DEPUTY TRANSPORTATION OPERATIONAL CONSTRUCT lOr, SUPERINTENDENT EM DEVELOPMEr DIRECTOR COMMUNICATION ADMINISTRATION DIVISION GENERAL COMMENTS: Production and work loads in various sections of the Ministry's administrative branch have continued heavy as a result of the merging of the transportation and highways functions and the increasing highway construction program. The detailed summary of expenditures elsewhere in the report will show an increase in the Ministry's budget over that of 1978-79 as the result of increased allocations for maintenance and a larger capital construction program. In November, 1979 the "Communications" part of the Ministry was transferred to the new Ministry of Universities, Science and Communications but this Ministry continued to handle Communications expenditures until the end of the fiscal year March 31, 1980. By the end of the fiscal year the total regular work force in the Ministry stood at just under 7,000 employees. An additional 3,200 auxiliary employees were on staff in August, 1979 including over 400 students. Over 2,000 employees enrolled in the Ministry's Highway Technology Training Program, 23% more than the previous year. The Ministry's property services branch handled some 3,580 property acquisitions during 1979-80, half of them settled and the rest still under negotiation at the end of the fiscal year. The second year of operation for the Ministry's building services branch saw the start or completion of 11 projects and planning for 10 more. The contract documents section had a productive year with the advertising and awarding of 160 highway construction, paving, bridge and ferry contracts. The information office wrote and distributed 350 press releases on all aspects of the Ministry's operation, handled some 800 pieces of correspondence on behalf of the Minister and senior officials and answered about 4,000 phone inquiries. The office also managed a program of public service advertising, produced brochures and assisted in the preparation of the Annual Report and the Minister's branch and statistical data report to the Legislature. HIGHWAYS DIVISION GENERAL COMMENTS: In recent years the Ministry has been placing increased emphasis on the human factors involved in Highway Engineering. This trend will continue into the coming years and new programs are being developed. Increased safety for the motorist and the pedestrian is a major concern .This program is being developed in many ways. Enforcement of safety standards for heavy trucking has been stepped up and will continue to be a priority until all vehicles are equipped with the latest safety devices and operated as safely as possible. Paving of shoulders is now standard for all major trunk highways. Paved shoulders provide a safe refuge where disabled vehicles can safely pull out of the through lanes and also a smooth surface on which out of control vehicles can recover instead of being pulled into the ditch by loose gravel. The present programs in the Ministry are now providing over 700 km of new paved shoulder each year on the highway system. New standards have been developed for the offset of B.C. Hydro and B.C. Telephone poles from the edge of the pavement. Permits for these poles now require that they be set at the back of sidewalks in urban locations and up to 35 feet from the edge of pavement in rural locations. Research indicates that over 90% of all out of control vehicles can recover within this 35 feet and where the topography allows it, this area is now being kept clear of obstructions. The Ministry is now engaged in an accelerated program to install new and upgraded guard rail and median barrier. At current levels of progress we are providing over 50 km of modern guard rail or median barrier each year. Another important part of our highway safety program is the pavement marking operation. Each year now seven crews complete 15,000 km of painted lines. Increased emphasis is now being placed on the white shoulder edge lines as motorists find these markings of great assistance in periods of poor visibility. Reflective road markings are now installed on all major highways on Vancouver Island and the lower Mainland as far as possible into the interior, up to the areas where frequent snow plowing would destroy such installations. ENGINEERING During the year a considerable amount of highway design work was completed. This was spread over the entire province with some emphasis on the Terrace-Prince Rupert section of Highway 16, the Coquihalla Pass route between Hope and Merritt, Highway 23 from Revelstoke to the Mica Dam, the Prince George-Dawson Creek section of Highway 97, Island Highway between Victoria and Campbell River, Highway 37 between Kitwanga and Meziadin Lake and Highway 97 from Penticton to Vernon. In all 22 designs for contract construction totalling 144 km and 75 designs for day labour construction totalling 375 km were completed. In addition 20 designs totalling 138 