  Twenty-eighth Annual Report of the Milk Board
For The Year Ended December 31, 1973
This Report of the Milk Board is made in accordance with section 56 of the
Milk Industry Act and covers the calendar year ended December 31, 1973.
LEGISLATION
Milk Industry Act
The Thirtieth Legislative Assembly passed an amendment to the Milk Industry
Act during the Second Session.
The effect of the amendment was to enable the Board to become a party to
the Federal Market Sharing Program.
Milk Board General Orders
General Order 53 (B.C. Reg. 107/73), made on April 26, 1973, amending
General Order 46 (B.C. Reg. 126/70), came into operation on May 1, 1973.
The effect of this order was to repeal General Order 52 (B.C. Reg. 227/72). It
established the new base period of 1963-72 and the new base period values. It
changed the index source for the Index of Alfalfa Hay Prices and the Index of
16% Dairy Feed due to discontinuation of former sources. It increased the Class
II Minimum Accounting Value per hundred pounds of milk for 3.5 per cent butter-
fat content to $2,500 in all areas of production and increased the Class III Minimum
Accounting Value per hundred pounds of milk for 3.5 per cent butterfat content to
$4,760 in all areas of production due to change in the support price of butter and
nonfat milk powder. It increased the butterfat differential (a) for Class I milk
to 8.5 cents, (b) for Class II and III milk to 7.1 cents.
General Order 54 (B.C. Reg. 281/73), made on August 17, 1973, amending
General Order 46 (B.C. Reg. 126/70), as amended by General Order 50 (B.C.
Reg. 106/72), and by General Order 51 (B.C. Reg. 162/72), and by General
Order 53 (B.C. Reg. 107/73), came into operation September 1, 1973. The
effect of this order was to increase the Class III Minimum Accounting Value per
hundred pounds of milk for 3.5 per cent butterfat content to $5,000 in all areas of
production due to change in the support price of nonfat milk powder.
General Order 55 (B.C. Reg. 471/73), made on November 30, 1973, amending General Order 46 (B.C. Reg. 126/70), as amended by General Order 50
(B.C. Reg. 106/72), and by General Order 51 (B.C. Reg. 162/72), and by
General Order 53 (B.C. Reg. 107/73), and by General Order 54 (B.C. Reg.
281/73), came into operation December 1, 1973. The effect of this order was to
reduce the daily quota building programme to a four-year programme and to make
the qualifying period for the daily quota building programme a six-month period
of July 1 to December 31 in a calendar year. It struck out subsection (b) of section
7.08 and struck out section 7.09 and by substitution made the effective date of
approved daily quota transfer applications the first day of each month every month
of the year subject to 15 days' written notice by the licensed transferor.

Milk Board Membership and Activities
Membership of the Board remained unchanged from the previous year, with
Elmer D. Daum, B.A., C.A., as Chairman, and J. D. Honeyman and C. H. P.
Killick, P.Ag., as the other members.
The Board held 18 meetings to discuss matters of policy and held nine additional meetings with producers, vendors, and other interested parties to discuss
matters pertinent to the milk industry.
Board representatives attended all meetings of the Dairy Committee of the
British Columbia Federation of Agriculture, and the Board members attended the
Federation's Annual Convention.
The Board Chairman and Administrator attended the meeting held by the
International Association of Milk Control Agencies which took place in New
Orleans, U.S.A.
The Administrator attended the Western Dairy Conference held in Boise,
Idaho.
The Board continued to act in an advisory capacity to the subcommittee of
the Dairy Committee of the British Columbia Federation of Agriculture concerning
the possible entry of British Columbia into the Canadian Dairy Commission's
comprehensive market-sharing programme. British Columbia entered into the
programme effective October 1, 1973.
Areas of Production
During 1973 the four areas of production defined under the provisions of
section 40 of the Milk Industry Act remained unchanged.
Statistical Information
As 1972 was a leap-year, to provide comparability between 1972 and the
current year the daily average figures for February 1973, as shown in Tables Ma,
IIIb, IIIc, IIId, and IIIe, should be added to both February 1973 totals and
1973 yearly totals for each area. Table IIIe is a new table which combines
Tables IIIa, IIIb, IIIc, and IIId to show total production figures for all four
Milk Board areas. Table IVa, IVb, IVc, IVd, and IVe are new tables which
provide a month by month and accumulated month by month comparison of 1973
to 1972 for each of the four Milk Board areas with Table IVe showing combined
figures for all four Milk Board areas.
Table I—Analysis oj Quart Sales by Product Category
Total quart sales increased in all four controlled areas of production, with the
total increase being 4.11 per cent.
The trend of decreasing standard milk sales and increasing low-fat sales and
skim-milk sales continued with the exception that in the Cariboo and central
British Columbia area skim-milk sales decreased by 8.03 per cent compared to
1972. The aggregate decrease in standard-milk sales and the aggregate increase
in low-fat and skim-milk sales were 2.63 per cent and 11.00 per cent respectively.
Buttermilk sales increased in all controlled areas except the Cariboo and
central British Columbia area where sales dropped 9.77 per cent compared to
1972.

