Minutes of a GENERAL MEETIHx of the Winfleld & Okanagan Centre Irrigation
Bistriot held in the Winfield Hall cm Wed* July 18, 1945 at 8 p.m*

The Chairman opened by saying that the meeting had been celled following
notification from the Public Utilities Comaission that the Okanagan Centre
Irrigation k Power Co* ltd* had applied for permission to borrow some
#25,000*00 to $30,000*00, also for permission to Increase the irrigation
rate hj #8*00 per acre foot to retire the securities as they matured*   And
that the Commission intended to hold a public hearing at Okanagan Centre cm
Wed* July 25th* at 10*30 a.m*
The Chairman reported that the Trustees had recently met Mr. Howard who
had said that the sale price of the system wee #75,000*00*   This price would
include   the system and everything pertaining to it.
The Ghairman said that he thought that there should be open discussion
on the subject of the purchase of the system by the District, and also cm
the matter of increased rates*   That it was of vijral Importance to ell water
users Bad that the more ideas "aired* at the meeting the better the position
of the Trustees in their future plans*
The Chairman explained that the #25,090 wae to be used to replace the
4,400 feet of the main line running from the Intake to Bailey*s, and that
the idea was to put the suggested mew pipe on the South side of the creek*
Discussion ranged far k wide*
te* Groves said that the South side of the creek was the logical place
for the pipe line to be. That it should never have been laid on the North
9^e originally*
Mr. Edwards suggested that a pipe larger than the present 22" one be
used.
This it was pointed out was not practical em continuous stave pipe
worn Id have to be used for may else larger than 22**
Mr. Groves stated that according to hie calculations about #1,000,000
was invested inproperty alone (not including dwellings) in the distriot, k
that the net revenue ram shout #350,000,       This investment must he protected by all necessary repeirs to the pipe line*
The meeting could not agree on what constituted necessary repeirs*
The Sec* quoted several sets of figures showing the possible rate per
acre foot if all suggested repairs were made*   These ranged from #10 per
acre foot to #14*80* The latter figure included the purchase of the system*
Mr* Seaton said that he thought that the P. U, C. should be asked to
make an inspection of the 4,408 ft* under discussion. This was agreed to*
Mr. Edwards suggested that the pipe line he dome away with ft a gravity
system taken off higher up the creek*
Mr, Seaton proposed that the P. U. C* be asked to look into this matter.
This was agreed to.
Mr. Tan Ackeren said that over a firm peer period the fruit shipped to
the Okanagan Valley Land Co. packing house had cost 2*9^ per loose box to
4.1^ per packed box for water*   This was 3*23$ of all money paid to Co*
growers*

are unanimous in agreement as to price, call a
general meeting*

The Chairman suggested that a committee be appointed to riew the suggested
main line renewal.   This wee agreed to ami Messrs. Brodie, Edmunds, Edwards,
Seaton, It Smith were appointed*
Mich discussion took place that it was impossible to record* However the
foregoing verfwtm the main points*
The meeting adjourned at 11*15 p*m*