km were completed by consulting engineers of which 12 totalling 96 km were on the reconstruction of the Revelstoke-Mica Creek Highway which is to be flooded by B.C. Hydro's Revelstoke Dam. Some 37 bridge designs were completed of which eight were by consulting engineers. Work continued on Lions' Gate Bridge rehabilitation design. Extensive work was carried out on docks and ferry landings, notably the completion of the Bear Cove Terminal at Port Hardy and the design of the new terminal at Skidegate on the Queen Charlotte Islands. As highway improvements were completed, ten speed zones were raised from 80 to 90 km/h on 151 km of rural highway. In addition 25 intersections received major upgrading and three railroad crossings were signalized. HIGHWAY CONSTRUCTION There were 38 major construction projects underway during 1979, some 120 kilometres of new or reconstructed highway completed at a cost of $ 110,000,000. The North Island Highway was completed with the paving in 1979 of the Eve River-Tsitika River section. The new highway is 128 kilometres long with 24 bridges and it took nine years to build. A number of major four-lane projects were underway in the Vacouver area to relieve congestion. Included are the Lougheed Highway, the King George Highway, South West Marine Drive and 16th Avenue in the University of British Columbia Endowment Lands. Three new bypasses were under construction at Langley, Haney and Mary Hill near Coquitlam. Langley and Haney will be completed in 1980 but the larger Mary Hill bypass 10 project is expected to take two years more because of the number of major structures involved. Good progress was made on the Liard Highway. Rough grade has been constructed on 112 kilometres of the new 136 kilometre route which will provide a connection from British Columbia in the Fort Nelson area to the MacKenzie Highway in the Northwest Territories. Present joint schedule by the Province and the Federal Government is to have the route open to traffic by 1982. Work continued on the reconstruction of route 16 between Terrace and Prince Rupert. By the end of this summer 24 kilometres of the 40 kilometre substandard section will be completed and open to traffic. Expenditures to date are approximately $30,000,000. Engineering is nearing completion for the remaining two sections. HIGHWAY PAVING Sixty paving contracts were active during 1979. Some 709 kilometres were paved with asphaltic concrete under contract. Another 147 kilometres were paved and 498 kilometres seal-coated by the Ministry's own crews. An additional 252 kilometres of gravel shoulders were seal-coated. Total cost of this paving program was $63,000,000. Rate of paving production has reached a long sought target of providing an average pavement life of less than 15 years. This 15-year average pavement life repaving program will ensure that major trunk highways will have good running surfaces throughout and that expenditures will be optimized to give the best value to motorists for the dollars spent. Sulphur-asphalt, a technique involving the replacement of a portion of the conventional asphalt binder with sulphur was tested in the Fort St. John area and further tests are planned. HIGHWAY BRIDGES The Ministry had 32 major and 19 minor bridge contracts underway during 1979. Cost of bridge construction in the 1979-80 fiscal year was $27,000,000. Construction of a new crossing of the Fraser River at Lillooet was in progress and expected to be completed in the fall of 1980. TRANSPORTATION DIVISION GENERAL COMMENTS: The year under report was one of accomplishment for the Transportation Department, and following are some of the major projects the department was involved in: The Airport Development Program approved grants for 22 projects at a cost of 1.93 million. The capital rehabilitation of the Fort Nelson Extension is nearing completion, and an operating subsidy formula was developed to compensate British Columbia Railway for operating losses on this extension. Five projects were developed under the Urban Transport Assistance Program, and, in addition, 26 were awarded to the Federal Government for consideration and formal approval. The Department also participated in two joint provincial Canadian Transport Commission Hearings - one submission dealt with uniform classification of accounts and the other with specific allowances for income tax calculations for passenger trains and branch line subsidies. In other areas, a program of personalized license plates was developed and is now being administered through the Motor Vehicle Branch. A cyclical license system was implemented. A Driver License Data System was developed for on-line access. The overall length of specific vehicles and vehicle combinations was extended. The Department successfully negotiated with the Federal and Yukon Governments to standardize regulations and policies respecting movement of commercial vehicles on the Alaska Highway. A comprehensive policy