Referring to your letter of May lit h,
in connection with the above.      I note that Agent at West
St.John has been instructed to  handle imports on regular
revenue w/b ills*    We have received several batches of
Shipfs Manifests from Montreal Wharf,  with revenue billing
which only shows the grand totalf  similar to the way that
West St#John have been billing in the past*        Will you
please advise if the Agent at that point  has  been instructed
to handle  same on regular revenue bills,  showing charges
for  each consignment?.

accordingly that he must under no circumstances show advance
charges on these notes to consignees or give such advance
charges to receivers of the goods. Kindly return letters when
you have done so.

MUST OBSERVE THE FOLLOWING RULES IN ALL CASES :
A separate way-bill, or way-bi lid, for each car, giving a full description
of its contents, must be made out by the forwarding agent, and for the
guidance and information of conductors. These must show plainly the
name of billing station, and the station to which freight is billed.
Conductors must be careful to see that they have the proper way-bills
for the cars they take on, and that they take up no way-bills for which they
have no'cars, except freight from flag stations which may be taken to first
billing station without being accompanied by a way-bill.
Freight for stations at which there are no agents must be carefully
checked with the way-bill by the conductor, who should endorse on the waybill the date delivered, whether the freight checked out all right, and what
its condition was, and sign his name thereto. When practicable, the conductor should obtain a receipt on the face of the way-bill from the consignee,
when he happens to be present at the time the7fi_%ht is being unloaded. The—
way-bill should then be delivered to the next agent, who should keep a
special record of it, and return it to the Auditor of Freight Receipts with
his other way-bills.
Conductors will be held responsible for all freight and other property
entrusted to them, and must properly > deliver it with the way-bill to the
agent at destination to which it is consigned, or to the agent or his representative at terminal points.
Agents will be held personally responsible for the safe keeping and delivery of all goods held by them, and for all charges clue thereon, and all
articles herein mentioned will be considered as having been received by the
aggnt at destination, and in good order, unless otherwise noted on the face
of the way-bill.
All way freight must be checked by agents while being unloaded from
cars, and by conductors while being loaded into cars. When there is any
freight over, short, or in bad order, a notation to that effect must be made

MUST OBSERVE THE FOLLOWING RULES IN ALL CASES :
A separate way-bill, or way-bills, for each car, giving a full description
of its contents, must be made out by the forwarding agent, and for the
guidance and information of conductors. These must show plainly the
name of billing station, and the station to which freight is billed.
Conductors must be careful to see that they have the proper way-bills
for the cars they take on, and that they take up no way-bills for which they
have no cars, except freight from flag stations which may be taken to first
billing station without being accompanied by a way-bill.
Freight for stations at which there are no agents must be carefully
checked with the way-bill by the conductor, who should endorse on the waybill the date delivered, whether the freight checked out all right, and what
its condition waa, and sign his name thereto. When practicable, the conductor should obtain a receipt on the face of the way-bill from the consignee,
when he happens to be present at the time the freight is being unloaded. The
way-bill should then be delivered to Vne next agent, who should keep a
special record of it, and return it to the Auditor of Freight Receipts with
his other way-bills.
Conductors will be held responsible for all freight and other property
entrusted to them, and must properly deliver it with the way-bill to the
agent at destination to which it is consigned, or to the agent or his representative at terminal points.

CONDUCTORS AND AGENTS
MUST OBSERVE THE FOLLOWING RULES !N ALL CASES :
A separate way-bill, or way-bills, for each car, giving a full description
of iis contents, must be made out by the forwarding agent, and for the
guidance and information of conductors. These must show plainly the
name of billing station, and the station to which freight is billed.
Conductors must be careful to see that they have the proper way-bills
for the cars they take on, and that they take up no way-bills for which they
have no cars, except freight from flag stations which may be taken to first
billing station without being accompanied by a way-bill.
Freight for stations at which there are no agents must be carefully
checked with the way-bill by the conductor, who should endorse on the waybill the date delivered, whether the freight checked out all right, and what
its condition waa, and sign his name thereto. When practicable, the conductor should obtain a receipt on the face of the way-bill from the consignee,
when he happens to be present at the time the freight is being unloaded. The
way-bill "should then be delivered to the next agent, who should keep a
special record of it, and return it to the Auditor of Freight Receipts with
ms_otber way-bills.
Conductors will be held responsible for all freight and other property
entrusted to them, and must properly deliver it with the way-bill to the
agent at destination to which it is consigned, or to the agent or his representative at terminal points.
Agents will' be held personally responsible for the safe keeping and delivery of all goods held by them, and for ail charges due thereon, and all
articles herein mentioned wall be considered as having been received by the
agent at destination, and in good order, unless otherwise noted on the face
of the way-bill.
All way freight must be checked by agents while being unloaded  from
cars, and by conductors  while being loaded into cars.   When there is any
freight over, short,  or in bad order,  a notation to that effect must be made ,
on way-bill, and signed by both agent and conductor. -HOC:

offices fail to shew amount allowed ocean♦ in  this instance vessel was
evidently allowed |5.86 out of tha minimum of #10.99. Pad thia information 'bean shewn receiving agent would have been in a position to
properly revise tho billing.

frequently incorrect, and adjustments made by P.F.O,, or application to
Mr. Steele* 'Mr.   Clendenning'e filo 35027 covers various recent
consignments for Martin & Koburtsen. which required adjustment, i'hese
necessitated an exchange of telegrams and adjusting P.P.O. waybills from
billing offices* It is therefore evident that billing and divisions are
not always correct*
However, I only wish to givo our agonts hero a ruling as
tt the reeponoibilify in this connection* If tho billing from our
Atlantic Porte ma* to bo accepted as corroct wo should s* advise our

i might point out  that Bs/fc-   lifted do not always  show
amount of charges paid,   er due,   on shipments,  and it  is of tan  impossible
for a receiving agent to verify charges  in ^his  direction.
If the receiving agent  is  axpacted to  share  in  the
responcibility of revising such billing,   waybills  should show vessel's
proportion and vessel's  connection, -He can only then bo tn a pasit;iiin to
know that the through rates  in Tariff C*)f.A»  1Q~B,  have been correctly
taken care of.
Will you please advise further so I may definitely
instruct agents ©n this point,

Will you please advise  if receiving agent should take it
for granted that Quebec billing covering imports  is correct.  Should
billing be accepted as corroct,   and charges verified when ocean lading
lifted.?
I am under the impression that some years ago receiving
agents did not revise import billing; But I am not just clear as to the
present  understanding  in this diroctien.

Yoa will note Mr. Gowans thinks it unnecessary that
billing show divisions of the through rates on import European
traffic so that unless it. is evident that billing is in error
you will have to take future waybills to account as supplied*
Of'course, in any instance where you are uncertain or where it
is apparent an error has been made the matter should be taken
up.
In this case, however, you were in error in raising
the charges in accordance with yoar correction as the minimum of
#10.95 applies through.  It will be in order for you to arrange
refund of the amount you collected, $1.50.
