 MUNICIPAL SUPERANNUATION ACT
ANNUAL REPORT
Report of Business Done in Pursuance of the Municipal Superannuation Act
for the Fiscal Year Ended December 31, 1972
Section 3 (1)—During the year the Act applied to the following additional
employers, effective from the date shown:
Union of British Columbia Municipalities January 1, 1972
Port Hardy Hospital April 1, 1972
St. Bartholomew's Hospital, Lytton July 1, 1972
As at December 31, 1972, there were 352 active employer accounts in the
Fund.
Section 5—All moneys received and paid out under the provisions of this Act
are shown in the Statement of Changes in Fund Balance and all assets and liabilities
appertaining to the granting of superannuation allowances are shown in the Statement of Financial Position- These financial statements are attached to this report.
Section 6—Employee contributions amounted to $13,989,426, made up as
follows: I
Basic contributions  12,361,869
Voluntary and special agreement     1,627,557
As at December 31, 1972, there were 33,585 contributors with credits in the
Fund as set out by employer in attached Schedule 6. There were in addition 1,442
former contributors with credits remaining in the Fund, of whom 382 had deferred
vested pension rights.
Section 8 (1)—Employer contributions amounted to $14,884,563, made up
as follows: ,*

In respect of past service     1,575,582
Contributions by each of the 352 active employer accounts are set out in attached
Schedule 2.
Section 8 (2)—Pursuant to special agreements with 50 employers, supplementary allowance payments amounting to $430,242 were made from the Fund and
provided as follows:

From Reserve Account, being interest earnings of the
Fund in excess of 4 per cent, as authorized by
section 10(3) (d)     82,712
Section 10 (1)—The statutory contribution of the Minister of Finance toward
reduction of employer obligations in respect of past service of employees was
$35,000.
Sections 13, 16, and 17 (1)—Superannuation allowances were granted in
respect of 456 employees, made up as follows:
Normal retirement age  401
Total and permanent disability     23
Death in service     32

 J 6 BRITISH COLUMBIA
Sections 17 (6) and 18—Refunds were granted in respect of 3,782 employees
and totalled $2,598,182, made up as follows:

Refunds on resignations included 80 employees with more than 10 years' countable
service who elected to receive a refund rather than leave their credits in the Fund
in order to receive a deferred superannuation allowance after attaining the minimum
retirement age. For analysis and comparative statistics, see attached Schedules 3,
4, and 5.
Section 22—Actuarial and administrative expenses paid from the Fund
amounted to $169,335.
Section 27—Securities held by the trustees as at December 31, 1972, amounted
to $254,132,844 par value, as set out in the attached Schedule 1. Transactions
during the year (par value) were as follows:

The average yield on securities purchased during the year was 7.462 per cent.
Every effort is made to invest the funds as soon as they become available and at
the maximum yield possible at the time of purchase.
Based on the mean of the Fund opening and closing balances amounting to
$236,786,237, the net rate of interest earned during the year after charging administration expense was 6.454 per cent.
LEGISLATION
The Municipal Superannuation Act was amended during the 1973 Spring
Session of the Legislative Assembly. Among the more important changes are the
following:
(1) Increasing employee contributions by lA per cent to 6 per cent of
salary (AVz per cent of salary on which Canada Pension Plan contributions are made).
(2) Providing for refund at retirement of all employee contributions
made after March 31, 1958, and before the last 35 years of service,
with interest at 6 per cent per annum.
(3) Where a contributor retires before qualifying for an unreduced
allowance, changing the basis of the reduction from an actuarial
equivalent factor to a 5 per cent per annum factor.
(4) Providing pro rata reciprocal portability of contributions and service
with other British Columbia public pension plans where the service
in one plan commences not more than three years after the service
in the other plan terminated.
(5) For the purpose of calculating a contributor's allowance upon retirement, using the 2 per cent of highest average salary per year of
service formula, changing the averaging period from seven years to
5 years.

(6) Providing for payment out of employer contributions of one-half of
the monthly premium payable to the British Columbia Medical
Services Plan by persons in receipt of an allowance.
(7) In the event of the contributor's death in service, providing for
widowers on the same basis as widows, and providing for continuance of the spouse's allowance in the event of remarriage.
(8) Providing for payment, effective June 1, 1973, to persons in receipt
of an allowance prior to January 1, 1972, of a supplementary
allowance calculated by applying to the lifetime portion of the allowance the following percentages:

(9) Providing for refund of voluntary contributions upon retirement at
at the option of the contributor.
(10) Authorising the Trustees to invest also in the capital stock of a

AUDITOR'S REPORT
I have examined the statement of financial position of the Municipal Superannuation Fund
as at December 31 1972 and the statement of changes in fund balance for the year then ended.
My examination included a general review of the accounting procedures and such tests of
accounting records and other supporting evidence as I considered necessary in the circumstances,
except that my work did not include a review of the actuarial soundness of the plan. It is the
responsibility of the actuary appointed by the Fund to make actuarial valuations at intervals
of not more than five years.
In my opinion, with the foregoing explanation concerning the actuarial soundness of the
plan, these financial statements present fairly the financial position of the Fund as at December
31, 1972, and the changes in fund balance for the year then ended, in accordance with generally
accepted accounting principles applied on a basis consistent with that of the preceding year.
