Faculty of Science  (continued)
" The Faculty of Science at UBC has welcomed the proposal that the Institute
of Oceanography become a Department in the Faculty of Science and in so doing
has indicated that as a Department, Oceanography could elect to have only a
"rather special Honours degree, or an Honours degree in Oceanography combined
with some other subject, such as Physics, Chemistry, Botany, Biology, etc." There
are other examples at the University of this model, which reflect the requirement
for considerable academic training as a prelude to specialization.
In making a change in administration for oceanography, it is important that
there should be a carefully planned transition. At present, the various
departments of the Faculty of Science which share joint appointments rely on
Institute faculty for teaching assignments. These arrangements should continue
until other arrangements evolve. This matter, and related administrative
concerns, have been the subject of extensive discussion between the Dean of the
Faculty of Science and the Dean of the Faculty of Graduate Studies. The Dean of
Science has also been kept informed of budget provisions and estimates over the
past two years, and is fully informed about the activities of the Institute.
Finally, the faculty members of the Institute, and the prospective new
Director of the Institute, who it is hoped will assume his post on 1st July 1979,
have been kept fully informed and have indicated their agreement to the change."
Dean Larkin    ) That, effective   1st April   1979, the Institute of
Dean Volkoff  ) Oceanography in the Faculty of Graduate Studies
become  a  Department  of  Oceanography  in  the
Faculty of Science.

Report on enrolment 1978-79
The report on enrolment for 1978-79 was circulated for information. Total
enrolment as at December I, 1978 was 22,676. It was noted that part-time enrolment
had increased from 16.80% in 1973-74 to 23.79% in 1978-79.
Motion by Mr. Warren
Bachelor's degree requirements at U.B.C.
Mr. Warren     ) That      the      Senate      Curriculum      Committee
Mr. Goodwin  ) investigate and review the core requirements for
the granting of the various bachelor's degrees by
the University; the committee to consult with the
various faculties involved and to come forth to
Senate with recommendations concerning
additions to or deletions from these core
requirements. 7092.

Dr. McDowell ) That the motion be ruled out of order since it was
Dean Will ) not   within    the    terms   of    reference   of    the
Curriculum Committee.
Lost
During the following debate opinions were expressed that to ask Senate to
recommend additions to or deletions from the core requirements of the various
Bachelor's degrees contravened the Universities Act since it was clearly stated in the
Act that the powers and duties of the Faculties were to determine, subject to the
approval of Senate, courses of instruction in the Faculty, whereas the powers and
duties of Senate, section 37 (f) of the Universities Act, were to consider, approve, and
recommend to the Board the revision of courses of study, instruction, and education
in all faculties and departments of the University.
In reply to a query Mr. Warren explained that the intent of the motion was to find
out whether the University should insist on certain additional requirements before a
Bachelor's degree was granted.
Following further discussion the motion was put and lost.
Motion by Dr. Wisenthal
Faculties' statements of policies and procedures for reviews
Dr. Wisenthal  ) That   Senate   request   Faculties   that   have   not
Dr. Elder ) already   done   so   to   submit,   by   April     1979,
statements of policies and procedures for reviews
of academic units, as stipulated in a resolution of
Senate of September 14, 1977;  and
That Senate establish an ad hoc committee to
receive and discuss these statements and to report
on them to Senate;  and
That Senate remind those concerned of the
stipulation that 'Senate should be advised of
reviews being undertaken and a copy of each
review committee's report, as submitted to the
members of the unit being reviewed, deposited
with the Secretary of Senate and made available
for examination by senators.'
Dr. Wisenthal explained that the intent of the motion was to urge those Faculties
that had not already done so to report to Senate on the methods they planned to use
in conducting reviews. 7093.

Hood for Bachelor of Landscape Architecture degree
Dr. Stager reported that the committee recommended that the hood be the basic
hood for the B.Sc (Agr.) degree trimmed with a scarlet cord.

Dr. Webber  ) Architecture degree be approved.

been established in memory of Peter Quiring. It will be awarded annually by the

medical program who has achieved high scholastic standing, shown qualities of
leadership, and is in need of financial assistance. 7096.
