The fourth regular meeting of the Senate of the University of British Columbia for the Session 1941-42 was
held on Tuesday, May 12th, 1942, at 8:00 p.m., in the Board
and Senate Room.

Notice was given that Dr. A. H. Hutchinson had been
appointed as a representative of the University on the
High School Accrediting Board in the place of Professor
Lemuel Robertson who retired on September 1st, 1941.

Limitation of attendance in Nursing and Health and
Teacher Training Course waived for the Session 1942-
43; and material for the Calendar for 1942-43,
including certain new courses and the new statement
in regard to the selection and admission of students
in Nursing and Health - Approved.
Reduction in Amount, Faculty Women's Club Bursary and
Alliance Francaise Bursary - Approved.
Proposed Changes in Curriculum In Faculty of Applied
Science
The Board found that it had not been possible to
make provision in the Budget for 1942-43 for the
proposed changes in Curriculum in the Faculty of
Applied Science, as recommended by Senate.
Course in Supervision in Public Health Nursing
For the information of the Senate a letter was received from the Board of Governors relative to a ' *.

proposed course in Supervision in Public Health
Nursing for which no credit would be offered.
Authorization had been given by the Board to
conduct this course, as outlined in a letter from
Dr. C. E. Dolman, provided no cost to the University
was entailed.
Sessional Examination Results
Dean Buchanan presented the examination results of
the candidates for degrees and diplomas in the Faculty of
Arts and Science.

Dr. Sedgewick) That the degrees of M.A., B.A. and
B.Com. be conferred upon the candidates recommended in the report.

Dr. Sedgewick) That the diploma in Social Work be
granted to the candidates recommended;
that the Teacher Training Course
Diploma be granted to the candidates
whose names are listed in the report,
and that these candidates be recommended to the Department of
Education for the Academic
Certificate.

the candidates for degrees and diplomas in the Faculty of
Applied Science.

by the Faculty of Applied Science.

Dean Clement presented the examination results of
candidates for degrees and diplomas in the Faculty of
Agriculture.

Dr. Eagles  ) That the degrees of M.S.A. and B.S.A.
be granted to the candidates recommended by the Faculty of Agriculture,
excluding the name of Donald N.
Fergusson.

After a full discussion of the case of Donald N.
Fergusson, who, without satisfactory reason, had not
written the final examination in Horticulture 23, but who
had, with the exception of this course, completed all the
requirements for the degree of B.S.A.:

Dr. Laird   ) That the degree of B.S.A. be granted
to Donald N. Fergusson on the basis
of a mark of 50 per cent, in Horticulture 23, recommended by the Dean
on his year's work.

active service, the mark of William
H. Letham in Zoology 6 be raised from
60 to 75, and that he be granted the

Prizes and Scholarships
Mr. Soward presented the report on the award of Medals,
Scholarships, Prizes and Bursaries, and expressed his
appreciation of the assistance given by the Registrar's
Office and the Faculty Committees in making the results
available for the Committee on Prizes and Scholarships at 892

of the Kelowna Exploration Company
Limited Prize, this report be adopted.

In connection with the report of the Committee on
Prizes and Scholarships a recommendation was received from
the Faculty of Applied Science that, as no Fourth Year
Metallurgical student had qualified for the Kelowna Exploration Company Limited Prize, this prize be awarded to Mr.
Bernard Morrison, the student with highest standing in
Fifth Year Metallurgical Engineering.

Mr. Soward    ) That the Kelowna Exploration Company
Limited Prize be granted to Mr.
Bernard Morrison in Fifth Year
Metallurgical Engineering.

It was agreed that the report of the Committee on
Honorary Degrees, which occurred later on the Agenda, would
be considered by Senate so that all Press reports could be
released at one time.
Report of Committee on Honorary Degrees
Dr. Sedgewick presented the following recommendation
of the Committee on Honorary Degrees,-
"That the Degree of Doctor of Laws (Honoris Causa) 893
Tuesday, May 12th, 1942
be conferred on Miss Annie Bruce Jamieson, B.A.,
at the Spring Congregation in recognition of her
work as a teacher and executive member of many
public bodies and as a member of the Senate and
of the Board of Governors of this University."

Dr. Farris   ) That this recommendation be
approved by Senate.

the Press.

A letter of application for re-admission to the
Faculty of Applied Science in Fourth Year Mechanical Engineering was received from Mr. J. C. Hanbury, who had been
required to withdraw from the Faculty after having failed
the second time in the work of Third Year in the Session
1938-39, but who had since completed the equivalent year at
Queen's University and had been for two years on active
service.

Mr. MacCorkindale) That the request of Mr. Hanbury
be granted.

Proposed Degree of Bachelor of Education
The recommendations of the Faculty of Arts and
Science with reference to the proposal to confer the degree
of B.Ed. (Bachelor of Education) were taken from the table.
A further recommendation of the Faculty in regard to
the regulations for the proposed degree was received,- 894
Tuesday, May 12th, 1942.
"That, with the approval of the Dean and the
Head of the Department of Education, three units
in a subject other than Education may be included
in the fifteen units required."