manual was developed for all issuing offices to better serve the industry and general public. In addition, four weigh scale stations were replaced with larger electronic scales to accommodate today's larger vehicles and speed up the weighing process. The Ministry continued to assist with the provision of air ambulance service to all points in British Columbia in cooperation with the Ministry of Health, as well as provide aerial photographic services for the Provincial Government. Near the end of the year, one of our older aircraft was replaced with a Cessna Citation 2 aircraft to better serve the air ambulance and transportation role. In other major areas, the Transport Policy Branch continued to work on an overall transportation policy for the Province. Shave, Information Officer 17 ADMINISTRATION REPORT OF THE ASSISTANT DEPUTY MINISTER (ADMINISTRATION) 21 REPORT OF THE DIRECTOR OF PERSONNEL PROGRAMS AR. LIMACHER The reorganization of some Government Ministries in December 1979 resulted in the Communications Division being transferred to the new Ministry of Universities, Science and Communications. We continued to provide the Personnel and other services to the Division until March 31, 1980. The Director, as well as staff from the Training and Safety and Personnel Sections, served on numerous committees within the Ministry and representing the Ministry on outside committees. Line officials and personnel staff were involved in negotiating the B.C.G.E.U. Master and Component Agreements and the B.C.G.P.E.A. Master Agreement in 1979. PERSONNEL SECTION As of March 19, 1980, the Ministry's Approved Work Force stood at 6952 regular positions. This total is a result of an increase in staffing in the Ferry operation. Seasonal auxiliary employees were also hired to meet the demand of temporary work requirements. The total auxiliaries on staff was greatest in August 1979 when it reached 3221, including 416 students. The majority of new employees were hired directly within Districts and Branches for entrance level positions. During the past year, 2129 postings were required to advertise promotional opportunities, of which 1010 were processed through the Public Service Commission and the balance by Headquarters, Regional and District offices with the aid of Personnel Officers. This office authorized expenses on transfers for 276 employees totalling $697,616.00. This section processed 111 Step 3 grievances on behalf of the Deputy Minister, 5 arbitration cases and two appeals of arbitration awards. During the 1979 - 1980 fiscal year, 92 employees went on retirement. In recognition of long service, 57 employees received Twenty-five Year Certificates and 4 employees received Thirty-five year gold watches. STAFF DEVELOPMENT AND TRAINING SECTION Demand and interest for staff development and training continued to grow. The Highway Technology Training Program ended the year with 2024 active enrollments, twenty-three percent above the previous year. Six new courses were completed, providing a total of 26 in the program. Nine courses under development, six of these new and three existing courses upgraded to reflect metric standards. The program achieved another first with the delivery of three classroom type courses using closed circuit interactive instructional T.V., transmitted via the ANIK B Communications Satellite. In addition, 950 requests for other courses were processed. We have 65 apprentices indentured in five trade groups, assigned to various shop locations throughout the Province. Eight apprentices successfully completed their four year program, seven remaining with the Ministry as Journeymen in their trade. Approximately 205 of the Ministry's tradesmen attended upgrading courses through Community Colleges and other training centres. The development of an Audio-Visual Section for Training and Safety began in the last half of the 1979/80 fiscal year, with the creation of a Photo Arts position which will access and coordinate A/V needs for the Ministry of Transportation and Highways. 22 TRANSPORTATION. COMMUNICATIONS AND HIGHWAYS REPORT. 1979/80 Early liaison was established with the newly created Ministry of Health's A/V Production Centre, and the Purchasing Commission's A/V Repair Centre. Further development of software libraries in each Region began with the distribution of 12 video playback units. Production research was started on three proposed training tapes as well as the accessment of prepared tapes from various outside sources. Equipment Operator training continued, as an in-house program, relying mainly on the Training Operator in each District to familiarize new employees with Ministry equipment operating policy and techniques. A number of the Training Operators attended a Hazard Avoidance Instructors Course at the Professional Driver Center in Delta. Malaspina College provided an experienced instructor who travelled to Regional areas to provide training for operators of hydraulic