Meeting cf the Trustees of the Winfleld It Okanagan Centre Irrigation
District held in the Rainbow office on Mon« Hoy* 6/44 at 7*00 p*m*
PRESENT    J*. £• Seaton  (Chairman)  Messrs. Berry* Constable, Duggan, k Goldie.
The minutes ef the last meeting were read, and it wae

SECONDED by CONSTABLE :- That the minutes of Sept* 19/44 be adopted. CARRIED
The Sec* read a letter written to Mr. Mathesoa re* the granting of domestic
mater to Lot 159 Map 444 ( tots property )
A letter from the Water Comptroller enclosing three objections to the raising
of Bearer Lake wae read*    ^N
After discussion the Sec* warn instructed te write Mr* Davis giving
the Trustees comments on this matter*
The Chairman reported that on Oct* 31/44 accompanied by Mr* Ooldie
and the Sec* he had had an interview with John Hart, the Premier of B. 0*
re* the possibility of settlement of the Conservation Fund Loan*
Mr. Hart said that he could give no definite promise, but to welt end
see what verdict the Public Utilities Commission gave on the Irrigation
Co**s application for increased water rates;  snd that if it was possible
for the District to purchase the system he thought that the Govt* would
be favourably inclined to give worthwhile assistance tc the problem em
a whole*
The Trustees had left the interview feeling satisfied that some
progress had been made*
The Sec* then read a latter from the P*U« Commission dated
Nov.2/44 enclosing a copy of Order-in-Council No. 1639 granting the
Irrigation Co* the requested raise of $2 per acre foot*
THIS ORDER-IN-COUNCIL HAD BEEN SIGNED BY JOHN HAKT ON OCT.27/44
The Sec* was instructed to write the Public Utilities Commission
saying that no depreciation or interest hsd apparently been allowed the
Irrigation Co* Was this a correct reading of the Order t
The Chairman then made a report em the progress ef the work on the
mow dam*    He said that he was not very satisfied with the rote at which
the work was being done, but that he bed done everything possible to speed
things up.    Mr Van Aekeren hsd also been trying to expedite progress with

SECONDED by DUGGAN:-     Until Dominion of Canada Bonds are sold that the
Chairman and See* be authorized to establish e
line of credit with the Canadian Bank of Commerce
in Kelowna to coyer the District's share ef the cost
of BCaver Lake dam*

A resolution was then passed authorizing the Chairman end Sec* to sell
enough bonds to cover the District's share of the cost of Beaver Lake dam*
A copy of this resolution was sent to the Bank and another copy is
attached to these minutes*

Considerable discussion took place ae te the assessment rate to be set
for the 1944 year*    It mas felt that it would be good business to raise
em much as possible this year ae the District was considerably in debt
and that the present wee as prosperous e time em warn likely to ever be*

SECONDED   by DOGGAH i- That the District assessment rate for the year
ending March 15th* 1945 be $5*35; 25^ being allowed
as discount for payment on or before Feb* 26th* 1045*
and that a Bylaw be hereby passed and known em

The domestic water situation warn then reviewed*      The Sec* read two let term
from the Water Dept*, one from It?* Davis, ami cms from sir* Penfold* These
were in answer to a letter from the District written after the meeting of
Sept. 10/44 »iflffnc for in outline ef the District's peepers in regard to
the domestic water supply*
The letters from the Dept* said that the Trustees had power only
to grant water to property within the District boundaries, unless em
Extension ef Works was applied for*
Several policies were discussed but nothing was decided upon*
It was felt, however, that progress was being made im the matter, end
that tofl-M&sm a definite line of action could soon be set up*
