Section 5—All moneys received and paid out under the provisions of this Act are shown in the Statement of Changes in Fund Balance and all assets and liabilities appertaining to the granting of superannuation allowances are shown in the Statement of Financial Position. These financial statements are attached to this Report. Section 6—Employee contributions amounted to $17,131,305, made up as follows: * Basic contributions 15,284,789 Voluntary and special agreement 1,846,516 As at December 31, 1973, there were 35,182 contributors with credits in the Fund as set out by employer in attached Schedule 6. There were in addition 2,388 former contributors with credits remaining in the Fund, of whom 241 had deferred vested pension rights. Section 8 (1)—Employer contributions amounted to $17,017,372, made up as follows: (j, 15,418,416 1,598,956 Contributions by each of the 361 active employer accounts are set out in attached Schedule 2. 5 In respect of current service In respect of past service. N 6 BRITISH COLUMBIA Section 8 (2)—Pursuant to special agreements with 48 employers, supplementary allowance payments amounting to $391,783 were made from the Fund and provided as follows: $ By reimbursement by former employers 317,152 From Reserve Account, being interest earnings of the Fund in excess of 4 per cent, as authorized by section 10 (3) (d) 74,631 Section 10 (1)—The statutory contribution of the Minister of Finance toward reduction of employer obligations in respect of past service of employees was $30,000. Section 13, 16, and 17 (1)—Superannuation allowances were granted in respect of 645 employees, made up as follows: Normal retirement age 582 Total and permanent disability 22 Death in service 39 Resumption of remarried widows' allowances 2 For analysis and comparative statistics, see attached Schedules 3, 4, and 5. Section 15 (4)—Effective June 1, 1973, amounts totalling $69,614 were paid out of employer contributions to the Medical Services Plan of British Columbia in respect of the matching one-half share of monthly medical coverage premiums of eligible recipients of a superannuation allowance. Sections 17 (6) and 18—Refunds were granted in respect of 4,233 employees and totalled $3,434,686, made up as follows: h Resignations 4,166 3,336,661 Death in service 67 92,432 Miscellaneous 1,952 Miscellaneous employer 3,641 Refunds on resignations included 80 employees with more than 10 years' countable service who elected to receive a refund rather than leave their credits in the Fund in order to receive a deferred superannuation allowance after attaining the minimum retirement age. For analysis and comparative statistics, see attached Schedules 3, 4, and 5. Section 22—Actuarial and administrative expenses paid from the Fund amounted to $182,096. Section 27—Securities held by the trustees as at December 31, 1973, amounted to $291,100,850 par value, as set out in the attached Schedule 1. Transactions during the year (par value) were as follows: ^ Purchases 39,155,000 Redemptions 5,146,450 Net increase during year 34,008,550 The average yield on securities purchased during the year was 7.918 per cent. Every effort is made to invest the funds as soon as they become available and at the maximum yield possible at the time of purchase. Based on the mean of the Fund opening and closing balances amounting to $280,637,616, the net rate of interest earned during the year after charging administration expense was 6.644 per cent. MUNICIPAL SUPERANNUATION REPORT, 1973 N 7 LEGISLATION The Municipal Superannuation Act was amended at the 1973 Fall Session of the Legislative Assembly as follows: (1) Authorizing investment in the debentures or other securities of the Municipal Finance Authority of British Columbia. Restricting refund of contributions upon transfer of an employee between employers under the Act. Allowing resumption of payment of widows' allowances which had terminated by reason of remarriage. The Act was further amended at the 1974 Spring Session of the Legislative Assembly. Among the more important changes are the following: (4) Providing for payment, effective July 1, 1974, to persons in receipt of an allowance prior to January 1, 1974, of a supplementary allowance calculated by applying to the basic life-time portion of the allowance the following percentages: (2) (3) Allowances Granted Percentage Increase 1972 and before 12 1973 4 (5) Introducing, effective April 1, 1975, quarterly adjustment of eligible allowances based on the quarterly change in the consumer price index. (6) Financing the quarterly adjustment by raising the employee and employer contributions to the Fund by one-half per cent of contributory salaries when the total amount of the supplementary allowances reaches 1 per cent of the annual amount of contributory salaries with a further raise in such contributions of one-half per cent when required. (7) Permitting a superannuant, upon repayment of all amounts received by way of allowance, to be reinstated as a contributor to the Fund. (8) Providing for reinstatement of a former contributor who, not having taken a refund of his contributions, again becomes a contributor after an absence of less than 10 years. (9) Increasing the rate of interest paid on refunds of compulsory contributions to 4 per cent per annum, effective January 1, 1975, and authorizing the Lieutenant-Governor in Council to specify a higher rate to be applied to voluntary contributions. (10) Providing for adjustment based on changes in the consumer price index of the amount of salary used in calculations with respect to deferred allowances, disability allowances, and allowances during re-employment. (11) In the calculation of the superannuation allowance, providing for integration with Canada Pension Plan for new employees where past service is recognized as pensionable service. W. H. Accountant AUDITOR'S REPORT I have examined the statement of financial position of the Municipal Superannuation Fund as at December 31, 1973, and the statement of changes in fund balance for the year then ended. My examination included a general review of accounting procedures and such tests of accounting records and other supporting evidence as I considered necessary in the circumstances.