Dr. Sage     ) That the recommendations of the
Faculty of Arts and Science that
the degree of B.Ed, be granted
on the completion of the course
as outlined, be approved.

A letter from the President of the Women's Undergraduate Society was read, requesting the approval by Faculty
and Senate of a compulsory war work programme for undergraduate women to be instituted for the 1942-43 Session.
Memoranda from the Faculties with respect to this
request were received:  The Faculty of Applied Science had
taken no action; the Faculty of Agriculture had referred
the matter for study to a committee to be appointed by the
Dean; and the Faculty of Arts and Science had approved the
scheme in principle without expressing any opinion of its
feasibility.

Dean Mawdsley) That the Chair be empowered to
appoint a committee to study the
feasibility of this scheme and
that this committee be given
power to act, if they so desire.

For the information of Senate a letter was received
from the Secretary of the University Council on Athletics
and Physical Education, stating that the Council at a
meeting on April 15th, 1942, had rescinded their previous 895
Tuesday, May 12th, 1942.
resolution of November 14th, regarding additional representation of the Alma Mater Society on the Stadium and Gymnasium Committee.
Reports of Committees
On Terms of Award, Vancouver Women's Canadian Club
Scholarships and I.O.D.E. Scott Memorial Scholarship
Dr. Todd presented the following reports of the
Committee:
(a) With respect to the terms of award of the Vancouver
Women's Canadian Club Scholarships in Canadian
History and in Nursing and Health:
"The Committee recommends, with the approval of
the donors, that the statements appearing on
pages 50 and 51 of the Calendar for 1941-42 in
regard to the Vancouver Women's Canadian Club
Scholarships be restored."

adopted.

(b) With respect to the terms of award of the I.O.D.E.
Scott Memorial Scholarship:
"The Committee recommends, with the approval of
the donors, that the I.O.D.E. Scott Memorial
Scholarship be awarded to a student who combines
high standing in Biology 2 with promise of
service in the Empire."

Faculty Committee on Prizes and
Scholarships in consultation with
the Head of the Department of
Biology and Botany, and that applications be submitted to the
Registrar not later than the last
day of the final examinations.

On Hood for the Degree of Bachelor of Science in Forestry
The Committee reported that it had been decided that
the hood for this degree should be that for the B.A.Sc
with the addition of a green silk cord.

On War Decorations and Distinctions
The following report of the Special Committee on War
Decorations and Distinctions was received:
"During the Session 1941-42 the Special Committee
on War Decorations and Distinctions has noted two
awards of decorations for military service; one
Distinguished Flying Cross, and one Distinguished
Flying Medal.  The Chairman has been authorized,
in each case, to send appropriate letters of
congratulation on behalf of the University.
"The Registrar's Office now has a list of some
five hundred names of graduates and former
students of the University on active service.
A considerable number of other names have yet to
be added from available sources.  It is estimated
that a complete list would include well over
seven hundred names.  Of these an increasing
number have, unfortunately, made the supreme
sacrifice."

A letter from Professor Lemuel Robertson was read, in
which he expressed his appreciation of the action of Senate
in conferring upon him the Honorary Degree of Doctor of
Laws (Honoris Causa).  This letter was received and ordered
filed.
A letter from Dr. C. McLean Fraser in acceptance of the
Honorary Degree of Doctor of Laws (Honoris Causa) to be
conferred at the spring congregation was received and
ordered filed.
An acknowledgement of the communication from the
Senate with respect to the report of the Committee on the
Request for the Affiliation of a Roman Catholic College
was received from His Excellency Archbishop W. M. Duke.
This letter was ordered filed.
A letter from the Superintendent of Education was
received, transmitting the report of a special committee of
the Vancouver School Board relative to the teaching of
Spanish in the Schools of the Province and in the University of British Columbia, and also a copy of a letter to
Miss A. B. Jamieson, Convenor of this Committee, from the
Vice-consul for Argentine. 898
Tuesday, May 12th, 1942.
The report recommended that a Department of Spanish
be re-established in the University and that the subject of
Spanish be made the equivalent of French, German or Latin
for University Entrance.

Mr. Harvey ) That this matter be referred
to the Faculties for consideration and report to
Senate.

A communication was received from the President and
the Registrar of the Registered Nurses' Association of
British Columbia, transmitting the following resolution
passed at the Annual Meeting of the Association:
"That the University be urged to extend its
facilities to the fullest in establishing postgraduate and refresher courses, particularly
in Teaching and Supervision in Hospitals and
Schools of Nursing, and in Hospital
Administrat ion."
Dean Finlayson)
Mr. A. R. Lord) That the Association be assured
that their requests will be
given careful consideration; and
that the question of the establishment of post-graduate courses
in the subjects specified be
referred to the Faculties for
report to Senate.

The Chairman expressed appreciation of the excellent
work of the various Committees in preparing their reports.
