Friday, August 24th,1934
The fifth regular meeting of the Senate of The University
of British Columbia for the Session 1933-34 was held on
Friday, August 24th, 1934, at 8»00 p.m., in the Board
and Senate Room.
Present: President L. S. Klinck (in the Chair),
Dean F. M. Clement, Dean D. Buchanan, Mr. F. A. Wilkin,
Dr. H. F. G. Letson, Mr. J. N. Harvey, Mr. G. W. Clark,
Rev. Dr. W. H. Vance, Dr. G. G. Sedgewick, Miss A. B.
Jamieson, His Honour Judge J. D. Swanson, Dr. C. Killam
and Mr. Sydney Anderson.
Dr. Vance)
Mr. Clark) That the minutes of the fourth
regular meeting of May 9th, 1934,
be taken as read, and adopted.

Dr. Vance)
Mr. Clark) That the minutes of the special
meeting of Hay 14th, 1934, be taken
as read, and adopted.
Carried
At the request of Dr. Vance, who had to keep
another engagement, it was agreed that item "6" on the
agenda should be considered before other business*
Offer of the Carnegie Corporation of New York to
support some worthy undertaking
A report of the President on an interview which he
had with Dr. F. P. Keppel of the Carnegie Corporation
of New York had been sent to the members of Senate.

Hr. Anderson) That this be taken as read.

Principal Vanoe, Chairman of the Senate Committee,
presented a report of the Committees of Senate and the 342.

Board of Governors in reference to the offer of the
Carnegie Corporation.

Miss Jamieson) That this report be received and
considered clause by clause.

Hr. Harvey   ) That this report be mimeographed
and sent to members of Senate; and
that the matter be dealt with at a
special meeting of Senate to be
called by the Chair.

A letter was received from the Board of Governors
giving approval to the reoommendations of Senate in
respect to an additional Junior Hatriculation Royal
Institution Scholarship and the re-adjustment of Junior
Matriculation Scholarship districts.
A letter was received from the Board of Governors
approving of the acceptance of the following scholarships,
bursary and medal:
The University Women's Club of Vancouver
Bursary
The Medal offered by the Vancouver Branch,
United Empire Loyalists Association
The Summer Session Students' Association
Scholarship
The B. C. Teachers* Federation Scholarship.
A letter was received from the Board of Governors
giving approval to the recommendations of Senate in
regard to Courses and Calendar for 1934-35, with the
exception of new courses - Geology 50, 51, 52, 53 and 54. see page
352 343.

Examinations of the Summer Session.

and Scholarships was presented:
That Alair Lips, Junior Matriculant

special Matriculation Scholarship of $150.00

This report had been mimeographed and mailed to
the members of the Senate.

Friday, August 24th, 1934
A report of the University Library Committee in
reference to the expenditures of the second payment of
$5000.00 of a grant made by the Carnegie Corporation of
New York to the Library, and a copy of a letter from the
Chairman of the Library Committee to the Canadian
Advisory Committee of the Carnegie Corporation were received.  Copies of these had been sent to the members of
the Senate.

A report of the President on the Symposium on
Adult Education which was held at the University of
Toronto on Hay 22nd and 23rd was received.  This report
had been mimeographed and mailed to the members of Senate,

Dr. Killam) That the report be received and
filed.
Carried
Correspondence with the Universities Bureau of the
British Empire in reference to the recognition of the
University by institutions in the British Empire was read.
Calendars and copies of our sessional examination papers
had been sent to the Bureau, and the Bureau had offered
to assist in the matter of the recognition of our degrees.
The University of London, in reference to the application for recognition of the Matriculation Examinations
of this Province, had asked for copies of the examination 345.
Friday, August 24th, 1934
question papers and copies of the marked answer papers in
each subject.  This request had been referred to Dr.
Willis, Superintendent of Education and Chairman of the
Matriculation Board.  A letter was received from the
Matriculation Board acknowledging the receipt of the request and stating that at a meeting held on July 24th the
Chairman of the Board of Examiners and the Secretary had
been appointed a committee to confer with the committee of
the Senate with power to act in the matter.
Dr. Killam, Chairman of the Committee appointed to
prepare statutes of prohibition re inter-faculty student
fights, made a progress report.
A letter was received from the Secretary of Convocation together with a copy of the proceedings of the
Nineteenth annual meeting of Convocation.

The Secretary of Senate reported that a number of
acknowledgments and expressions of appreciation had been
received from students who had received scholarship and
bursary awards.

A letter from Mrs. E. Maude Brock was read expressing appreciation of the action of Senate in granting
the degree of Bachelor of Arts, posthumously, to her son,
Arthur Ellis Brock.

Dean Buchanan ) That the letter be received and
filed.

A letter from Mrs. Lily Alice Lefevre,containing
the offer of a sum of $5,000.00 for Scholarships in
Chemistry, was read*

Hr. Clark ) That we recommend the acceptance of
the offer and that the Senate express
its appreciation to Hrs. Lefevre.

A letter was received from the Vancouver Sun in
regard to the publication of University examination
results, and asking that "copy" be released to them
previous to the meeting of Senate at which these are
dealt with in order that they might appear in the afternoon edition of the same day.

to appoint a committee to work
in conjunction with the University
Committee on Public Relations.

A communication from the British Columbia Musical
Competition Festival was read setting forth the salient
points in connection with the Festival movement in this
Province and asking for the privilege of meeting a 347.

Dr. Letson) That the communication be referred
to the Committee on Extra-University
Teaching.

A letter was received from Mr. C. H. A. Powlett Of
Calgary, Alberta, with a copy of the judgment of the
Hon. Mr. Justice Ives in an action by his son and himself
against the University of Alberta, and asking for the
admission of his son to the University.  After some discussion it was considered that Mr. Powlett's application
should be dealt with in the same way as that of any
other student - on his academic standing.
Mr. Clark presented the following recommendations
which had been endorsed in principle by the B. C.
Teachers Federation!
"Whereas the Department of Education has power to
raise the standards of requirements for teachers in
the various Public Schools, for instance abolition
of Third Class Certificates, and Academic requirements
for Junior High positions; and
Whereas due to the low salaries paid to teachers, and
the great distances and cost of travel in British
Columbia, many teachers, especially those with de- 348.

pendents, cannot take the opportunity of attending
Summer Session at the University;
Be it resolved that the B.C«T.F. make representations
to the Department of Education whereby the teachers
of British Columbia be permitted to take subjects,
other than those requiring laboratory experience,
extra-murally.  Credits so obtained would apply towards the degree of Bachelor of Arts."
Dean Buchanan stated that there were about forty to
forty-five people who would like a course given by
correspondence and that this matter would come before
Faculty for consideration.
Dean Buchanan directed attention to the two scholarships available for Summer Session students.

by the Chairman of Senate upon the
recommendation of the Committee on
Prises and Scholarships and
announced through the Chairman of
Senate*
