Dear Sir,
I wired you on Monday that the Letters Patent of
your Irrigation District had not been approved© No action
has since been taken by the Executive, and I cannot give
you any assurance that the Letters Patent will issue, or,
if they do, as to the time.
Mr. J. J. Warren called today and stated that he
was willing to construct the by-pass, if the users were
prepared to pay their share. He did not indicate how he
expected to be repaid, but, as he has not offered any
positive objection to the organization, it is possible'that
he expects zo  be paid through the District© Mr. Warren1s
offer would remove any difficulty which might exist as to
the financing of the construction of the by-pass and would
appear to be one solution of the problem. It is essential
that construction be begun immediately: otherwise, it will
be necessary to permit the waters of Yernon Creek to flow
into Duck Lake as soon as the run-off commences. Mr. Warren,
I understand, has instructed Mr. Latimer to make an investigation and estimate of the cost, and, apparently, intends
to get the work in hand at onae. I told him that I would
write you and let you know the situation.
I wish you to understand that I am not stating the
Letters Patent will not be issued, but that I cannot make
any definite statement about them.
I have instructed Major Horrington to give Mr. Latimer
any help Mr. Latimer may ask for#
