Description
Printed in black ink on cream coloured paper. The image depicts the surface of a writing credenza which has a small drawer with a twisted handle on its front edge. The surface of the desk holds a closed vellum-bound book. To the left of the book is a small pile of stamped, addressed letters and a single candlestick with a lit candle. To the right of the book sits an inkwell with a quill pen resting in it. The entire scene is framed by two line borders ; the interior line is thicker than the exterior one.

Harry Hereford (1882-1963) was Dominion Commissioner for the Department of Labour’s Dominion Unemployment Relief from 1930-1940. Prior to that, he worked for the Commissioner of Manitoba Government Telephones (McGill University Archives, n.d.). In his position with the Department of Labour, Hereford attempted to use the implementation of unemployment insurance and low wartime relief costs to develop a comprehensive federal-provincial program of assistance to the unemployed. He urged the Canadian Welfare Council to develop social assistance guidelines for joint federal-provincial relief, which would include model budgets and standards to improve relief distribution. The Department of Finance jettisoned this effort. (Bacher & Hulchanski, 1987). Some of Hereford’s personal and professional correspondence is in the archives at Library and Archives Canada and McGill University, among other Canadian institutions. The McGill file includes a scrapbook of autographs containing excised signatures and letters from federal and provincial government officials. See: M.G. 3045 (McGill University Archives).
