to Canada:
I, Yik Pang Lew, of It* 416 Columbia Avenue in the City of Vancouver
and Province of British Columbia, hereby solemnly declare:
(1) I am the secretary and treasurer of the KUE HI2TG COMPANY
which is a company organized to operate a Chinese theatre in said
city on Shanghai Alley.
(2) The said company has engaged a Chinese Actor by name of
Gar Tzu gong otherwise known as HG HONG  to play for a period of
one year at said theatre, and for no other purpose whatever.
(3) The said Gar Tzu Hong has arrived at the port of
Vancouver on the 18th instant by the steamship Empress of Russia
ex Hongkong, and is at present detained at the Immigration
Building of said port.
(4) The photograph attached hereto is a true photograph
of said Gar Tzu Hong   , for whom I now tender a deposit of |500.
as headtax to the Immigration Office here, and make myself
responsible that the si&d  Gar Tzu Hong
comes to Canada for no other purpose
execept as above stated.
And  I make this solemen declaration
conscientiously believing to same to be true, and knowing it to
be of some force and effect as if made under oath, and by
virtue of the Canada Evidence Act.

Dear Sir,-
I hereby make application on behalf of two Chinese
aetors, by name of Gar Tzu Hong and Siu Lin Hang, for release
from ©etintion at the Immigration Building.
These men arrived at this port per SS."Empress of
Russia" ex Hongkong on the 18th. instant.
They are under engagement to act for one year at
the (Bhinese theatre on 544 Shanghai Alley in this city, which
has been leased by the recently formed KUE HING THEARICAL COMPANY.
Said Company has as its manager Lim Bang of the City
of Victoria, Merchant. The secretary and treasurer is Yik Pang
Lew of 416 Columbia Avenes in this city, and its leading members
are Low Chong of 245 Pender Street East, Lee Kar of 119 Pender
Street East, Chung Yes You of 78 Pender Street East, and Lin Kee
of 1 Fender Street West. They are all merchants. The company has
four actors now engaged, and others to arrive next month from
Hongkong, with some engaged locally. It is expected to havel
a company in full strengWb. of 20 to 25.
Herewith I tender accepted cheque for #1000. on
account Sf the above named two applicants, togehter with the
usual statutory declarations on their behalf.

Dear Sir:
With further reference to our letter of June 8th. and
your reply to same of the 29th. ultimo. We beg to state that we
are willing to provide meals for all Asiatics at the rate of 15
cents per meal and for all Europeans at the rate of 25 cents per
meal, for people over the age of 10 years,(under that the rate
would be 15 cents.)
Or on the other hand would quote a straight rate of
50 cents per day for all Asiatics and 75 cents per day for all
Buropeons, should they remain the whole day. In the event however of there not doing so the rate would he per meal as quoted
above.

WHEREAS it is deemed undesirable that persons of
Chinese origin hooked in "bond through Canada should possess
the right to insist upon the acceptance of head tax and legal
admission into Canada after "being so bonded;
THEREFORE the Governor General in Council, in virtue
of the provisions of Chapter 95 of the Revised Statutes of
Canada, 1906, is pleased to make and establish the following
regulation:-
"Eo person of Chinsse origin passing through Canada
from or.e port or place out of Canada to another port or
place out of Canada shall be allowed to pay the tax imposed
by the Chinese Immigration Act,or to remain in Canada."

Sirs,
I bog to inform you that it has been decided by
the Department of the Interior to substitute all C.I.5
certificates hoia by Chinese persons, for a new certificate
which will he known as C.I.36.    I should be glad if you would
make it known as much as possible to all persons concerned that
in the course of a few days we will be able to issue a form upon
which application can bo made to have their certificates
substituted for a new one.    This form must ho properly filled
out.     Two photographs together with their present registration
certificate must be attached arid the sane forwarded to Ottawa
when a new certificate will be issued.   .Any persons who have
already substitutional certificates with photographs attached
need not apply/for new ones.
Furthermore, owing to the large cost of replacing
certificates lost by persons of Chinese origin it has been
decided that fmronrlosing a certificate which has been issued
to thera since 'l§3#1st, 1912, will be charged a fee of 225.00 to
have same replaced.   Of course, Chinese who have lost
certificates which were issued previous to this date can obtain
same in tho usual way upon making out a C.I.29 application the
same as heretofore.    In the event of any doubt arising as
to the proper way in which these applications should be made,
the officials at this office will be pleased to show them the
proper way*
I shoiild be obliged if you publish this in your
paper with whatever comment yon wish to make in your editorial
columns and inform your clients we will have 15000 of these
forms in a few days.

With  reference to my conversation
of yesterday with Mr.  Yip Mow,   relative  to   food required to  be   furnished Russian Jews  detained in the
building here:
I now give   you below   details of the preparation and
service  of  food for  these people ;-
UTEKSIL3: Separate       eating and cooking utensils.
.20023; Kosher Meat,     (2s   you know Kosher  meat  is
prepared under  the   direction of  a  Rabbi and
can  be  secured locally.)     Salted herrings,
soups,   vegetables,   consisting mainly of potatoes,   onions   and beans;     flour,   rice,   butter   (unsalted),     eggs,   sugar,   vinegar and
lemons,     tea,   coffee  and milk.
PRSl'ABATIOli  22D  3227103:
Absolutely no  lard or pork of any kind to
be used.     Meat ordersjserved mostly  in form
of stews.   (Do not   care   for roast  meats.) •
Soups  should be  made   in form  of clear broth
with  a   side  order of boiled  rice.     2o  not
serve  butter  or milk when meat  is furnished
unless  re-quest^d -as—thei-r rules  do  not-permit  taking  these   foods  at  the   same  meal.
Ho pastry of any kind required.
The  Kosher meat   can  be  procured at  632 Main  Street,
at an establishment   run by Mr.   Poplack.     I have   arranged
with the   Canadian Pacific Railway  Co.   to  advise  this  office  several  days  in advance,   the number  of this  class  of Messrs wing Sang - 2.
people   there will be  on each snip and this  information
will be  transmitted  to you  immediately it is  received
so  that  you in turn may make  the necessary arrangements
for food  necessary.

L Vancouver Twenty Years Ago

Sergt. La Branch was drilling the boys of Christ Church Brigade last night
preparatory to their inspeciton by the Governor-General    Lord    Aberdeen.    The '
boys looked splendid in their new uniforms  and  presented  quite a  military  appearance.
The regular meeting of the Vancouver   Poultry   and   Pet   Stock  Association
was  held  last  night   with   President  Towler  in   the  chair.
j It is reported that there is quite a stir in Chinatown over the resignation of
I Yip Sang, the ex-Chinese agent for Vancouver. Owing to unjust charges Mr.
\Yip Sang felt so keenly' he decided to resign. The charge was laid against him
I by  Chinese   enemies   at  Victoria.
Mr.  R.  Rolston was among the passengers to Nanaimo yesterday.
