Dear  Sir;
Many thanks for the explicit manner in which you muct hare laid
our case feefope $|r Petorrj the effect was m&gical/a At tli
time that I received your letter I also received one froa Mr Peters

advising me to make the necessary changes in the St*
authorising the purchase of Clears and C* -arettes for* u-s-e as I
suggested to you* He a] sent a Byp-ewpite.r which has since he-en
receded but c x\ " . Lned he r\c d no Comptometer whd >h h . c -uld ser\c! u ,
but no doubt with the assistance of Mr Chester we shall make out
alright1* I think perhaps in the statement of meals
which I sent to Mr Peters I did not make myself sufficiently clear
regarding the meals supplied the Chinese HaCaC^s and Interpreters,
I included them with the Canadian Guards meals, thinking we could
obtain the same rating for both, but Mr Peters has since advised
that these men will have to come under the Coolie rating^ so I will
have to have a fresh statement -ade, which I a:;, sending Mr Peters
after Monthly a tocktahi-:; _& ■" copy of which I will Le d you

Dear Sirs-
Aceounte Grant Smith & Co. & McDonnell^ Mifceion
Double-Track.
Aa instructed in your wire of the I7th ultOs I have made
an examination of ahove accounta* My report #1343 and allpapera attached
/
Owing to the ayetern handling thia work a proper audit
cannot be made. No payroll, invoicea, or expena© of any kind, ia
aupported by the O.K. of any Engineer or CeP*R* repreaenative, and we
have no evidence whatever that the material and labor waa uaed on tha
grading apecified in accounta*
I am only in a position to confirm that the Contractora
did diaburae the monies aa charged to thia works
Grant Smith & Co* & McDonnell opened up an office at
Itlaaion, and thia office became a clearance houae for all tran&actiona
between them and the Sub-Contraetora, and various campa handled by the
Contractora themaelvee* Thia conaolidated the entire coat of the work,
and gives evidence of the actual diaburaei-nente having been xuada*
Although I have gone over the entire expehae 1 have
paid more attention to the<Bright & oDonald Account, on which a loaa of
#24*000* ia claimed^ and to the conaolidated camps handled by the
