WINFIELD AND OKANAGAN CENTRE
IRRIGATION DISTRICT

KELOWNA. B.C.
A meeting of the Trustees was held Set* July ?* 1945 at 2 p*m*. in the
office of the Okanagan Centre Irrigation k Power Co*
The meeting was called at the request of Mr* H* A* Howard.
PRESENT   M3ssrs* Seaton, Berry, Constable* Duggan, & Goldie of the Irrigation
District and Messrs* Howard, Van Aekeren, & Hunter of the Co*
Mr* Howard stated that it was found imperative to replace 4,400 ft* of the
22* pipe from the Intake down to Bailey1 s this year* The estimated cost
of this was #25,000*00 plus #3,000*00 expeniture on the Intake*
The present Public Utilities Ctxanission order would not provide
funds for this expense, and the Oo* could or would not advance the funds
without security for repayment*
If purchase could be arranged at aprice of say #75*000*00 plus the
$28#000*00t the Co. would take the Districts debentures at 4$*
A discussion took place about purchase price*   Mr* Howard stated
that he understood that the #75,000,00 option covered all irrigation system
including dam* intake, By-pass, Land easements, etc* stating * The tail
will go with the dog *•
Mr* Seaton stated that the Growers could not pay $75,000*00 for
the system as well as the immediate replacements necessary*
The Question of immediate necessary replacements was raised.
Mr* Hunter stated that, in his opinion, #75,000.00 should be spent on the
main line*
Mr. Howard - * The Intake end is the present difficulty and we
would attent to the rest later.    It is impossible to make purchase deal in
time to take care of this work**   He said he found it necessary to press
for a Utilities Commission hearing at once to arrange the financing*

When Mr* Hunter was asked about the condition of the/pipe, he
stated that 2 or 3 pin holes   had developed and these were plugged* In seme
cases staves had been banded on the pipe.

The question of overhead was raised and Mr Howard stated thet the
overhead expenditure had been established in yeafes gone by end lust could
not be helped, but it should be a lot higher than the amount charged*
