Vancouver Freight - Report 21£0.
Carloads delivered Jany 23, not charged

Referring to your letter March 2nd, you do not
say just what system you have installed to check this weakness,
and for your information I enclose you an extract of the procedure
at some other offices, designated as a Five Hay Book; this method
has been found very efficient.
Please advise if installed by you, or just what method
has been adopted.

%  Rule 4.   "Carload and other freight exclusive of credit list
not cleared in five days after arrival."
All carload freight other than credit accounts also
any other items which it is apparent will not be delivered by
the Cartage Company, and C.P.R. material (with charges) must be
entered up in a memo book showing date of arrival, pro, car, name
and amount, date paid and cleared.  This book to be entered up in
five days after arrival of freight, when all items as above which
have not been paid, are to be entered and investigated as to why
not paid. It will be the duty of the current C/s staff to keep this
record, and a foolscap book can be used for this purpose. The whole
of the right hand side of each folio is to be kept open for remarks.
She last column "date paid" is to be entered up as the
items appear in the posting of B.B.Book.  Ttems referred for clearance must show reference.  The date of delivery should be inserted
as the item is delivered.  This can be obtained from the checkers
Daily Delivery Reports.  The items entered on this book should be
initialled by the clerk entering same* After the completion of the
current weeks balance sheet Accountant must see that all carload
freight is entered in the credit account book or initialled as having
been entered in this record.
The Accountantmmust see that no delay occurs in
collection, as deliveries are made. He should be supplied with a
statement of each daily.
