Dear Mr. -Bennett:
I have your letter of the 13th instant.
Several years ago, just about the time the
Winfield Irrigation District was being formed, we endeavoured to interest the local growers in purchasing the irrigation system. We went so far as to -call a meeting of the
growers at the Winfield School, at which my late President,
Mr. J. J. Warren, and myself were present. At that time,
the District^ being in the-course of formation, the members
did not feel like undertaking the responsibility of the
purchase of the system, although I believe at that time we
offered to sell it to them at $150,000.00 and to take Bonds
in settlement.
Since that time there have been occasional
conversations with individual growers, but no further progress has been made, but I am still of the opinion that it
would be to the interest of the growers in the District to
own their own system, as practically every other system is
owned in the Okanagan Valley.
If you felt that it would be worth while to
arrange for a conversation with the offices of the Irrigation District, I would be very glad indeed to go dcwn to
the Valley-at some convenient time and meet yourself and
the offices of the District, or others if you felt it worth
while bringing them in. Naturally, of course, we should
have Mr. Marshall and Mr. Van Aekeren present also.  If you
are in agreement, I suggest that you endeavour to arrange
such a conference.

I quite understand your own position in the
matter, but I think perhaps that you might perform a ser- \
vice to the District by endeavouring to negotiate a Transfer. • .
