Minutes of meeting—of the Board of Trustees of^he Winfield and
Okanagan Centre litigation District, held at tLJ Secretary's
reeidence at Winfield, Sunday, May 17th 1931 at 10 o'clock A.M.
Present * - Trustees Seaton, Goldie, Head, MoDonald and Gray,
and the Secretary, E.G. Maile.
The Minutes of the meeting of April 24th were adopted.
Trustee McDonald reported on his converaation with Mr. Parkhurat
of.the West Canadian Hydro Electric Corpn. re pumping equipment
tc proceed with well at Day place. After fully discussing the

Moved by Mr. Read,
Seconded by Mr. Gray, - That Mr, Goldie be delegated to investigate
and to proceed With deepening the well if he considers
it advisable, and that If necessary the sum of §150.
be expended for this purpose.
Moved by Mr, MoDonald,
Seconded by Mr*  Read,      That  the following accounts in connection
with the well  to date,  be approved and payment
authorized -
Kelowna,  Sawmill Co.    Lumber        § 33*00
Workmen's  Compensation Baord 15.00

Mr,  Goldie reported on conversation he had had with Major McDonald,
the Water Comptroller,   in regard to Woods Lake and records thereon*
Messrs* McDonald and Penfold recommend fluming water from Creek
to McCarthy and Eldorado Ranch intakes to obviate present seriou©
wastage:    in their opinion money would be better spent on this than
on further storage works,
Mr.  Read reported on conversation he had had with Mr. Marshall of
the District Engineer's office In regard to the rights of the
record holders  o$ Yernon and Duck Creeks:     it appears that  the
Department's view is thai? these licencees can demand all water now
in Beaver Lake.    Mr.   Read suggests that we should find out what the
Department's attitude will towards  these records if the District
take steps to 'bring down water from upper lakes or by pumping from
The question of apportionment of water amongst users under the
Pipe system was  discussed,  but action wltheld pending conference wiln
jxLjl .   xLowajrcL.
Mr. Goldie reported that Mr. Howard would like to interview the
Trustees tomorrow (Monday) afternoon. The points to be taken up
with Mr. Howard were discussed at length.
Moved by Mr. Goldie,
Seconded by Mr. McDonald, That the Trustees approve By-law to
cover borrowing of $1,000. from Bank of Commerce,
(as copy filed with these minutes)
Moved by Mr. Gray,
Seconded by Mr.Goldie,  That the Trustees approve Assessment By-Law
(as copy filed herewith) for 1931.
