Sir: Pursuant to the Insurance Act, I beg to submit the Sixty-third Annual
Report of the Department of Insurance covering the year ended December 31,
1973.
At that date, 323 insurers were licensed under the Act to transact business.
The following summary indicates the origin of the insurers, how many hold only
Provincial licences, and how many had Federal registry in addition to a Provincial
licence:

The comparative figures are for 1972, 334, and 1971, 323.
A complete list of insurers will be found on pages 10 to 28. For purposes
of convenience, the present list is made up to June 30, 1974, so that it includes
insurers licensed since December 31, 1973, and shows the classes of insurance
for which each is licensed.
During the year, 22 insurers ceased to transact business in the Province while
11 new insurers were licensed. On analysis, the list shows that 117 companies
(exclusive of fraternal societies) were licensed for life insurance, 180 for fire insurance, and 81 for marine insurance. These cover only the major classes of insurance, and it should be understood that the same company may be licensed for
example, for fire, life, and marine insurance.
The Automobile Insurance Act has precluded licensed companies from providing automobile insurance as it is now being provided by the Crown Corporation,
the Insurance Corporation of British Columbia. Last year, 183 companies provided this cover which terminated on March 1, 1974.
The annual statements of these companies incorporated by or under an Act
of the Legislature are set forth at length on pages 31 to 42.

The taxes collected on unlicensed insurance amount to $17,000.
The number of insurance agents' and salesmens' licences issued for the year
1973 is given below, together with a comparative table for the previous four years.
All licences in the insurance industry now have a pre-licence examination requirement.

Pursuant to Part II of the Real Estate Act, documents have been processed
and filed in connection with 1,044 subdivisions since my last report.
The number of collection agents' licences issued for the year 1973 is given
below, together with a comparative table for the previous three years:

The British Columbia Automobile Insurance Board, established pursuant to
section 250m of the Insurance Act, has, as present members, J. F. K. English,
Chairman; E. T. Cantell, Q.C, Vice-Chairman; and R. A. Hadfield.
The Association of Superintendents of Insurance met at Saskatoon, Sask., for
its 56th annual conference, commencing September 16, 1973. Attending at the
sessions were more than 268 representatives of the insurance industry.
The association officer for the 1973/74 term is Gordon Grundy, Superintendent of Insurance, Province of Ontario, who is also serving as secretary.
Following the election of officers, the superintendents accepted the invitation
of the Superintendent of Insurance of the Province of Alberta to hold the 1974
conference at Calgary, commencing September 15, 1974.
