A special meeting of the Senate of The University of British Columbia
was held on Saturday, February 16, 1974 at 9.00 a.m. in the Board and
Senate Room, Administration Building, to continue the discussion on the
report of the Senate Ad Hoc Committee on the Universities Act.

Dean McClean explained that the basic composition of the membership
of Senate had been agreed upon at the February 4, 1974 special meeting.
Although Recommendations 13 and 14 had been discussed at the previous
meeting the way in which the number of students would be selected, and
similarly how the number of faculty would be selected, had still to be dealt
with.

That there be on Senate one student from
each of the Faculties plus such other
number of students as will ensure that the
total number of student members is equal
to the number of ex-officio members of
Senate.
It was explained that this proposal would increase the student
representation on Senate from twelve to seventeen, and would ensure
representation from each Faculty.  Under the present system one student was
elected from each of the following six constituencies plus six members-at-large:
Applied Science, Arts, Commerce/Law, Education, Graduate Studies and
Science.

elect from its members one of these members,
and the remainder to be elected by the
Faculties either in joint meeting or in such
manner as the Faculties in joint meeting
may by regulation determine.

That section 23(i) be deleted from the
Universities Act.
Section 23 reads:-   "The Senate of each University shall be composed
of:    (i) one or more members, as determined by Senate, to be elected by any
Society or group or organization in the Province which in the opinion of the
Senate contributes in a significant way to the economic or cultural welfare of
the Province." 6079.

Recommendation  17   (continued)
It was stated in the report that the clause had been used only once to
provide for student representation on Senate.   However, since it had now
been recommended that student representation be covered in the Act and in
the light of the clause not being often used the committee recommended that
it be deleted.
Recommendation 17 to delete section 23 (i) of the Universities Act was
put and carried.

That, after consultation with a committee
designated by Senate, the President
nominate, for the approval of Senate, a
member of Senate to act as Chairman of
Senate for a period of one year.
Following a brief debate the motion was lost.

That Senate be empowered to delegate to
a committee or committees established by
it, and subject to its review, such of its
powers and duties as it may determine by
resolution receiving a majority of two-thirds
of those members present at a meeting.
It was explained in the report that as a matter of law Senate may have
no right to delegate the exercise of its powers to a committee or to any other
body within the University.   Therefore there might be some doubt about the 6080.

Recommendation  19   (continued)
present practice of leaving the Curriculum Committee to deal with minor
changes and the Admissions Committee to deal with appeals.   The committee
was of the opinion that provision should be made in the Act to enable Senate
to delegate any of its powers to committees.
In the following debate it was agreed that the words "and subject to
its review" be deleted from the motion.

The Board of Governors
Discussion followed on a section of the report concerning the composition
of the membership of the Board of Governors.

as follows:
1) six members appointed by the Lieutenant-
Governor-in-Council
2) the Chancellor
3) the President
4) three members of Faculty who are
members of Senate, elected by members
of Faculty who are members of Senate
(For this purpose the voting members
of Faculty should be read as including
the President, the Deans, the Director
of the Centre for Continuing Education,
Librarian, members of Faculty elected
to Senate from each individual Faculty,
members of Faculty elected to Senate
at large and any other University
officers approved as members of Senate
by a vote of the Senate)
5) three members of the student body who
are members of Senate, elected by
students who are members of Senate
6) three members elected from Senate who
are neither members of the full-time
Faculty nor full-time members of the
student body, elected by members of
Senate who are neither full-time students
nor members of the full-time Faculty. 6082.

Recommendation 7   (continued)
It was noted that under the present Act the Board consisted of eleven
members.  The committee recommended that the size of the Board be increased
to seventeen members on the grounds that the work load, particularly that
of the committees of the Board, could be excessive.   It was also thought that
the range of membership, and thereby the range of views and perspective of
the Board could be somewhat restricted.
In recommending the addition of three Faculty members to the Board
the committee felt that Faculty had an interest in and knowledge of the
academic affairs of the University which justified their being on the Board.
In the case of the addition of three student members it was thought that since
students were directly involved in the consequence of any decisions made
by the Board they were entitled to membership on the body making those
decisions.
Referring to item 6 of Recommendation 7 it was explained that the
Senate membership from which the three members of the Board of Governors
would be elected would be as follows  (i.e. Recommendation 12  (1),   (2),   (3)
and Recommendation 16):-
(i)      four members appointed by the Lieutenant-Governor-in-Council,
*on ly one of whom shal I be an official of the Department of Education

(ii)     three members appointed by the Board of Management of the
Alumni Association of the University 6083.

(iii)   not less than six, not more than would make the total number of
community representatives equal to the number of ex-officio
members, the number to be determined by Senate, to be nominated
by members of convocation and elected by convocation, who shall
not be members of the full-time Faculty or full-time students at
the University
(iv)   one member to be elected by the governing body of each affiliated
college.

Dr. Dennison explained that the intent of the motion was that the three
members of convocation with the highest number of votes in the elections for
Senate membership would be representatives on the Board.   The seconder of
the amendment did not agree with this interpretation.   Mr. Robinson agreed
to second the following revised wording of the amendment:-
That section 6 of Recommendation 7 be amended to read:-   "the three
members of convocation with the highest number of votes in the elections for
membership on Senate who are neither ...   ".

Recommendation 8 involved three changes in the present Act by not
prohibiting from the membership of the Board, Faculty members and any
principal or teacher of any school, and by recommending that the section
prohibiting any person who had not attained the age of twenty-one years be
redrafted to prohibit membership by someone who had not attained the age
of majority.

of the Board or of any committee of the
Board on any matter respecting the contract
or arrangement.
That the word "indirect" be deleted from
the motion.