cranes. The series of two week grader operator courses at Malaspina College was continued until the end of October, with 99 operators completing the course during the season. Ministry vehicle accident data and statistics are now part of the information being handled by the Maintenance Systems computer programs. Training time is also reported to and recorded in this system. SAFETY SECTION There was a decrease in personnel accidents over the previous year, disabling accidents totalling 294 and medical accidents totalling 375, and two fatal accidents. The countable accident frequency was 40.7, a 7% deterioration from the year previous. Region 3 won the Honourable Minister's Safety Award and Regional Safety Awards were won by Gibsons, Salmon Arm, Creston, Dawson Creek, Dease Lake and Courtenay. The Ministry was the recipient of the Premier's Award for the lowest severity in the competition between Ministries in the medium/high hazard category. Over 2300 employees have had an audiometric test performed to determine hearing capabilities in accordance with W.C.B. Regulations. There were a total of 725 vehicle accidents recorded for the year with 399 (approximately 55%) of these evaluated as preventable. DREW The work program for the 1979/80 fiscal year exceeds the previous year in expenditure and properties acquired. A total of 1788 claims were settled and a further 1792 claims were in the process of negotiations. One claim was settled by arbitration. The expenditure on acquisition of highway rights-of-way and other properties required by the Ministry totalled $23,070,996.59. A total of 383 rights-of-way were established as highway by publication notice in the British Columbia Gazette and a total of 74 closures were made by similar procedure. The Branch arranged for the disposal of 16 parcels that were surplus to highway requirements to municipalities under the provisions of the Ministry's statute and transferred a further 99 parcels to the Ministry Lands, Parks and Housing. 24 TRANSPORTATION. GREY The second year of operation of the Building Services Branch saw the continuation of the planning and programming started in the previous year, as well as the advancement of a number of projects, large and small. A complete record, with drawings and descriptions of each building and complex will then be available. Complete co-ordination was received from staff at all levels, for which this branch wishes to express its appreciation. CAVIN The period involved in the Motor-Vehicle statistics is from March 1st, 1979 to March 31st, 1980; one month longer than previous (in order that the future period for annual statistics will be April 1st to March 31st coinciding with the fiscal year). The number of traffic accidents involving vehicles owned by (or leased to) the Government was 2,098, including 227 accidents in which the Government vehicles were parked. In the previous year there were 1,748 accidents. There were 8 accidents involving two government vehicles of different ministries. There was one accident involving three government vehicles from the same ministry. During the year, claim settlements were still being completed pertaining to accidents occurring prior to March 1st, 1974, at which date third-party liability insurance coverage was effected for all licensed Government motor-vehicles. A total of $9,231.00 was paid in settlement of these claims. The Government recovered, either from its own collision damage insurers or from third-party liability insurers, a total of $224,740.00. Claims other than those arising out of accidents involving Government Motor- Vehicles resulted in recovery of repair costs of $327,454.00 for damages to 154 lamp and traffic light standards; 48 bridges; and 145 miscellaneous items. COMMUNICATIONS AND HIGHWAYS REPORT. 1979/80 coveries were three insurance policy claims of $4,179.00, and forty-three insurance policy claims of $9,326.00 for government employees transferred; British Columbia Ferry Corporation and Highways ferries recoveries of $8,600.00. Among the major items of recovery were $7,567.00 for damage done to a bridge railing near Kamloops, $4,341 for damages to a bridge railing and posts near Revelstoke. The total paid out for 264 miscellaneous third-party claims was $223,054.00, including $14,872.00 for sixty-three claims against the British Columbia Ferry Corporation. Among these were $5,071.00 for injuries sustained aboard a ferry operated by Ministry of Transportation and Highways; $50,590.00 awarded for injuries arising from an incident on Highway #23, twenty-five miles north of Nakusp; $76,213.00 awarded for loss of crops near Quesnel. There were 93 claims involving transferring of government employees, 77 of which arose from movement of household effects and 16 from movement of mobile homes. In eleven law suits in which the Government was defendant, six were settled out of court, four were dismissed and one judgement was against the Government.
