The method ofaccounting for the unloading charges in this case
should be as outlined in third last paragraph of your letter, the
same as is at present being done in connection with handling
charges for ocean vessels.  There is no necessity to go back on
past transactions* Will you please advise when the necessary
instructions are given, and when the arrangements will become
effective.

I enclose herewith copy of letter from
Agent, Vancouver Wharf, dated 3rd instant, file ¥-62223, which is
self explanatory.   As far as I can make out tariff does not
provide for any handling except from cars to sSqast ships slings.  I
would like to know exactly on whose authority this charge was
collected, and why it should be credited to the earnings of the
B.C.C.Steamers.  There is evidently something at the back of this
that has not been explained, and I shall be glad if you will go
into the matter, and let me hear from you, in order that the
debit may be properly d^pos^d of.  It is possible, when you
v investigate, that Agent should take credit against this special
debit, and take debit in the proper Group on the same balance sheet
0)H which he takes credit, so that the amount may be vouchered to
the proper account in this office.