Light-cream (9 per cent butterfat content) sales in the Okanagan-Kootenay
area declined by 2.84 per cent. Light-cream sales and whipping cream (32 per
cent butterfat content) sales in the Cariboo and central British Columbia area
declined by 4.51 per cent and 3.60 per cent respectively. With these exceptions
cream sales increased in the four controlled areas.
Sales continued to switch from retail to wholesale. In 1972 Vancouver area
was the only area to show an increase in retail sales amounting to 1.47 per cent
over the previous year 1971. This was reversed in 1973 when Vancouver area
had a decrease in retail sales of 6.04 per cent compared to 1972. The aggregate
decrease in retail sales in the controlled areas of production was 7.28 per cent,
while the aggregate increase in wholesale sales was 7.43 per cent. In the controlled areas of production 20.08 per cent of the quart sales were retail and 79.92
per cent were wholesale.

Total Class I sales in pounds (which is the aggregate of all Class 1 sales in an
area of production whether made by the vendors within the area or by vendors
located outside the area) increased in all areas of production during 1973. The
aggregate increase was 4.78 per cent. Within area Class I sales increased in all
controlled areas of production as did interarea Class I sales.

Total qualifying milk production during 1973 increased 0.81 per cent in
the controlled areas of production compared to 1972. However, as 1972 was
a leap-year, to obtain a more accurate comparison the daily average production
in February 1973 for the four controlled areas should be added to the 1973 year
total—795,531,060+2,189,905,=797,720,965—which when compared to 1972
total production for the four areas of 789,137,604 would indicate an increase for
the four controlled areas in 1973 of 1.09 per cent.
Table IHa shows that total qualifying milk production in the Vancouver area
decreased by 799,614 pounds of milk or 0.14 per cent compared to 1972. Again
because of the extra day in February 1972 the daily average production for February 1973 should be added to the 1973 year total—579,095,374+1,608,637=
580,704,011—which when compared to 1972 total production for the area of
579,894,988 would indicate an increase for the Vancouver area in 1973 over
1972 of 809,023 pounds of milk or 0.14 per cent.
Total quota milk receipts in the controlled areas of production was 77.73
per cent of total production during 1973, up from 76.44 per cent in 1972. Total
Class I utilization of quota receipts increased from 87.36 per cent in 1972 to
88.91 per cent in 1973.
Total production, quota milk receipts, and Class I utilization showed an actual
increase in 1973 over 1972 in Vancouver Island area, Okanagan-Kootenay area,
and Cariboo and central British Columbia area. Vancouver area also had an
increase in total production, quota milk receipts, and Class I utilization if 1972
leap-year is taken into consideration.
All areas of production experienced a larger increase in Class I utilization
than in total production, thereby creating a decrease in the milk-supply surplus to
Class I requirements.

This table is included in the Milk Board Report for the first time and is
intended to show a month by month comparison of 1973 total production and
Class I utilization to the same month in 1972 in both pounds of milk and percentage
change.
Table V—Class I Accounting Value Formula and Producer Price.
The contents of this table summarize the accounting values for each class of
utilization announced by the Milk Board for the calendar year 1973. Also shown
are the producer prices (before adjustments), calculated monthly by the Board.
Details relative to Milk Board General Orders referred to in the table may be
found in the comments applicable to legislation.
Table VI—Licensing Information
Under the provisions of the Milk Industry Act and General Order 46, the
Milk Board issues Class I licences to vendors and milk jobbers and Class II licences
to producers. Both classes of licences are issued April 1 each year for a 12-month
period or portion thereof. A summary of the 1973/74 licences issued, cancelled,
and in effect December 31, 1973, is contained in Table VI. There was a net
decrease of 94 producers from December 1972, to December 1973, which is a
6.62-per-cent reduction from December 1972.
