Meeting ef the Trustees of the Winfield k Okanagan Centre Irrigation
District held In the Winfield Hall Wednesday. Movember 14, 1945 at 10*45 a*mft
PRESENT.** J.E.Seaton (Chairman) Messrs. Berry, Constable, Duggan, k Goldie.
The Secretary read the minutes of the last three meetings*

ARISING FROM MINUTES
The Bee. reed the letter written to the Hon* K* C*
MacDonald re* financial assisstance  (as instructed in the minutes of
July 15, 1945) k the answer received*
CORRESPONDENCE
The Bee* reported that on Aug* 8, 1945 he had receired
a draft order from the Public Utilities Commission (renting the further
increase of ft per acre foot that the Irrigation Co* Had applied for*
Some correspondence had been carried on in order to clear up several
obscure points ( i*e. obscure to the See.)  and these letters were read.
On Sept. 19, 1945 the official order of the P.U.C* had been received*
granting the increase from 1945.
On Oct* 15, 1945 a letter had been receired from the Irrigation Co.
stating that at their request the order had been changed so that the in*
crease would not start until 1946*
The Chairman reported that Beaver lake had been closed down at 5*8,  and
that Crooked Lake was 5* below the spillway*
These figures rather alarmed the meeting who agreed that it looked as
though far too much water hed been used during the season. It was felt
that more careful supervision end control of the flow from the lake wae
. essential.    After discussion it was

SECONDED by DUGGAN :• "That the Sec be instructed to write the. Irrigation
Co* saying the Trustees felt that too much, water had
he an drawn from Beaver Lake during the 1945 season,
and that a more effective control be maintained on
the gate at the dam in the future"

In addition to the above #1000*00 had been paid to the Canadian Bank
of Commerce toward the redemption of the District debt*

borrow any money that might be necessary to carry

SHEET No* 2
In a letter from Mrs. B. B* Harvey asking the Trustees to adjust the
acreage on Let 2, Map 500, she had asked what allowance would he made
her for years past*   The Sec* was instructed to write her    and cay that
me rebate was possible. An assessment notice was sent out every year and
the acceptance of it was considered to mean that there was no error*
A court of revision wae held every year and adjustments could only date
from the time that the court santioned them*
The Sec. was also instructed to write the Irrigation Co* pointing
out the changes in grade "A"  acreage made by the 1945 Court of Revision*
TAXATION RATE FOR 1945
After seme discussion it was thought that a rate
of $2*15 an acre would meet the.District's obligations for the year*
15^ an acre to be allowed m usual for payment cm or before lab. £6, 1946.
MOVED by UUGGAK
SECONDED by CONSTABLE :
"That Bylaw Mo* .27 making the rate of taxation for
the 1945 year $2*15 per acre, with 15^ rebate for
prompt payment, k that a mimimim charge of #8.00
be set for lots of less than 1 acre, be ed opted*"
CARRIED UNANIMOUSLY
It was agreed that owing to inclement weather this bylaw be given it's
second hearing at this some meeting*
DUCK LtfS HUME
There.was quite a discussion em the future of Duck Lake
Flume*     The Subject wae finally left open, and it was agreed that each
Trustee would give the matter private consideration and come prepared
at the next meeting to give his opinion*
