In black ink on tan paper, the bookplate consists of a double zigzag border surrounding black text. The library name at the top is flanked by two rosettes and separated from the remaining text by a decorative rule.

The Brockville Public Library (BPL) was officially formed in July 1895 out of the Brockville Mechanic's Institute (founded 1842). For some time before this official founding, the library existed alongside the Mechanic's Institute as the Brockville Library Association. In 1902 the BPL received a grant from Scottish-American industrialist Andrew Carnegie to build a new library, which was officially opened in 1904. The library was expanded in 1971 and again in 1994-6. The reverse image of the manuscript notes appearing on this bookplate may be seen on the back of the bookplate BP MUR CAN I B7635d. Paper remnants on the front of B7635e indicate that bookplate B7635d was at one point glued on top of B7635e. This provides a valuable clue as to the history of the bookplates and the evolution of the institution.
